Spl Assembly-session onJune 17 to pass the law

aspects (Constitutional, Legislative and administrative) to
the GST.
He said for implementation of the GST, no constitutional
amendment was required to J&K.
He said the cabinet has decided to modify the GST after five
years.
He said that the extension of GST does not infringe the
Article 370 as Jammu and Kashmir has separate
constitution and tax laws are implemented under Section 5
of the constitution.
"No new tax has been added to J&K. It is a modified
version of the VAT. In GST there are no exemptions but for
J&K and north India, the reimbursement will be continued
what happened in VAT."
Drabu said in 2012, he opposed the GST. "Union Finance
Minister said J&K assembly is fully empowered to take a
view on GST and lots of changes have been made which
was not the case earlier. It was discussed broadly then
evolved consensus by GST counsel. GST counsel is first
federal institution discussed it extensively for 12 years," he

Govt hikes passenger fare
also said that the government will provide subsidized sugar
to 74.13 lakh souls of priority population including BPL and
other categories, in the state with effect from April 1, 2017.
"The burden of the subsidy, which is Rs 22/ kg, will be
borne out by the state exchequer," he said.
The minister said that the decision was taken after the
Government of India curtailed the subsidy on sugar for all
the states.

Cabinet approves 11% DA hikefor employees, pensioners
be paid in cash in month of June, 2017 and the employees'
share @ 10% shall be deducted at source and credited to
their PRAN numbers along with the matching share by the
employer. Thereafter, the enhancement in the DA shall form
part of the monthly salary.
Enhancement in DA will also apply to the work
charged/whole time contingent paid employees, working in
a regular time scale.
Cabinet approved the release of the Dearness Allowance
installment @ 7% w.e.f. 1.7.2016 and 4% w.e.f. 1.1.2017
raising the total Dearness Allowance of the State
Government pensioners/family pensioners from 125% to
132% w.e.f. 1.7.2016 and from 132% to 136% from
1.1.2017 respectively.
The arrears on account of the enhanced rate of Dearness
Allowance from July, 2016 and January, 2017 upto May
2017 shall be paid to them in cash in the month of June,
2017 and shall form part of the monthly pension/family
pension there onwards.
The State Government employees and the pensioners have
hailed the present government for timely release of DA.
They said it is for the first time that the DA is being released
by the Government without the employees having to resort
to any agitation for the same.
They said that bringing down the qualifying service for full
pensionery benefits from 33 to 20 years and increase of
TMA from Rs 10000 to Rs 15000 are some other laudable
measures taken by the present government.
KPS officers to get monetarybenefits without ranks
Minister Dr Haseeb Drabu and another PDP minister
Chowdhary Zulfikar Ali was also present on the occasion.
When asked that his party colleague Zulfikar had said that
he and Naeem had sent dissent notes on the CSC
recommendations, he replied, "There is nothing such. That
is why I am telling you don't talk to him (Zulfikar) on such
issues."
As per the recommendations of the CSC that were approved
by the Cabinet, the KPS officers will not be given the rank
of DIG or IGP till they were inducted into the IPS. Naeem
said the two IG and four DIG posts have been kept reserved
for KPS officers. However, they will not be given the rank
of DIG or IGP till they were inducted into the IPS as per the
CSC recommendations and approved by the cabinet.
Naeem said no attention was paid towards the state police
forces over the years. "Today is a new ladder for these
officers. Some of the KPS officers also met the Chief
Minister and expressed their satisfaction. We will carry
forward this process so that they are given wider
opportunities," he said.
Earlier, the CSC reported was approved by the cabinet. The
CSC held its meeting on Monday where it finalised its
recommendations in absence of two PDP ministers. It was
chaired by Industries and Commerce minister Chander
Prakash Ganga and attended by Health and Medical
Education Minister Bali Bhagat, Forests Minister
Choudhary Lal Singh (all three from BJP) and Finance
Minister Dr Haseeb Drabu (PDP). Naeem Akhtar and
Zulfikar Ali had not given their approval. However, during
the cabinet meeting, sources said Chief Minister Mehbooba
Mufti directed the two ministers to sign on the CSC report.
"It will send a wrong message if you two members won't
give your approval. You should also sign on the report so
that there is uniformity in the cabinet decision," a BJP
minister quoted Mehbooba Mufti as having said in the
cabinet. Following which, the two ministers consented to
give their approval.
The government spokesperson said 50 posts of IPS are
stagnant for induction from KPS due to litigations.
"The Cabinet directed the Chief Secretary and resolve it at
the earliest. If 50 KPS officers get induction into IPS that
will make a lot of difference."
He said the constabulary selection grade of constables will
be increased from 25 to 50 percent.
The cabinet also approved promotion of five officers to the
rank of the IGP.

examine the requests for setting up of new Degree Colleges,
particularly in the light of resource commitment from
Central Government for setting up such institutions.

Stations by way of provision of required infrastructure and

cultivation if any, mostly there is wild poppy cultivation
here." He added.
However, Senior Superintendent of Police, Kishtwar
Sundeep Wazir assured strict action against those involved
in illegal cultivation of poppy.
"There are few areas where poppy is cultivated that too for
the personal use as people used this in tea earlier, but it's
illegal and action will be taken," he assured.

along Iran's borders with Iraq and Afghanistan, but the

Provision Act 2010, a policy

employees after rendering
seven years of services.

educated youths who are getting

educated youth there is nothing

and finding other ways to earn
more money. Therefore Young

achieved upto ending March
2017. Besides a total of
37604 meters is the target of
Trunk Sewer lines and 35061
meters has been achieved
upto ending March 2017.
Further, in Laterals Sewer
lines 98784 meters has been
achieved upto March 2017
out of total of 102100 meter
target. Also in House
connections, 3850 meters
has been achieved till March
2017.
The project envisages
construction of STPs, Trunk
and lateral Sewer lines
besides providing
connections to households to
convert insanitary toilets to
sanitary toilets. To expedite
the completion of the various
key components under the
project, the Div Com
directed the executing
agency to work out the

