1 NGN standards work clearly points to a need for strong collaboration and cooperation of regional activities, in combination with the ITU-T as the global SDO
2 It is important to decide what work needs to be done and who should do it – to avoid duplication and optimize resources for standards work
3 There is a place for both Fora and the traditional standardization structure in NGN work.
4 NGN is not a single network, but a concept covering a range of applications including PSTN/ISDN, multimedia, videostreamining & other services

5 Agreement on ITU-T (SG 13) NGN definition
6 No work done within the GSC from GSC8 to GSC9 on the identified NGN topics, but much work has been done by PSOs, policy makers and Regulators
7 Much of the standards work sees the future network as a successor to broadband ISDN with a focus on multimedia
8 We need to have a globally consistent long term vision of target NGN in ITU-T based on integrating national & regional perspectives
9 Cybersecurity is now a very important issue and is one in which the GSC can play a role

• Updates on NGN work from ITU-T, ACIF, ETSI (TISPAN) & TTC
• ITU-T has just established a Focus group on NGN (first meeting in June 2004)
• ETSI’s NGN focus is now on Fixed IP Multimedia Subsystem (IMS)
• We agreed to review NGN decisions & outcomes in terms of the general direction of the whole package, after considering all the elements of NGN

• GSC is not the forum to discuss regulatory issues per se. Importantly, however, it was acknowledged that the role of PSOs and Fora is to develop global standards that will satisfy regulatory requirements
• Need for widespread collaboration, exchange of information and discussion at a national, regional and international level between industry and regulators on this issue
• Agreed to develop two new GSC Resolutions on NGNs & Cybersecurity

• TSACC proposed that:– NGN is our opportunity to move everyone into the
future together– a globally unified NGN approach will succeed
• The influence the GSC can have is that:– it is in our common interest for ITU-T to succeed in
global aspects of NGN– there is an opportunity to input a consistent and
coherent message to WTSA 2004 on the urgent need to optimize working arrangements to the benefit of the global standards community

– the logistics, arrangements and dates for WTSA 2004– the draft meeting structure for WTSA 2004– on the day prior to WTSA there will be a Cybersecurity
Symposium – the current regional preparations taking place for WTSA
2004– the need for WTSA 2004 to entrust TSAG with more
authority, and for it to request TSAG to be more efficient• The APT outlined the Asia-Pacific regional arrangements,
preparations, structure of its correspondence groups and likely APT Common Proposals

• There is a need to continue the implementation of the work on the two new Resolutions on:– Cybersecurity, &– NGNs
• Organizations/bodies that are not involved in the GSC should be appraised of the GSC decisions
