Strengths

Public unrest is very rare in the Special Administrative Region (SAR) and this reassures domestic and foreign investors .

Hong Kong is ideally located to act as a gateway for foreign companies to the Chinese mainland.

Hong Kong has one of the best business operating environments in Asia.

Hong Kong’s legal system is regarded as fair and transparent. Corruption, which is a problem in most of Asia, is very low.

Weakness

Hong Kong is a very limited democracy. Public discontent can emerge suddenly if the government makes policy missteps.

Hong Kong has some of the highest land and labour costs in Asia and has found it difficult to compete against low-cost China.

Hong Kong has a narrow tax base. This means that government finances fluctuate in line with the global economic cycle.

Hong Kong could find its position as the main gateway to China under threat .

Opportunity

China is apparently amenable to holding direct elections for the Chief Executive of Hong Kong in 2017, and full elections for the Legislative Council in 2020.

In an attempt to boost Hong Kong’s economic performance, the Chinese government has granted Hong Kong a number of concessions, including the Closer Economic Partnership Arrangement (CEPA).

The Chinese government has also reduced the restrictions on mainland Chinese tourists visiting Hong Kong, resulting in a wave of new tourist arrivals into the SAR and providing a major boost to Hong Kong’s retail and tourism industries.

Hong Kong’s authorities are examining ways in which to make the territory a key center of Islamic financing in Asia, competing with Malaysia and Singapore

Threat If Hong Kong or China continues to delay moves towards full

democracy this could eventually lead to public anger and potential unrest.

The economy is dependent on the health of the global economy. It is therefore being hard hit by the recession in the US and the downturn in China.

The population is forecast to age rapidly over the coming decades. This will necessitate higher spending on health and welfare.

Immigration will be limited by Hong Kong’s high population density.

As Hong Kong becomes increasingly integrated with China, some investors are becoming concerned that political pressure may be applied that would threaten the independence of Hong Kong’s legal and judiciary system.