The arrangements for the
pilgrimage commencing
from July 24, were

chairmanship of DC Reasi
Ravinder Kumar.
Threadbare discussions
were held on various
arrangements, including
medicare, transportation,
boarding and lodging,
provision of adequate ration,
security, and uninterrupted
power and water supply to
be made for the convenience
of the pilgrims enroute to
the shrine.
For medicare facilities, six
teams of doctors and
paramedics would be
stationed at specified
locations with adequate
stock of medicines and
oxygen cylinders.
The Army would provide
sufficient tents for the
comfortable stay of the
pilgrims at village Harshu,
the base camp of the yatra.
Addressing the meeting, the
DC said that efforts would
be made to promote
Kounsar Nag as a major
tourist destination.
For the purpose, he asked
the Tourism Department to
chalk out a comprehensive
strategy to give wide
publicity to the pilgrimage.
This should be done by
erecting hoarding at
prominent locations, to
attract the Shri Mata
Vaishno Devi pilgrims, the

DC orders diversion of
traffic for ease of pilgrimsREASI, JUN 07
The district administration Reasi has decided to enforce
diversion to regulate traffic to Shiv Khori Cave Shrine
ahead of repair of the road, including its blacktopping.
In this regard, District Development Commissioner
Ravinder Kumar convened a meeting at Pouni and took
several decisions to regulate traffic towards Shiv Khori
Shrine during blacktopping of Kanda-Ransoo road.
After threadbare discussion, the DDC instructed the police
administration to initiate necessary diversion of traffic
during blacktopping of the road so that tourists visiting the
holy shrine of Shiv Khori do not face any inconvenience.
The DDC also directed for removing kiosks and rahries in
the Pouni bazaar so that ample space is created for tourists
buses. In this regard he asked Tehsildar Pouni and SHO to
do needful.
It is pertinent to mention here that alternate route for
tourists and other vehicles for Ransoo during blacktopping
would be Taryath Teot-Ransoo road. The DDC also passed
instructions to the executive engineers for ensuring proper
maintenance and improvement of alternate route.

The Field executives of the Department of Food, Civil
Supplies & Consumer Affairs, Legal Metrology & Food
Safety and Standards today conducted joint market
inspection of different markets of Srinagar city in view of
the ensuing holy month of Ramdhan.
Officials said the team under the supervision of senior
officers of the legal metrology department and FCS&CA
inspected markets of Karan Nagar, Residency Road and
Lal Chowk.
They said 23 erring commercial establishments were
penalised for the violation of various rules and a sum of
Rs 15800 was slapped on the defaulters for the lapses. The
erring establishments include 10 Bakery shops, 2 hotel &
Restaurants and 11 vegetable and fruit shops.
The officials said it was observed during the inspection
that some of the bakery and sweet shops offered sale for
the bakery and sweet items without carrying the
mandatory declarations viz MRP, Date of Packing, best
Before, Net Quantity etc.
During the inspection, traders were directed to display
Rate list at prominent places and consumers available on
the spot were advised to remain vigilant about the rates,
quality and other mandatory information and before
purchasing the same, the shopkeepers should be asked to
satisfy them on this front.

The District Development Commissioner Pulwama today
convened a meeting to discuss progress achieved under
vital sectors in the district.
The meeting held threadbare discussions on the progress
of various ongoing developmental works and projects in
the district. The DDC stressed the officers to work in
tandem so that work on all the development works is
expedited and public grievances are redressed on priority.
He directed the engineers of R&B, PHE, and PDD that the
execution of works should be completed within the
stipulated time frame. He stressed the concerned
departments to provide essential commodities and
adequate power supply, drinking water to the people of the
district especially during the holy month of Ramadan.
The Municipal authorities informed the meeting that so far
100 street lights have been installed in the Pulwama town

today visited Sopore to review the pace of various
ongoing developmental projects. He was accompanied by

70 kanals of poppy destroyed SRINAGAR, MAY 07
According to the Deputy Excise Commissioner, Executive
Kashmir, the Excise team headed by Excise and Taxation
Officer, North Kashmir Range today destroyed 70 kanals
of poppy in village Mamat of district Budgam.
The Deputy Excise Commissioner said that, so far, a total
of 2673 kanals of poppy has been destroyed in Kashmir
valley by the Excise Department.

taken the wrong decision.One can only hope that the shift from fossilfuels continues, even if it is because ofeconomic viability and efficiency ratherthan because of climate change.Why I say we are at a dangerous moment isbecause the data is absolutely clear.Climate change is happening as a result ofman-made global warming.Since 1880, the earth's surface temperaturehas risen at an average pace of 0.07°Cevery decade. This has resulted in a netwarming of 0.95°C as of now.Land temperatures have risen faster thanthe ones of the ocean so far.But this will change by 2030 unless theworld's nations cut their emissions.And once the oceans start to warm up,many countries will quickly be in deeptrouble.Indians will be vulnerable in three ways.Climate change will mean higher oceansand this will lead to huge problems in citieslike Mumbai and Chennai and Kolkata,near the sea. It will also mean that themonsoon will become much more volatileand unpredictable. This will bring miserydown on the Indian farmer.The third problem will come if we continueusing fossil fuels like coal.The source of our coal is the Adivasi belt inChhattisgarh, Jharkhand and Odisha.The tribals there are being most cruelly
exploited and must give up their forests andtheir lands for the rest of us to get coal.When Mumbai proposed to build a flyoveropposite Lata Mangeshkar's house, shethreatened to leave the country and got itcancelled.Adivasis do not have that power and mustgive up their land.If we move to fuels like wind and solar, wewill stop their exploitation.Stopping the use of fossil fuels will help allof us.More than 12 lakh Indians die of pollutionevery year.However, these deaths, and the danger ofclimate change are not the focus of ourmedia.Because of this there is not enoughpressure on government and industry tochange faster.As a nation we must use the Trumpdecision to bring our focus on a problemthat has enormous implications not just forIndia, but the entire world.In the nations of Europe, climate change isa large election issue and requirescandidates to debate on what they must do.The Indian voter, particularly the educatedmiddle class one who is aware of the issue,must ensure that this also happens in ourcountry.We owe it to ourselves and the nextgeneration and the ones to follow.

