• Thetotalnumberofinternallydisplacedpersons(IDPs)fromCrimeaandDonbas(EasternUkraine)exceeded460,000asof17November,accordingtotheStateEmergencyServiceofUkraine.

• TheUkrainianParliamentadoptedthelong-awaitedlawensuringtherightsandfreedomsofIDPson20October2014.

• IOMassistedalmost6,000vulnerableIDPsin13regionsofUkraineasofmid-November.

• 160,000IDPshaveregisteredundertherecentlyadoptedGovernmentDecreeasof12Novem-ber,theMinistryofSocialPolicyreports.

• Atleast4,035killed(including298fromflightMH-17)and9,336woundedineasternUkraineasof29October(source:OHCHR/WHO).

IoM’S reSponSe to DAteIOMistargetingvulnerableIDPsin13regionsofUkrainehostingover65percentofthedisplacedpopulation.WithfundingfromtheU.S.,Norway,Switzer-land,andtheUN,IOMhasassistedalmost6,000displacedasofmid-November–themajoritybeingwomenandchildren(80percent)–withthedistributionofreliefsuchaswarmclothesandshoes,blankets,householdandhygienicitems,medicine,schoolsuppliesanduniforms.AssitancewasprovidedtoIDPsinKharkiv,Dnipropetrovsk,Zaporizhia,Vinnytsia,Khmelnytskyi,Ivano-Frankivsk,Donetsk,Kherson,Mykolaiv,Odesa,Ternopil,LvivandKyivregions.Furthermore,IOMhasbeenprovidingIDPswithpsycho-socialandlegalsupport.IOMisactingthroughitscountry-widenetworkofNGOpartnersandinclosecooperationwithgovernmentauthoritiesandtheUNpartners.

IOMpartnerNGOinVinnytsia(WesternUkraine)providesIDPswithwarmblanketsandwintershoes

Given the high risk of IDPs falling in the hands oftraffickers, and reported cases of fraudulent offersforworkorrefugeestatusabroadtargetedat IDPs,IOM has re-upped its awareness information cam-paign about the risks of modern-day slavery.

A special leaflet on counter-traffickingwas produced for distribution to

IDPs.Forthetimebeing,20,000copies will be distributed

in 13 regions of Ukrainebytheendoftheyear

asapilotinitiative.

WhengoingtotheLuhanskcityhemodialysis[1]centreonahotsummerdayattheendofJuly2014,Tamara*,58,couldhardlyimaginethatshewouldneithercomehomethateveningnorforthenextthreemonths.To-getherwiththeother50hemodialysispatientsthereon thatbalmyafternoon, shewas spirited from thehospitalstraighttotherailwaystationandtransferredtoDnipropetrovskbythehospital’smedicalstaff.Thatwasperfecttiming,as theverynextdaythestationcameunderwitheringartilleryfire.Inonesense,thepatientswererelievedtoleaveLu-hansk,sincethedialysiscenterwasbeginningtobeappropriatedforthetreatmentofwoundedcombat-ants.Dnipropetrovskcityhospital#4,whichagreedtohostthepatients,senttenambulancestomeetthemattherailwaystationuponarrival.Thatwasthebeginningoftheirnewlifeandhospital#4becametheirnewhome.Tamaraandherfellowpatientsarewhollydependentondialysis.Likemostofthepatientsatheradvancedstageofkidneyfailure,shehastospenduptosixhoursthreetimesaweekundergoingthisbloodfilteringprocedurependingakidneytrans-plant.Dialysisisexpensive,andrequiresadvancedequipmentandmedicalsupplies.

