INTER-DEPARTMENTAL CO-ORDINATION FOR DISTRICT PLANNING (CHALLENGES AND POSSIBILITIES)
Banchhanidhi Pani, IAS
Collector, Sabarkantha
CHALLENGES Multiplicity of agencies
Duplication of works (Small roads, drainage and
storm water works are done by Panchayats, District
Level Bodies etc..The example of Bore Repairing in
Khedbrahma? Solution: Standardization by
GWSSB)
Prioritization of works (For eg. Roads for farmlands
first or road for school, anganwadi first?)
Swachhata Abhiyan: Co-ordination between Health
Surveillance Data and Sanitation Teams
SSA Works: Co-ordination between WASMO and
SSA
CHALLENGES Municipality and Panchayat Works: Co-ordination
with the State Agencies (For eg. GUDC and
GUDM)
Professional Agencies and Line Departments (eg.
GUDC & GUDM and GWSSB, Irrigation works in
Khedbrahma and Idar)
HDI Issues: Malnutrition Eradication (Co-ordination
between Health and ICDS in particular and other
agencies like Supply Deptt, MDM, DRDA in
general)
CHALLENGES
Co-ordination between different Line Departments(The
case of Drainage and Roads)
Selection of Land by Local Bodies and carrying out works
by Line Departments: The incongruencies
CHALLENGES
Check Dams Construction through IWMP,
Irrigation,
Accessible Buildings: Training is a must for
engineers
Toilets for Ladies in old Police Stations?
SOLUTIONS AND POSSIBILITIES
Proper Database of all Works
Data Centres in the District Level
Analytics on the basis of Data
Information Flow through a Centralised Cell in the District Level(District Programme Monitoring Units must gather feedback, monitor outcomes), TalukaLevel and Cluster Level
GIS Based Mapping and Inspection
Anchoring Role for District Level Officers( eg. Tourism Project at Polo, Vijaynagar)
Convergence of Schemes, Convergence of Departments
SOLUTIONS AND POSSIBILITIES
Planning must be outcome focussed rather than
output focussed so that schemes and departments
complement each other.
Planning must have participation and involvement
of Deprived Social Groups.
Planning must involve proper management of
Human Resources and balanced distribution of
work force.
SOLUTIONS AND POSSIBILITIES
Capacity Building and Training of Staffs( eg.
Anganwadi Workers for MUAC measurement)
Training on MDGs, HDI Indicators etc.
Garib Kalyan Melas for Delivery of Services
ATVT: Cluster Approach
Jan Sewa Kendras: Single Window Facility
SEHU: Development Flower creation through Data
Generation and Ground Truthing
SOLUTIONS AND POSSIBILITIES
Identify the areas which needs attention
(District Level Goals with SWOT analysis of
Talukas).
Team Building (Chintan Shibirs in Dist. & Talukas).
Development through Planning is a continuous
work.

@ at village level
• Thru 20% household survey
• Sampling from all four quadrants
Axis – Social and Economic

• Using ‘PAHELI’ toolkit
• Expected periodicity of snapshots - 9 to 12
months
SNAPSHOT

survey complete in 195 villages and in
progress in 151 villages
• 29 per cent villages and 32 per cent
household survey is completed.
PRESENT STATUS
• Intensive Analytics thru dimensional modelling
- Allows detailed ‘what if ’ and other forms of analysis helping early identification of trends and acute problem areas
• Data available online for in-depth analysis @ village, taluka, district, state and national level
• Comparison and rating amongst villages, talukas, districts & states
• Link with ATVT
GAP/TREND ANALYSIS
• This will give us the sectors and areas to focus on the development projects resulting in improving the standard of life of people and balanced development.
• Cluster Officers will be provided with the Flower Pattern and they will suggest the works for ATVT.
LINK WITH ATVT
• Involve one dedicated student volunteer
• Use ‘Bharat Nirman’ volunteers
• Bring in ‘Outside’ volunteers who are willing to spend at least 3 months full time in village
• Primary Objective of volunteers is to act as motivators, facilitators and coordinators
VILLAGE VOLUNTEER FORCE
• Identify intended/plausible beneficiaries
• Classify them based on their ‘educational’ requirements
• Design loosely structured programs for each such group
Several local language speaking volunteers are willing to provide some time on a weekly basis from remote. They shall contribute towards this capacity building and to some extent environment building activity
VILLAGE LEVEL ENGAGEMENT
• Familiarity with the village eco system, village dynamics
• Identification of modes of communications
• Provide continuous motivation
• ‘Soil Preparation’ – prepare better and more receptive citizens
• Engage public by explaining implications –monkey in the water tank
ENVIRONMENT BUILDING
@ VILLAGE LEVEL
• Snap shot of every village
• Development Flower
• Spatial/ Temporal Comparison
• HDR for Taluka
• Project experience for every student