Pakistanis have been fed on adiet that the core disputewith India is Kashmir. It
isn't.
The last thing Pakistan's shrewd armygenerals want is a solution to theKashmir dispute. It is their bread,
butter and jam. The Pakistani army lives offthe Kashmir dispute. Take that away and thePakistani army would lose the enormousfortune that a low intensity, low-costconflict in Kashmir brings it.Consider the facts. Pakistan's GDP is around10 per cent of India's. Yet its defence budgetis nearly 25 per cent of India's. Much of thesurplus funding is siphoned off by thearmy's top brass. On retirement senior armyofficers get large land holdings as a send-offgratuity.The best business in Pakistan is the businessof the Pakistani army. Even junior officersare well looked after. The Pakistani army isan outsized entity for a relatively smallcountry. It has a total strength of 6,50,000soldiers with another 5,10,000 reservists.The Pakistani army functions like an illicitbusiness organisation. Less politedescriptions would call it a well-oiled mafiaoperation.It beheads Indian soldiers, kidnaps localbusiness tycoons for ransom, murdersjournalists, commits genocide inBalochistan, trains, arms and funds suicidebombers in Afghanistan, provides safehavens for the Taliban, extorts money fromthe United States, and rents vast swathes ofits territory to China.While it does all this, it keeps one beady eyeon India. The longer the conflict overKashmir continues, the more money thePakistani army makes.No one in the Pakistan government can
question the country's dubiously largedefence budget. The civil society in Pakistantreated former chief of army staff GeneralRaheel Sharif like a hero. The army hassucceeded in making the majority ofPakistanis believe in its indispensability.Without an "enemy" (India) and without a"core dispute" (Kashmir), thatindispensability would fade rapidly. An all-out war with India's superiorconventional forces would shatter thePakistani army's carefully nurtured imageamong ordinary Pakistanis of itsinvincibility. Rawalpindi doesn't want arepeat of 1971 or 1999.A slow-burning insurgency in Kashmir suitsit far better. Unemployed young men frompoor families are used as terrorist cannonfodder. When killed by the Indian army orthe Border Security Force (BSF), theirfamilies are generously rewarded with landand money. It is a classic mafia operation:money for blood.Unfortunately, like all mafia operations, thisone too is beginning to run into a wall.The recent truck bomb attack in Kabul'sdiplomatic enclave near the Germanembassy that killed 150 people is aninflection point in Pakistan-Afghanistanrelations as Afghan president Ashraf Ghanideclared at the opening session of themultilateral Kabul peace conference on June
6.The Afghans could prove thePakistan army's nemesis.Khyber Pakhtunkhwa, Balochistan,Sindh (especially Karachi) andPakistan-occupied Kashmir(including Gilgit-Baltistan) are inferment. Punjab, which comprises55 per cent of Pakistan's populationbut less than 25 per cent of itsterritory, is deeply resented bythese provinces. They see keyresources - water, power,
infrastructure - being monopolised byPunjab. Kashmir is a business opportunity forPakistan's Indian minions as well. TheHizbul conducts terror attacks in the Valley.Subverted Indian journalists in Delhi andSrinagar provide amelioratory editorialcover. Indian NGOs and activists organiseseminars, calling for an end to the"occupation of Kashmir".The Pakistani army, flush with funds,privately refers to these Indians as "usefulidiots". They serve a purpose: keepingKashmir simmering but not boiling over.Note that unlike Afghanistan, there hasrarely been a suicide bomb terror attack inthe Valley. Insurgents pelt stone, not bombs.Hizbul terrorists use guns not suicide vests.The ISI is shrewd enough to recognise whatwill work in Kashmir's essentially Sufi
culture and what won't. Despite its efforts toconvert the Valley into an Islamist state,only a fraction of Kashmiri youth havebought into the radical Wahhabi ideology.Even the Hizbul is at odds with the Hurriyaton whether Kashmir is a political orreligious struggle.Money for nothingIn the Valley, everybody is on the take.Money trumps ideology. The separatistshappily took money from RAW for yearsbefore being busted. Pakistan's generalssimilarly, but on a larger scale, have takenbillions off the Americans and are doing thesame with the Chinese.How long can the shrewd generals inRawalpindi continue their terror-as-businessscam? Till India calls its bluff.Fortunately, the Indian army under GeneralBipin Rawat has begun imposing a cost onthe Pakistani army along the Line of Control(LoC). When casualties among Pakistanisoldiers rise beyond a threshold level,dissatisfaction among the ranks can set in.Water is another weapon. Hydro-electricprojects in the Valley have been fast-tracked. Under the Indus Waters Treaty(IWT), India is legally entitled to a higherquota than it has, bafflingly, been using fordecades. Less water to Pakistan as a result ofthe new hydro projects in Kashmir willimpose a cost on Pakistani agriculture.The proceedings at the International Courtof Justice (ICJ) will, meanwhile, soonrecommence, focusing internationalattention on the Pakistani army's propensityto kidnap and torture as exemplified by theabduction of Kulbhushan Jadhav.The generals in Rawalpindi are accountants.Only when the cost of abetting terrorismbecomes unaffordable will they becompelled to change their behaviour -behavior that is driven not by concern forKashmir, but the commerce it delivers.

