The JCL presents a common framework for providing logistic support to joint operations in the 2016-2028 timeframe and guides the development of future logistic capabilities. The JCL is a source document designed to initiate further assessments, studies, experiments, and technology demonstrations. It establishes a conceptual foundation for subordinate joint concept development.

The JS JIC describes how a Joint Supply Enterprise (JSE) coordinatedand synchronized by a Joint Supply Process Owner (JSPO) will conduct future (2016-2028) joint supply operations that result in perfect order fulfillment (POF) and sustained joint supply readiness for the Joint Force Commander (JFC), thereby enhancing freedom of action and operational adaptability.
