In this example, the provincialgovernment is protecting the oilcompanies while the municipalgovernmentisprotectingthepeople. The government can have twodifferentfaces.

Sometimesthegovernmentcanhavea change of heart.A good exampleof this is when the provincialgovernment neglected the peopleon Gerrish Street in Halifax byletting the landlords charge thepeoplerentforlivinginpoorconditionsthatweren’tsuitabletolivein.Someapartmentshadholes in thewalls, poorplumbingfor toilets, electricitynotworkingproperlyandgenerally inadequateconditions.Afterawhilepeoplecomplainedaboutthelandlordsandtheconditionsthattheywerelivingintotheresidentialtenanciesact,sotheycouldgetsomehelpwiththesituationtheyweredealingwith.EventuallythepeopleofGerrishStreetgothelpfromtheResidentialTenanciesBoard.Anofficer of theTenanciesActwas sentout tosee theproperty. After that the landlords’propertieswereshutdowndue topoor livingconditions.