apparently been geared up forthe upcoming three daysannual mela at the holyshrine of Sudhmahadevcommencing from June 8.This three days annual melais held at Sudhmahadev onthe full moon night of"Sawan" (During the monthof June) to worship the holytrident and lord Shiva. Onthis occasion, several langarsare organized by thevoluntary organizations.Besides, governmentalagencies also make fullarrangements for thepilgrims. Overall thereremains a heavy rush atSudhmahadev, Gourikundand Mantalai during mela. Lord Shiva has mostlyrevealed itself at remote andfar-flung places full ofnatural exquisiteness anddivinity. Often Lord Shivaprefers the hilly places anduniqueness of these placeshave attracted the devotees ofto explore these with greatenthusiasm and religiousfervor. One of such places ofgreat importance for thedevotees is Sudhmahadevwhich lies in the ChenaniTehsil of Udhampur Districtat a distance of 50 Km fromthe District Headquarters and110 Km from Jammu. Thisbeautiful place is located atan altitude of 1225 m abovesea level. The temple atSudhmahadev is believed tobe 2800 years old and is apilgrims' destination. Theimportant attractions atSudhmahadev are LordShiva's giant trident, LordShiva's natural idol, PaapNasini Bowli, Gauri Koond,Mantalai etc. Lord Shiva'sbluish-black colouredAapshambhu idol: Thetemple at Sudhmahadev hasnatural bluish black marblelingum of Lord Shiva inside.The lingum has three facesbelieved to be of Brahma,Vishnu and Mahesh mountedon nandi with Parvati maaand Ganesh ji. There is apopular legend that this idolwas found from below theearth by a farmer while hewas tilling his fields in thevicinity of the temple. Heinformed the king of thesame. The king ordered toshift it to Chennai to erect atemple over it. But it gotfixed at the present place andcould not be lifted. Finally atemple was erected over it atSudhmahadev. Earlier templehad only one gate. Butkeeping in view the heavyrush of the pilgrims duringthe mela, a second openinghas been made few yearsback in the temple.Lord Shiva's holy trident: Infront of the Suhdmahadevtemple, the tall holy trident ofLord Shiva is erected. Thetrident has three distinctbroken parts; upper portion,middle portion outside andlower portion inside theearth. It is believed that LordShiva had hurled this tridenton Devil Sudhanth and thiskilled him. The trident gotbroken and so it was leftthere. People generally tie redcloth to this trident as it isbelieved that it fulfills alltheir wishes. Many legendsare locally popular whichexplain the origin of thetrident (trishul) at this place.A well relied upon legendexplains that Sudhanth wasfirm devotee of Lord Shiva.One day he saw Mata Parvatiwho was meditating hard forLord Shiva. He approachedher to pay obeisance but hisdemonic look frightenedMata which led to her shriekhearing which lord Shivathought her in trouble andthrew his trident hardlyaiming at the place fromwhere sound came.Thereafter, Lord heard thesound of om namah shivaey.He realizsed that he mighthave killed his own devotee.He appeared at the placewhere he saw dyingSudhanth. He offered torevive his life but laterrefused and preferred to dieat the hands of Lord Shiva.He was however blessed byShiva that his name will beprefixed with the name ofMahadev and the place willbe called Sudhanth Mahadevwhich later on came toknown as Sudhmahadev.Another legend however saysthat Sudhanth devilapproached meditating Mata
Parvati with bad intentionwhich led to his death byLord Shiva. He beggedpardon for his sin. LordShiva not only forgave andoffered salvation to him; butalso blessed with theprefixing of his name beforeMahadev's own name. Guru Gourakh Nath's JiTemple: Just opposite to theLord Shiva's temple in thepremises of Sudhmahadev,there is temple of GuruGorkh Nath ji believed to beconstricted after theconstruction of the maintemple. It has white coloredmarble idol of Guru GorkhNath Ji. Towards its left sidethere is statue of Nandi Ganjibelow which there is"Garbhjoon". It is believedthat passing below the idol ofNandi Ganji relieves of thesins and paves the way toattain salvation.Live Samadhi of Baba RoopNath Ji: In the templepremises there is live smadhiof Baba Roop Nath Ji whohad attained smadhi here.Besides, there is a continuousDhooni (Eternal flame) whichhas been constantly burningever since Baba Roop Nath Jiis said to be living in thetemple. The Dhooni explainsthe spiritual attainments ofBaba and is still keptconstantly burning. Devoteestake sacred ash from thedhooni as prashad (Bhiuti). Mortal remains of SudhanthDevil: The mortal remains ofSudhanth Devil who wasbelieved to be killed by LordShiva by his giant tridenthave been placed towards theleft side of the main temple.Those who pour water overthe Devotees pour water overthe mortal remains ofSudhanth devil after pouringwater over Shiv lingum. Idol of Kaal Bhairab Nath:Opposite to the divine tridentthere is a tall black colouredstatue of Kaal Bhairavhbelieved to be excavatedfrom below the earth who isalso worshipped by thedevotees. Paap Nashini bhowli:Sudhmahadev has spring bythe name of Paap Nashinibowli. It is called so becausetaking a bath in it relieves thedevotees of all their sins andinculcates the spirit ofdevotion for Lord Shiva.Devotees take bath in thebhowli so as to purify thembefore entering the templespremises. On the occasion ofmela, people establishfriendship bond at this piousplace by exchanging theirturbans and take pledge tohelp each other throughoutlife.Gauri Kund: Lies at about 2.5Km before Sudhmahadevvillage on