B. Executive Session Minutes
Section 2.06(c) of the Open Meetings Act requires that the Board of Trustees review the
minutes of all executive sessions at least semi-annually to determine whether the need for
confidentiality still exists as to all or part of those minutes. Minutes of executive sessions,
or portions thereof, which no longer require confidential treatment must be made available
for public inspection.
In order to comply with this provision, Board Counsel is reviewing executive session
minutes and will provide the Board recommendations as to whether or not all or part of
those minutes should remain confidential.

C. Sale of Property and Construction Easement for Improvement of Illinois Route 16
(Lincoln Avenue)
In connection with the improvement of Illinois Route 16 (Lincoln Avenue), the State of
Illinois, Department of Transportation has asked that the University sell them two parcels of
property and provide them with a construction easement for two parcels of property to allow
them to improve Illinois Route 16 (Lincoln Avenue) for the sum of $7,100.00.
The sale affects the following land:
A part of the Southwest Quarter of Section 14, Township 12 North, Range 9 East of the
Third Principal Meridian, Coles County, Illinois, described as follows:
Tract 1
Commencing at an aluminum disk at the northwest corner of the Southwest
Quarter of said Section 14 (as recorded in Monument Record Book 2, Page
118): thence South 89 degrees 53 minutes 25 seconds East (all bearings are
referenced to the Illinois State Plane Coordinate System East Zone Datum of
1983 (11)); along the north line of said Southwest Quarter a distance of 70.07
feet; thence South 00 degrees 06 minutes 35 seconds West a distance of 75.80
feet to the existing southerly right of way line of Federal Aid Route 17 (IL
Route 16) and the Point of Beginning; thence south 45 degrees 30 minutes 01
seconds West a distance of 43.22 feet to the existing easterly right of way line
of 4th Street; thence North 00 degrees 12 minutes 3 seconds West along said
existing easterly right of way line a distance of 10.00 feet; thence North 44
degrees 37 minutes 14 seconds East along said existing easterly right of way
line a distance of 28.37 feet to the existing southerly right of way line of

[Board Regulations (III.B.1.b.) stipulate that an annual report on earned degrees awarded
be provided by the Board.]
In FY2018, Eastern awarded a total of 2,267 degrees:
1,462 Bachelor’s degrees
156 Post-bachelor’s certificates
614 Master’s degrees
35 Specialist degrees
This compares to FY 2017 totals of 2,550 degrees overall and 1,703 bachelor’s degrees,
and with a five-year average of 2,487 degrees overall and 1,798 bachelor’s degrees.
Majors with the largest number of bachelor’s degree recipients in FY 2018 were:

Other majors in the “top ten” for undergraduate degree recipients were Biological

Dr. Samuel Wheeler is a serving member of the Illinois Bicentennial Commission and director of
research and collections at the Abraham Lincoln Presidential Library and Museum in Springfield,
where he oversees the state's most treasured artifacts and documents related to the sixteenth
president and the first two centuries of Illinois history. In introduction will be provided by former
Illinois Governor Jim Edgar.

REMINDER: Apply to EIU by October 15 to Waive Application Fees; Explore EIU's
Reduced Tuition Options
High school seniors and undergraduate transfers are encouraged to apply before the October 15
deadline to have their application fees waived. In addition, high school students who apply also are
encouraged to explore EIU's Commitment to Illinois, which can significantly reduce or completely
offset EIU tuition costs. Full details on both the application fee waivers and the Commitment to
