Kala Utsav 2016-17 under SSA for classes of VI to VIII is an initiative of Haryana School Shiksha
Pariyojna Parishad approved by AWP & B SSA, MHRD, GOI for the year 2016-17. This programme
has provided a platform for the students of Government schools to show their talent in the field Arts.
Art Education Unit, SCERT Gurugram as established by the Haryana School Shiksha Pariyojna
Parishad (HSSPP) has already conducted Kala Utsav competitions at various levels starting from
school level to State level since last year .This year the Kala Utsav Competitions 2016-17 under SSA
was conducted at District Kurukshetra from 24th
to 26th
March 2017 at GMSSS kurukshetra. The
opening and closing ceremonies were organized in Dronacharya Stadium, Kurukshetra.
Large numbers of participants participated in the competitions organized in the field of Music vocal,
Dance, Theatre and visual arts category. The participants having secured first position in the District
level competitions participated in the state level competitions.
The State Level Kala Utsav 2016-17 under SSA was organized under the able guidance of Dr. S.S.
Phuliya, State Project Director, Haryana School Shiksha Parishad, Panchkula, Dr. Kiranmayee,
Director SCERT, Gurugram, Smt. Sumedha Kataria, Deputy Commissioner, Kurukshetra, Sh.
Dharamvir Singh, Addl. Deputy Commissioner, Kurukshetra; Smt. Suman Arya, District Education
Officer; Smt. Parminder Kaur, District Elementary Education Officer and coordinated by Sh. Dibakar
Das, Project Coordinator Creative & Performing Arts, Art Education Unit, SCERT Gurugram, Sh.
Arun Ashri, District Project Coordinator (SSA/RMSA) Krukshetra, Sh. Sushil Tyagi, Asst. Project
Coordinator (SSA/RMSA) Kurukshetra. The event was successfully organized with the help of sub-
committees constituted for the specific purposes of the event.

Kala Utsav is an initiative of the state, Haryana to promote, nurture and showcase the artistic
talent of the school students at the upper primary level i.e, VI to VIII. The participants will not only
perform on the concepts relating to their living traditions but will also enjoy the cultural experience as
a part of Kala Utsav. Children with special needs (CWSN) also get an opportunity to express their
talents through this initiative.
Theme: Folk and Traditional Art Form
Areas of Art: Music : contemporary and folk
Dance : contemporary and folk
Theatre : Skit, drama, mimes etc.
Visual Arts : Drawing, Painting, Sculpture, Crafts
Eligibility: Teams of students from class 6th
to 8th
standard of any Government school.
Levels of Kala Utsav: The competition under Kala Utsav 2016-17 was held in four phases:-
1. School level - July 2016 (2nd

Teams: The minimum and maximum numbers of students recommended in different teams for
National Level are:
Visual Arts : 4-6 students
Music : 6-10 students
Dance : 8-10 students
Theatre : 8-12 students
Objectives: 1. Enable students to appreciate different folk art forms.
2. Develop an insight towards sensibility and aesthetic appreciation.
3. Make students more creative
4. Make students aware of the rich cultural heritage of the state.

March 2017 (Inaugural Day) at 8.30 am.
All the participants of Kala Utsav 2016-17 reached
at Dronachaya Stadium, Kurukshetra from
GMSSS Kurukshetra where stay arrangements
were made for them. After taking breakfast at
GMSSS Kurukshetra, all the participants were
taken by buses arranged by DPC Kurukshetra and
assembled at Dronacharya stadium, Kurukshetra
to participate in opening ceremony of State Level
Kala Utsav 2016-17. The Chief Guest of the
programme Hon’ble Minister of State for Social
Justice and Empowerment, Haryana, Shri Krishan
Kumar Bedi, Shri Subhash Sudha, M.L.A.,
Thanesar and Shri Pawan Saini, M.L.A., Ladwa
reached at the spot at 11:00am and were
welcomed by Shri Dharamvir Singh, Additional
Deputy Commissioner, Kurukshetra and District
Education Officer Smt. Suman Arya with the
bouquet. The Tilak ceremony was performed by a
CWSN Ms. Neha; a Hearing Impaired student of
Saarthak Badhir Vidyalya, Kurukshetra.
At 11:05 am, National Flag was hoisted by the
Chief Guest followed by the March Past.
At 11:30 am, oath taking ceremony was held.
At 11:45 am, welcome speech was delivered by
Dr. S.S. Phulia, I.A.S., the State Project Director,
HSSPP, Panchkula. He announced that about 800
participants are going to participate in this event.
He further added that the participants of State
level Kala Utsav are 1st position holders in their
relevant Districts.