Chennani-Mantalai road. Goauri Kundbus stop has 4-6 shops. Thetemple lies at about 500meter distance at steep highelevation from the road. Thehilly path leading towards thetemple is 5 feet wide and iscemented with stairs at manyplaces. The passage is full ofnatural beauty and wildvegetation, natural sweetwater streams flowing fromwithin the hills. The legendassociated with Gauri Kundis that Mata Parvati, thedaughter of King Himanchalof Chennai worshipped andmeditated hard at this placefor a very long time to getLord Shiva as her husband.The top hill is alsoconsidered as the origin ofthe Devak stream whichflows a few kilometersdownstream and disappearsmysteriously. It is alsobelieved that Mata Parvatiused to take bath in thewaters of the spring beforeworshipping Lord Shiva. Assuch the spring is highlyscared to the Shiva'sdevotees.Maantalai: situated at adistance of 8 Km fromSudhmahadev onSudhmahadev-Latti road. It isquite enchanting hilly resortsituated on the top of the hill.Numerous tall deodar treesadd to its natural beauty withthe surroundings full of cooland fresh air. It is believedthat Lord Shiva and MataParvati got married at thisplace. On the bank of thepond there is ArpaneshwarMahadev Temple devoted toLord Shiva. Kabul's embassy district last Wednesday,May 31, and killed over 90 people andwounding more than 450 -- that is, asidefrom the Afghan intelligence (externallink).The US president, US state department,speaker of the US congress, UN secretary-seneral -- none of them seemed sure whothe perpetrators were.Meanwhile, Kabul residents have trainedtheir wrath on the colossal security failureon the part of the security agencies, whichis, of course, stunning insofar as such amassive terror attack could be staged rightin the heart of the Afghan capital at rushhour.A big demonstration in Kabul on Friday,June 2, demanded President Ashraf Ghaniand CEO Abdullah Abdullah's resignations.Ghani's government has drawn the blood ofKabul residents in the holy month ofRamadan. Things can turn ugly.Is this the end of the road for Ghani's so-called national unity government?Neither Ghani nor Abdullah willvoluntarily quit.
Ghani proved to be inept not only as a ruler,but also as a politician. But the Americansare stuck with him for good or bad and theregional States do not demand a transitionin Kabul.As for Abdullah, he is no longer therepresentative of THE 'Panjshiris' (AhmadShah Massoud's followers) who are todaysplit into different factions.One way out of the political deadlock is toconvene a Loya Jirga to hold a torch lightinto the dark tunnel ahead, but then, thejirga might call on former president HamidKarzai to step in as interim leader -- andthat, of course, is completely unacceptableto the Americans.It has become extremely difficult for theAmericans to install another puppet regimein Kabul. Indeed, last Wednesday's blastwill impact President Donald Trump'sAfghan strategy. In his phone call to Ghaniafter the blast, Trump kept his cards close tohis chest (external link).Much wrangling is going on amongst hissenior strategists, which is apparentlyTrump's style of functioning until he finallymakes up his mind.More and more American analysts areasking what purpose will be served bydispatching a few thousand extra troops toAfghanistan. (external link) by an American colonel whoserved in Afghanistan for a (different kindof) change in Afghanistan. CNN's NickRobertson took an almost identical view(external link) of the futility of the war.Interestingly, a Chinese commentarydwelling on last Wednesday's blast in Kabulalso counselled that 'more effort should beput into promoting the four-nation talks(involving Afghanistan, Pakistan, Chinaand the US) on the Afghan peace processand speeding up the country's politicalreconciliation.'It highlighted that 'Beijing's Belt and Roadinitiative could give strong economicbacking to Afghanistan, a country alongthis route, and this will help alleviateAfghanistan's security turmoil.'Indeed, on the sidelines of the Heart of AsiaConference in Islamabad last December,the four countries had agreed in principle torevive the peace talks, but nothing came ofit. Today, the Russian stance also favours arenewed bid for peace talks.Unsurprisingly, Russia favours anexpanded inclusive format.Following the blast in Kabul, RussianForeign Minister Sergey Lavrovunderscored the need to 'establish full-fledged coordination with participation ofall external stakeholders without
exceptions' and to eschew 'geopoliticalgames'.Clearly, India too has a responsible role toplay here.What do we gain out of exacerbatingAfghan-Pakistani tensions?Of course, the kind of incredibly foolishthing that the RSS' foreign policy wonkRam Madhav has done should be avoided atany rate -- rushing to hold the brief forAfghan intelligence (external intelligence).Madhav should compulsively read at least acouple of times an opinion piece written onthe state of play by a distinguished anderudite former Pakistani diplomat who iswell-known in Delhi as a rational thinkerand a rare voice of sobriety and moderation,Ashraf Jehangir Qazi -- Opportunity out oftragedy (external link).Clearly, the time for mud slinging andcynical pastime is behind us, as the Kabulattack testifies.A couple of more such happenings in thecoming weeks can push Kabul into totalanarchy, and a Syria-like conflict mayensue.The bottom line is that a US-Russiancoordinated effort is urgently needed, onlines similar to what is happening, finally,in Syria. Only Trump can cut the Gordianknot.