OnlyafewofthepatientsfromLuhanskcanaffordtoliveinDnipropetrovskduetotheirunstablefinancialsituations,saysTamara.FromSiverodonetsk(LuhanskRegion),sheworkedformostofherlifeasalibrarianatthelocalresearchcentrebeforeretirement.ShehadtocommutetoLuhanskforhemodialysisandmorethan100kilometersonewaybecauseofthelackofasimilarcentreinhertown,whichalreadyplacedquiteafinancialburdenonhershoulders.Now,sincetheonsetofhostilities,hersonhashadtomovehisfamilyofwifeandtwotoddlerstoKyivRegion.HeisstrugglingtomakealivingworkingatasmalllocalfactorythereandwaitingforthechancetoreturntoSiverodonetsk.Tamaracannotaskformoneyfromhim.Andmostofthepatientsareinasimilarsituation,inthattheirfamiliescannotsupportthemfinancially.Moreover,someofthemdonotevenhaveaplacetoreturnto,astheirhouseshavebeendestroyed.“Wearesogratefultoeveryonewhotriedtohelpus,andespeciallytotheDnipropetrovskcharitableNGO’Promin’,theIOMpartnerorganizationinthecitywhobroughtusbathrobesandduvetcovers.WeleftLuhanskinthemiddleofthesummer,hadnowarmclotheswithusandthehospitalcoversaresothin”,saidTamara.Thoughshefoundherselfinanunexpectedanddiresituation,shedidn’tpanic,andnotonlykepthercomposurebutalsomanagedtoleadcoordinationwithotherpatientsandassistinvolunteerwork.Shesaystheywouldstandtobenefitfromimprovednutritionandasufficientsupplyofmedicine.MostoftheIDPsfromLuhanskandDonetskwishtoreturntotheirhomessoonbutdon’tknowwhetherthiscouldbepos-sible,admitsTamara.

InApril2014,armedgroupsintheDonbasRegionofeasternUkraine(DonetskandLuhansk)begantoseizebuildingsandarms.Asaresultofongoingfightingbetweenarmedgroupsandgovernmentforces,aswellastheeventswhichoccurredintheAutonomousRepublicofCrimea(ARC)inMarch2014,peoplehavebeenforcedtofleetheirhomesandhavebecomeincreasinglyvulnerable.Mosthaveleftwithfewbelongingsandareinneedofshelter,foodandnon-foodassistance,astheirsavingsareoftenmeager,socialbenefitstaketimetore-register,andlivelihoodsoptionsmayberestricted.Concurrently,whilegrassrootsvolunteerorganizations,civilsocietyandhostcommunitieshaveprovidedarobustresponsetotheimmedi-ateneedsofIDPs,theeconomiccrisisinUkrainehashamperedtheircapacitytoprovidehumanitarianassistanceandmoredurablesolutions,inpartthroughemploymentandcommunitystabilization.ThosestayinginDonbasRegion,particularlyinareasaffectedbyfighting,faceimminentsecuritythreats.Theprovisionofbasicserviceshasbeendisrupted,suppliesareincreasinglylimited,andeconomicactivityhasbeencrippled.Ongoingdailyceasefireviolationscontinuetobereported,despitetheceasefireagreedfrom5Septemberandthenine-pointMemorandumagreedinMinskon19September.

bACKgroUnD on the CrISIS

InlinewithIOM’sglobalstrategy,theIOMMissioninUkraineaimsatadvancingtheunderstandingoftheopportunitiesandchal-lengesofmigrationintheUkrainiancontext.Maximizingthoseopportunitiesandminimizingthechallengespresentedbymigra-torymovementsaretheguidingprinciplesofallactivitiesandprogrammestheMissionengagesin.

IOMUkrainefightstraffickinginhumanbeings,assiststheGovernmentinaddressingtheneedsofinternallydisplacedpersonsanddealingwithirregularmigration, improvingitsmigrationmanagementsystem,andcreatingmigrant-inclusivehealthpracticesandpolicies.Atthesametime,IOMUkraineengagesinexploringandpromotingregularchannelsforUkrainianlabourmigrants,harnessingthedevelopmentpotentialofmigration,disseminatingmigrationinformationandmanagingmigrationmovementsandintegrationofethnicminorities,promotingthebenefitsofculturaldiversity,andcounteractingxenophobiaandintolerance.

Duringthe18yearsofitspresenceinUkraine,IOMhasassistedover300,000migrants(Ukrainiansandothernationalities),potentialmigrants,victimsoftraffickingandothervulnerablegroups,directlyorthroughitsprojectpartners.