Dr. Phulia welcomed Hon’ble Minister of
State for Social Justice and Empowerment
Shri Krishan Kumar Bedi. After the speech
of the Dr. S.S. Phulia, State Project Director
(HSSPP), a Haryanvi Folk Song was
perfromed by the part time work education
instructors namely Mr. Sohan lal
(vocal),Mr. Sonu (Vocal), Mr. Vinod
(Vocal) and others accompanied by Kapil
(Keyboard), Saurav (guitar), Mukesh
(Tabla) and Rohit (Dholak).

Kurkshetra presented a Memento to the
Chief Guest Sh. Krishan Kumar Bedi
followed by vote of thanks by Sh.
Dharamvir Singh, Addl. Deputy
Commissioner, Kurukshetra.
After culmination of opening ceremony, all
the participants had lunch arranged in the
campus. After lunch, participants were sent
back to GMSSS Kurukshertra by buses
arranged for them for participating in the
competitions as scheduled to be held in the
evening on 24th
March 2017.

Theatre competitions: Theatre competition was held from 3:00 to 8:00 P.M. at GMSSS Kurukshetra
Hall The best performer in theatre category was from District Fatehabad.

Music competition: Music competition was held from 9 .00 A.M to1.00 P.M. at the ground stage of

th March 2017 (the concluding day) 8:30am:
All the participants reached Dronachaya Stadium, Kurukshetra from GMSSS, Kurukshetra for Closing
Ceremony of the Stale Level Kala Utsav. The Chief Guest of the programme Sh. P.K. Das,
I.A.S.,Additional Chief Secretary to Govt., Haryana, School Education Department and Dr. S.S.
Phulia, I.A.S. State Project Director (HSSPP), Panchkula reached the venue at 10:00 am. Shri
Dharamvir Singh, Additional Deputy Commissioner, Kurukshetra, Smt. Suman Arya, District
Education Officer, Kurukshetra and Sh. Arun Ashri, District Project Coordinator (SSA/RMSA),
Kurukshetra welcomed the esteemed guests with the bouquets.
Tilak ceremony was performed by a CWSN Ms. Natasha; a hearing impaired student of District
Yamunanagar.
At 10:05am, State Project Director, Dr. S.S. Phuliya submitted a detailed report of the 3-days State
Level Kala Utsav programme (24th to 26th March 2017). He announced that District Bhiwani has

been adjudged as the best performer in the Kala Utsav 2016-17. He encouraged all the participants to
achieve goals not only in Cultural activities but also in the field of education and social work.
Haryanvi folk dance performed by the team of District Bhiwani (best performer of Kala Utsav 2016-
17 in the dance category). The theme of this dance was on “Culture of Haryana and Woman
Empowerment”.
After these performances, Hon’ble Chief Guest Sh.
P.K. Das, I.A.S., Additional Chief Secretary to Govt.,
Haryana, School Education Department addressed the
participants. He said that a child is like a raw soil and
it depends on the teacher whether to give it a form of
golden statue or spoil its form. He further added that
the CWSN are equally capable as their peers and have
the ability to lead the society and the nation. He
encouraged and appreciated the participants of Kala
Utsav.

After speech of the Hon’ble Chief Guest, prize were distributed to the participants those got first,
second and third positions in the State Level Kala Utsav 2016-17 under SSA. Details of the winners

Impact of the programme: After culmination of this programme, we observed the following changes in our participants:
They have become more aware and enthusiast about different art forms prevailing in their
surroundings.
They have started taking initiatives in performing different folk art forms.
They are able to identify various folk art forms.
Apart from these impacts,
The activities under this programme have provided a platform as preparatory phase
Kala Utsav under RMSA.
This programme has provided immense opportunities to the students for the
development of various social, cultural and soft skills at upper primary level through
the various group activities.
It has been a matter of pride to mention that this programme has contributed in revival
and uplift of cultural heritage of the state for posterity.

Futuristic approach: It has been planned that initiative taken by organizing this programme will attain further heights in the
coming years by sheer enthusiasm and endeavour of the stakeholders. The steps involved for future
growth of the programme can be listed down as under:
Restructuring & strengthening the core group at base level i.e, at school level.
Motivation & work plan to be shared with the stakeholders in the beginning of the session.
Planning for the function, funds, disbursement of duties, venue etc. to be finalized well in
advance.
Timely feedback from district functionaries to be obtained.
Involvement of the facilitators in the field of Art to be ensured.
Identification and channelizing the talent pool.
Liaison and coordination with different Govt. and non Govt. institutions to be ensured for
proper implementation of the programme.
Providing proper guidance to the participants for attaining heights as per their taste and talents
at various levels.\
For the academic session 2017-18, we have already started with the above mentioned agenda.