Aneffective mechanism will beput in place for the smoothconduct of the forthcomingYatra and concerted effortsare afoot to improveinfrastructural, otherfacilities at base camps anden-route shrine.The Minister said this duringhis day long tour to Baltal,base camp for ShriAmarnathji Yatra to reviewthe progress of ongoingworks relating toarrangements for Yatrawhich is commencing fromJune 29.Sham Choudhary wentaround the camp and wasapprised of the status of theongoing works by PHE and
other departments. It wasinformed that damagedwater lines have beenrepaired and soon the watersupply to langar sites,bathrooms and otherimportant points will becompleted.The Minister was alsobriefed about the otherfacilities includinghelicopter service, langarfacility, sanitation in andaround the camp and others.During his tour, the Ministeralso discussed securityarrangements with the Armyofficers who ensured that

After three hours of a rather bumpy drive from Kanha to Pench, we were about to make it to the enchanting land of Mowgli. As we drove closer to Sarrahiri, a hamlet near Karmajhiri gate of Pench National Park, thick grassy lands surrounded us on both sides. The bright green landscape, peppered with tile-roofed mud huts, made for a beautiful pastoral terrain. We checked into our tree lodge, perched on top of a mahua tree and the next few minutes were spent gazing at the deciduous forest from our balcony.
Feeling alive
Having grown up reading The Jungle Book, I was excited to traverse the national park, the land of the famed characters - Bagheera, Balloo and Shere Khan.The guide suggested we also take in the other little pleasures of the jungle while looking for wild cats on our safaris, which are not difficult to spot in the peak summer season. So, we decided to make the most of the open-jeep jaunt by breathing in fresh air, soaking up the sun, the musty smells of the
earth, cacophony of the birds and much more.
Into the wildUnlike other forests l i k e K a n h a a n d Bandhavgarh, Pench is a lot drier and sparse, allowing you to take a sneak peek into the intimate m o m e n t s o f t h e resident birds and animals. At the same time, it is refreshingly
diverse in its topography - undulating scrublands, bamboo patches, stunningly large water bodies, hills and jungle valleys form a beautiful landscape. With more than 200 species of birds, including wagtails, horn bills, kingfisher, barbets and minivets, and rich fauna, the jungle is a treat for anyone keen on photography. Watch out for the Indian Ghost Tree, a beautiful tree with a white trunk and peeling paper-thin skin. It eerily stands out, and yes, it does glow in the dark!
Man is an outsiderWhile you are likely to spot a tiger with her cubs by following the alert calls from deer and langurs, leopards and sloth bears are the elusive creatures here. The closest we got to Collarwali (the celebrity tigress of the forest), were fresh pugmarks, but what exhilarated us more was the 15-minute intense jeep chase where our naturalist and the forest guide managed to create a tale full of mystery and suspense.

Nordic adventureWhen Halla mentioned a visit to a black beach called Reynisfjara, I didn't take her seriously. Not even after I was standing in the middle of this vast blackness! Because of the dark basalt columns here.Eastern FjordsIceland's eastern coastline is full of numerous mountains, beaches and countless majestic fjords (long, narrow inlets created by glacial erosion), which are home to the country's diverse wildlife - wild reindeer, seal colonies, birds. The jagged, snow-capped profile of the
Eastern Fjords provides the first glimpse of Iceland. Each fjord looks more amazing than the last one, so take a deep breath and enjoy the ride. We were lucky enough to get to see a couple of swans strut around the Swan Fjord, as it is known.The last stop was Borgarfjorour Eystri, a quaint little town that ended the trip on a high note - literally. The Daler Mehendi-crazy crowd here (yes!) threw a party for their "friend from India" and we danced all night to paaji's bhangra beats. In the end, words like beautiful, amazing, must-visit fail to describe my Iceland experience. Life altering comes close... perhaps.
My summer adventure in Iceland had a big plus point, the travel part apart. For company, I had a local writer, poet, social activist and a political adviser - all rolled into one! I also got the chance to mingle with the natives, experience their culture (two weddings and a ceremony accepting me as an honorary Viking ) and try some of Iceland's unique culinary treats like fermented shark, minke whale, puffin and, of course, Iceland's famous hot dogs.Gushing startTwo hours from Reykjavik, is one of Iceland's most magnificent waterfalls — Seljalandsfoss — that drops down from a height of 60 metres. Keep your rubber boots and raincoat handy if you want to walk to the big cave behind the falls. (If you are warm enough, you'll never want to leave this picturesque icy cold wonder.) when the wall of a closed
industrial unit caved in and
fell on jhuggis constructed
on the other side of the wall
at Swarajmajra village of
Baddi industrial area on
Tuesday night following
heavy rain and storm.
The Nalagarh SDM, SP and
DSP visited the spot.
The wall was about 60-ft
tall. The industrial unit was
mortgaged with a bank and
hence closed for past some
time.
The deceased were members
of three families who have
been identified as Asarfi, 35;
his two children Sailesh and
Priti; Santosh Kumar and
wife Maya; Asha and her
two children, Nanha and
Jamni.
They were migrant labourers
from Uttar Pradesh. The
jhuggis were erected on
government land and a
private individual was
charging rent from the
jhuggi-dwellers.
The injured have been taken
to hospitals at Nalagarh and
Baddi while a few serious
cases have been shifted to

CBI special judge SK Yadav
passed the order on
applications moved by
former Deputy Prime
Minister Advani (89), ex-
Union Minister Joshi (83)
and Bharti (58) seeking
exemption from personal
appearance on different
grounds.
Allowing the plea, the court,
however, said the trio would
have to appear before it as
and when directed.
Counsel for the BJP leaders
had cited old age of Advani
and Joshi, and extensive
travel by Bharti as reasons
for their inability to appear
before the court daily during
the trial.
They had been granted a
similar relief during the trial
proceedings in the case in
Raebareli.
The Supreme Court had on
April 19 transferred to
Lucknow the Raebareli case
for a joint trial in the two
cases relating to the
demolition.
There are 34 accused in the
case and the CBI court is
conducting the day-to-day
trial on the direction of the
apex court.
During today's proceedings,
the CBI got a prosecution
witness, Ramakant Dubey,
discharged on the ground
that it did not require him for
recording of evidence.
The special court had on
May 30 framed the serious
criminal conspiracy charge
against Advani, Joshi, Bharti
and nine others and allowed
the prosecution to begin the
trial.
Their application for
discharge from the offence
was rejected by judge Yadav.
The court had also granted
them bail on a personal bond
of Rs 50,000 each.
The Supreme Court had on
April 19 also directed that
the trial in the demolition
case be completed within
two years.
It had ordered the restoration
of the conspiracy charge
against the three leaders.
This charge against them
had been dropped by a trial
court in 2001 and the verdict
had been upheld by the
Allahabad High Court in
2010.

national integration and

The maximum punishment

The personal trainer, who
reached the summit on
Monday, has raised almost
31,500 pounds for the

and promoters have to stand

allegations,” Naidu said on

Naidu said the media house
could not presume itself to
be above the law. “This is

