Highest mortality rate in Bengal: IMCTAVISHEKRAKSHITKolkata,4May

Theinter-ministerialcentralteam(IMCT), which visited WestBengaltoassesstheCovid-19sit-

uation, in their final assessment haveconcluded that the mortality rate forcoronavirusinfectioninthestateisthehighest in thecountryat 12.8per cent.This indicates low testing, weak sur-veillance, and tracking, it observed.

On April 30, the West Bengal gov-ernmenthaddeclaredthatallCovid-19patientswouldbe included in thedai-ly statistics. Death certificates wouldbe issued by the hospital with a com-mitteeofdoctorsexaminingarandomsample,so longasaspecialauditcom-mittee, formed by the state govern-ment,isthesoleauthoritytojudgeifthedeathsareonaccountofcoronavirusoraco-morbidity.

In a letter to West Bengal ChiefSecretary Rajiva Sinha, IMCT teamleaderApurvaChandrawrote, “This isabigsteptowardstransparency.Atthesame time, it raises the total deathcount of Covid-19 patients in the stateto105asonApril30.Fora total report-

ed number of 816 Covid-19 patients,themortality rate of 12.8per cent is byfar thehighest in thecountry”.

The revelation comes at a timewhenthenationalaverage formortal-ity is 3.2 per cent. Earlier, the state’sGovernorJagdeepDhankharhadalsoalleged the state government of mis-reporting Covid-19 data. There have

also been discrepancies in the datasharedbytheWestBengalgovernmentand the Centre. This was brought tothe notice by the governor as well asthe IMCT.

In the letter, Chandra wrote, “Thestateneeds tobe transparentandcon-sistent in reporting figures and notdownplay the spreadof thevirus”.

In a state government health bul-letinonApril 20,where thenumberofactive cases and deaths was men-tioned, the West Bengal governmentclaimed that 33 people had died fromthevirus,andthetotalnumberofactivecases stoodat 572.

However, the state governmentchangedthebulletinformatfromMay

1 -onlynewCovid-19casesanddeathsinthe last24hourswouldbereported;the total number of active cases anddeathswouldnot findmention.

Sinha clarified that the confusionin discrepancies over the data was onaccount of a complex system of datagathering which has been in place solong. “Our reporting structure washighlycomplicated.Wethoughtitwasfoolproof, but it needs to be dynamic.Therehasbeenagap in reporting andwehave found themissing data,” saidSinha.AsonMay4,accordingtoSinha,WestBengalhad1,259coronavirus-pos-itive cases; active cases at 908 anddeath toll of61.

Trinamool Congress leader DerekO’Brien hit out at the IMCT, claimingthatthecentralteamshouldhavewrit-tenfirsttotheUnionheathministrytoconvince them of its findings. “Now,theCentre issendingonlyoneteamtoWest Bengal to advise the state on theCovid-19situation,whiletwoandmoreteams are being sent to other states.This shows West Bengal’s situation ismuchbetter thanothers. In fact,WestBengalandKeralacanbecomemodelsforothers to fightCovid-19,”he said.
