without the valid required permits.

1st Offense: Upon the recommendation of the Pollution
Adjudication Board (PAB), anyone who commits prohibited act
such as discharging untreated wastewater into any water bod
will be fined for every day of violation, the amount of not les
than Php 10,000 but not more than Php 200,000.
2n Offense: Failure to undertake clean-up operations willfullyshall be punished by imprisonment of not less than two year
and not more than four years. This also includes a fine of no
less than Php 50,000 and not more than Php 100,000 per day o
v o a on.
3rd Offense: Failure or refusal to clean up which results in seriou
injury or loss of life or lead to irreversible water contamination o
, ,
imprisonment of not less than 6 years and 1 day and not mor
than 12 years and a fine of Php 500,000/day for each day the
contamination or omission continues.

h t B . . .Rotating Biological Contactors, commonly called RBCs, are used inwastewater treatment plants (WWTPs). The primary function of these
bio-reactors at WWTPs is the reduction organic matter.
Design
A suspended/fixed growth biological treatment processes used to
consume organic matter (BOD) from wastewater.

Disks are covered with a biofilm.
The disks are only partially submerged in wastewater.
As the disk rotates, the biofilm is exposed to the wastewater only
part of the time.
The rotation in and out of the wastewater serves to vary the feeding
cycle (starve/gorge) of the bacteria and microorganisms that make
up the biofilm.
The shaft rotates about 1-2 r m slowl .
Some advantages: Less Upset, High Loading Rate, Nitrification/De-
nitrification, Low O&M Cost, Durable Constructions, Odorless, No

Three separate processes (primary settlement, bio-contactor and fina
clarification) are combined in a single tank enclosed by low-profil
covers. T e integra primary tan co ects an stores screenings an
detritus and provides 90 days sludge storage to remove the need fo
separate on-site facilities, thus reducing capital and operational costs.
RBC Package Plants are generally supplied for small and medium
populations; where populations are large, multiple units can be used i
parallel.
Modular RBCs
Generally used for large populations, in a modular system in both primar
zone. Using individual tanks for each of the three unit processes provide
the greatest flexibility in process design and site layout. The Primar
section may be either a sealed septic or a conical upward flow settlementank. Biological treatment takes place in the self-contained Bio-Contacto