The CBI had in a statement
earlier cited a Supreme
Court order of 2016 to assert
that the agency had
jurisdiction to take up
investigation of cases of
corruption concerning
private banks as well.
It also refuted the charge
that its move against the
news channel was an
infringement of freedom of
speech, emphasising that
searches carried out in the
basis of warrants issued by
court covered only the
premises and offices of
promoters.
Lashing out at the Congress
for alleging that the
government was misusing
the CBI, Naidu said, “I am
surprised that the Congress
is talking about the misuse
of the CBI. My PM was
grilled for eight hours when
he was Gujarat CM during
the UPA government and
our party president was
foisted with a false case and
spent time in jail. Now these
people are talking about
misusing the CBI.”

to write emails short enough
to be interesting like skirts
has created an outrage.
The book ‘Basic Business
Communication’ has been
authored by C B Gupta, a
former head of the
Commerce Department of a
Delhi University-affiliated
college.
The textbook is widely
prescribed by professors to
the students of B Com
(Honours) in most DU-
affiliated colleges.
The book, which has been
in print since over a decade,
said, “Email messages
should be like skirts—short
enough to be interesting and
long enough to cover all the
vital points.”
A student, who did not want
to be named, said, “Some
students from socially and
economically weaker
sections have a tendency to
memorise everything
written in the textbooks,
without realising that such
analogies may legitimise
casual sexism in our
society.”
“Thankfully, we are able to
realise and question the
reliability of such textbooks
in our course. Why didn’t
anyone question this
statement in this book
which is being reprinted
since years?” she asked.
Now, a septuagenarian,
professor C B Gupta
expressed regret for hurting
people’s sentiments and said
the analogy was taken from
an article by a foreign
author.
“I have already deleted the
statement from my book. I
will also advise the
publisher to remove the
content before publishing a
latest edition,” Gupta told
PTI. To a question on why
such an analogy was made,
he said, it was a mistake on
his part and he had taken
the analogy from an article
of a foreign author.
“It was not to hurt anyone. I
took the analogy from an
article written by a foreign
author,” Gupta said.
Recently, a Class XII
physical education textbook
defining 36-24-36 as the
“best body shape for
females” had created an
outrage on social media
with critics demanding that
it be withdrawn.
In another instance, a book
which forms part of the
Delhi University’s history
curriculum had called
Bhagat Singh a
“revolutionary terrorist”,
prompting the freedom
fighter’s family to raise the
issue with university
authorities as well as the
HRD Ministry.“A textbook
should be neutral and
provide balanced viewpoints
and leave the rest to the
student to form an opinion.
Such controversies will
create more awareness
among textbook authors,”
said a DU professor who
wished to remain
anonymous.

top Chinese leader who
lauded it for being a
“success story” which needs
to be highlighted by the
media in BRICS nations.
“If I remember it correctly,
there is a movie in India
‘Wrestle my father’
(Chinese name for Dangal),
is very popular in China in a
very short time,” with record
revenues, raking up more
revenue than Chinese
movies, Liu Yunshan, a
ranking leader of the ruling
Communist Party of China
(CPC), said while
addressing participants of
the BRICS Media Forum
being held here.
“Dangal is the most
successful movie in recent
years,” said Liu, who is
ranked fifth in the all-
powerful seven-member
Standing Committee of the
CPC which rules the
country.
“I think this is a very typical
example of a success story.
We media groups need to
give it more coverage. This
will serve as a good
example,” he said.
For example, the Indian
media should be proud of
this movie because it is very
successful in China and very
influential, he said.
“Perhaps we should take this
opportunity to express our
voice,” he said, adding that
“we need things which are
helpful, conducive and
constructive for sure”.

institutional preference in
admission to PG medical
courses. A Vacation Bench
headed by Justice Ashok
Bhushan, which had reserved its
verdict on Tuesday, set aside the
Allahabad High Court’s May 29
order quashing the 50%
institutional quota in admission
to PG medical courses. After
this order, Banaras Hindu
University (BHU), Aligarh
Muslim University (AMU) and
government-run medical
colleges in Uttar Pradesh can go
ahead with counselling for
admission to PG medical
courses and fill up seats by June
12, the top court said. Acting on
a PIL, the high court had on
May 29 allowed filling up the
50 per cent institutional quota
seats in PG medical courses at
BHU and AMU for students
from any medical college based
on their NEETranking. The top
court’s order came on petitions
filed by BHU and AMU, which
had challenged the high court’s
order contending it went
against an earlier verdict of the
top court as also Medical
Council of India regulations
that permitted them to fill 50%
seats from their own institution.
MCI had supported BHU and
AMU, saying the high court
misinterpreted the regulations.
On behalf of BHU, Additional
Solicitor-General Maninder
Singh had sought immediate
stay on the high court’s order.
“The entire apple cart cannot
be reversed by re-opening
those 50 per cent seats for
students selected through the
National Eligibility-cum-
Entrance Test (NEET),” Singh
had said. Singh had cited the
top court’s verdict in the
Saurabh Chaudhary case that
laid down guidelines for PG
medical admission and
emphasised that only half the
seats were to be filled through
all-India quota. If the
institutional preference for 50
per cent seats were done away
with, what would happen to
other premier institutes like the
AIIMS and the PGI,
Chandigarh, he added.

