• Paragraph 73 requires planning policies to be based on assessment of needs for local areas. The assessment must be:– Robust and up‑to‑date – Identify specific needs and quantitative or qualitative
deficits or surpluses– Determine what provision is required

• Review of ‘Towards a Level Playing’
• Forms part of the overall assessment required by NPPF
• Stages – similar approach as ANOG

• Involving the right people – best use of resources