A near flawless demolition of
Pakistan achieved, India will eye
another dominant performance to
seal a semifinal berth when they take
on Sri Lanka in the ICC Champions
Trophy here on Thursday.
Having pulverised Pakistan by 124
runs, India will start as
overwhelming favourites against Sri
Lanka, who looked in total disarray
during their 96-run defeat at the
hands of South Africa.
The only worry is the fickle London
weather, with forecasts of 40 per
cent chance of heavy rain.
Contrasting performances aside, the
sheer difference in quality also puts
India a few notches ahead of the
cricketers from the island nation.
On paper, the two sides are a total
mismatch.
While India ticked almost all the
boxes in their victory against
Pakistan, the Sri Lankans, in their
opening fixture, looked as if they
have only entered the tournament to
add to the numbers.
The winners of the last edition have
a formidable batting line-up, which
is being backed very well by a potent
bowling attack.
And therein lies the problem with Sri
Lanka, which is a side that is going
through a rebuilding phase for the
longest time now.
To make matters worse, the form
and fitness of regular captain Angelo
Mathews is a cause for concern,
while senior opener Upul Tharanga’s
two-match suspension has added
insult to injury.
It’s two years since both Mahela
Jayawardene and Kumar
Sangakkara quit ODIs post the 2015
World Cup but Sri Lanka have not
been able to single out even a couple
of players, who can show steely
resolve.
The likes of Dinesh Chandimal or
Chamara Kapugedara have been
around for some time but both have
been guilty of not realising their full
potential till date.
No wonder Sangakkara, in his
column for the ICC, has made it
clear that Sri Lanka need to show
aggression against India while
conceding that it may not be easy for
them.
Playing in his final first-class
season, Sangakkara has been in
sublime form for Surrey with four

diverse Pakistani expat
population. When
challenged, Ahmed sticks to

reports in the media,” says

dabbled in various
professions and currently
runs a taxi business. “I’m
personally aware of many
cases of fraud, swindling,
drug-running and benefits-
cheating done by Pakistani-
origin people. A 65-year-old
Birmingham man of
Pakistani origin I knew, who
seemed very religious, was
arrested and sentenced for
18 years for dealing in
drugs. Then you must have
read about child grooming
gangs as well... These
Pakistani people are
bringing a bad name to
Muslims and South Asians
in general.”
He likes Indians. “Most of
them are from educated and
cultured background, focus
on education and are law-
abiding people,” says
Ahmed.
80 per cent?
But come on — 80 per cent
of the Pakistani people are
bad? Isn’t that a very biased
and unfair assessment?
Ahmed then talks about the
“atrocities” committed by the
Pakistani Army in what was
East Pakistan, in the 1960s
and immediately before what
he proudly calls the “War of
Independence” of 1971.

Sydney:
India’s Adani Enterprises gave final
investment approval on Tuesday for its
$4 billion Carmichael coal mine and
railway in Australia’s north, shifting
the focus to fund raising for the
controversial project.
Adani, which hopes to secure a A$900
million ($670 million) government
loan, said in a statement it had given
“final investment decision approval” to
build what would be Australia’s biggest
coal mine.
“We are committed to this project,”
Adani Chairman Gautam Adani said.
The Carmichael mine has faced years
of delays amid opposition from
environment groups who argue it will
contribute to global warming and
damage the Great Barrier Reef, leading
some banks to rule out any role in
funding.
“Announcing an intention to invest is a
far cry from having the finance to do
so,” said Julien Vincent, executive
director of environmental finance
organisation Market Forces.
Greenpeace Australia Pacific said the
announcement was a “PR stunt”.
The project is located in the remote
Galilee Basin, a 247,000 square-
kilometre (95,000 square mile) expanse
in the central outback that some believe
has the potential to become Australia’s
largest coal-producing region.
Adani said the project would create
10,000 direct and indirect jobs, with
pre-construction works starting in the
next few months. Coal from the mine
will be exported to India.
Queensland premier Annastacia
Palaszczuk said Australia’s third
biggest state had been hit by a global
resources downturn and Adani’s
decision would help mining firms.
Adani’s decision “is a vote of
confidence not just in the Queensland
economy, but in Queensland people”,
she said.
However, one energy analyst said the
huge project would drive down thermal
coal prices if it was built, putting
pressure on local rivals.

Farm loan waivers raise risk offiscal slippages, inflation: RBI
Mumbai:
The Reserve Bank on Wednesday warned of fiscal
situation getting out of hand if states unabatedly continue
to waive farm loans saying it also risk spurring inflation.
RBI Governor Urjit Patel said unless that state
governments’ budgets allow that fiscal space to go in for
a loan waiver, it would be risky to tread on that path.
“The risk of fiscal slippages, which by and large can
entail inflationary spillovers, has risen with the
announcements of large farm loan waivers, the RBI said
in its second bi-monthly monetary policy review for
2017-18.
Patel said that the risk of going down the “slippery path”
of waiver could dissipate the important gains that the
states made in fiscal rectitude over the last 2-3 years.
“Past episodes in our country had shown that when there
are significant fiscal slippages they do permeate to
inflation sooner or later. So, it is a path that we need to
tread very carefully and before it gets out of hand,” he
said. On Tuesday, Maharashtra Chief Minister Devendra
Fadnavis had said the government will announce a loan
waiver before October 31 and about 1.07 crore farmers
with less than five acres of land would be eligible for it.

Advocate MohammedAbdul Faheem Qureshi —who is also president of AllIndia Jamiatul QureshAction Committee — chal-lenged the Centre’s May 25notification contending itwas “discriminatory” and“unconstitutional” as it pre-vented cattle traders fromearning their livelihood. Hesaid slaughtering of animalsfor food and sacrifice waspart of the cultural identityof certain communities andit was protected by law. Qureshi — who works withbutchers and cattle traders— contended the order vio-lated the law on preventionof cruelty to animals, whichallowed sacrifice of cattlefor religious purposes. Theban on trade in animalsyounger than six monthsand reselling of cattle withinsix months impinged trade,he said, adding right to lifeto included right to liveli-hood and trade. Farmerscan’t be forced to take careof an animal for six monthsand maintaining it betterthan his family members, hesubmitted. The Supreme Court willtake up the PIL for hearingon June 15. The Centre said its notifica-tion was based on aSupreme Court order to pre-vent cow smuggling acrossthe border. Based on Section38 of the Prevention ofCruelty to Animals Act,1960, the new rules aimedto regulate livestock marketand restrict trade in live-stock only to animalsbought for “agricultural pur-poses”. It meant that animals forslaughter had to be boughtdirectly from farms, makingit difficult to procure live-stock for slaughter asbesides the legal hurdles,livestock traders also had toface cow vigilante groups,which have lynched severalpeople in the recent past.
