BackgroundKarnatakaisthelargestdrylandagriculturestateinthecountrywith60%ofitspopulationdependentonagriculturefortheirlivelihoods.Forimprovingthe livelihoods of small farm holders in the state by increasing agricultural growthrate,GovernmentofKarnatakalaunchedin2009amissionprogram“Bhoochetana”forbridgingtheyieldgapsthroughscience-ledinterventions.Thegoalofthismissionprogramistoincreaseaverageproductivityofselectedcropsinthe30districtsby20%infouryears.Thespecificobjectivesare:(i)toidentifyandscale-upbest-betoptions(soil,cropandwatermanagement)includingimprovedcultivarstoenhanceproductivityby20%oftheselectedcropsinselected24(laterextendedto30)districts;(ii)totrainDoAstaffinstratifiedsoilsamplingatvillages,analysisofmacro-andmicronutrients,preparationofGIS-basedsoilmaps;and(iii)toguideDoAtoestablishhigh-qualitysoilanalyticallaboratoryatBengaluruandtoundertakestratifiedsoilsampling,theiranalysesandsharingresultsinninedistricts;and(iv)tobuildcapacityofthestakeholders(farmersandconsortiumpartners)inthesustainablemanagementofnaturalresourcesandenhancingproductivityindrylandareas.

Duringtheyear2012,aReviewandPlanningWorkshopfortheBhoochetanaandGovernmentofKarnataka,aCGIARinitiative(BhoochetanaPlus)washeldatICRISATduringJuly2012atPatancheru.BasedonthesuccessoftheBhoochetana,duringthelastfouryears(2009-2012),GovernmentofKarnatakahasundertakenaholisticintegratedsystemsapproachforconverging all sectors of agriculture namely rainfed agriculture, irrigated agriculture,horticulture,livestock,cooperationandmarketing,forenhancingtheincomesofthefarmerswithtechnicalbackstoppingbyICRISAT-ledconsortiumofeightCGIARinstitutions.TheinstitutionsareInternationalWaterManagementInstitute(IWMI),InternationalLivestockResearchInstitute(ILRI),InternationalRiceResearchInstitute(IRRI),InternationalMaizeandWheatImprovementCenter(CIMMYT),InternationalCenterforAgriculturalResearchintheDryAreas(ICARDA),TheInternationalFoodPolicyResearchInstitute(IFPRI),TheWorldAgroforestryCentre(ICRAF).TheWorldVegetableCenter(AVRDC),stateagriculturalandhorticulturaluniversitiesanddifferentlinedepartmentsofGovernmentofKarnatakaalsopartnered.ThisGoK-CGIARinitiativeisreferredas“BhoochetanaPlus”.FollowingplanningworkshopsinBengaluru,KarnatakaandPatancheru,AndhraPradesh,detailedplanningforfourbenchmarksitesnamely,Tumkur,

Raichur,ChikballapurandBijapurwasconductedalongwithBhoochetanaworkshop.Inall,250participantsrepresentingDepartmentofAgricultureofficialsfrom30districtsalongwithheadquarterofficialsincludingShri.SVRanganth(CS),Shri.KaushikMukherjee(ACS&DC),Dr.KVRaju,EconomicAdvisortoHon’bleCM,Shri.ShankarlingeGowda,PrincipalSecretary(Ag&Hort),Shri.GVKRau,PrincipalSecretary(Co-op),Shri.VChandrasekhar,Commissioner(Ag),Dr.KVSarvesh,Director(Ag)andDr.SAPatil,Chairman,KarnatakaKrishiMission,districtCEOsalongwiththerepresentativesfromDoAKarnataka,CGIARinstitutes,AVRDC,StateUniversities,Corporates,NGOs,FarmFacilitators(FFs)andfarmersparticipatedintheworkshop.TheexecutivesummaryofReviewandPlanningworkshophasbeenputtogether.

Snap Shots of Workshop Deliberations Inaugural Session DuringthethreedaysReviewandPlanningmeeting,theprogressofGoK-CGIARinitiativeduringlastoneyearandtheBhoochetanaduringthelastfouryearsalongwithdetailedplanningfortheGoK-CGIARinitiativeandBhoochetanaMissionProgram(BhoochetanaII)weredeliberatedandfinalized.Theworkshopreviewedkeydriversofsuccessandidentifiedcriticalareas for building on earlier successes during the Bhoochetana II which includedstrategiestoaddressclimaterelatedrisksandimprovelivelihood.

DrPeterCraufurdwelcomedthedignitaries(M/S.SVRanganath,IAS,ChiefSecretary,KaushikMukherji,IAS,AdditionalChiefSecretary&DevelopmentCommissioner,Dr.KVRaju,EconomicAdvisortoHon.ChiefMinisterofKarnataka,M/S.ShankarlingeGowda,IAS,PrincipalSecretary(Ag&Hort),GVKrishnaRau,IAS,PrincipalSecretary(Cooperation),VChandrasekhar,IAS,Commissioner(Agriculture),Dr.KVSarvesh,Director(Agriculture)andDrSAPatil,Chairman,KarnatakaKrishiMission,districtCEOs,JDAsandADAsofallthedistricts,FarmFacilitators,representativesofSAUs,CGIARcenters,privatecorporates,andICRISATteammembers.

2. Dr Suhas P Wani presented in a nutshell the journey during the last fouryearsofBhoochetanaimplementation,identifiedthedriversofsuccess,keyareaswhichneedtobebuiltfurthersuchasstrengtheningof farm facilitators which is a novel mechanism to reach millions of farmers,inputsdeliverysystem,datarecording,effectiveconvergence

andestablishingclimatechangeresearchersnetworkinthestate,inclusivelivelihoodapproachandvalueadditionforlinkingfarmerstothemarket.TheprogressofbaselinecharacterizationoftheselectedfourbenchmarksitesfortheGoK-CGIARinitiative(Bijapur,Raichur,Tumkur,andChikmagluru)anddetailedplanofworkstobeundertakenbydifferentCGIARpartnerinstitutionswherealsobriefed.

MrKaushikMukherjiappreciatedthebenefitsofBhoochetanaandstressed the need to strengthen extension system for sustaining Bhoochetana possibly through public private partnerships and address thechallengesduringtheBhoochetanaII.MrKaushikMukherjeeraisedqueries about the ex-antebenefits(additionalhouseholdincome)fromtheprojectanditwasclarifiedandagreedtorevisittheanalysistoexaminethehigherlevelofbenefitsfromtheinitiative.

4. Dr William D Dar, Director General of ICRISAT appreciated Bhoochetana initiativeandacknowledgeddifferentstakeholdersduringhisopeningremarks.DrDarcongratulatedtheDoAteamfortheirhardteamworkaswellasteamledbyDrWaniforimpressiveachievementsofBhoochetana.DrDarnotedthatBhoochetanahasplayedacrucialroleininclusivemarketorienteddevelopmentoffarmersinKarnataka.Ithas not only improved the livelihoods of farm families but also enabled themtomanageriskslikedroughtsbybuildingresilienceinproductionsystems.

5. DrSarveshstressedtheimportanceofcollectiveactioninBhoochetanaIforoperationalizingtheholisticsolutionatfarmlevelandchallengetoimprovethetimelysupplyofqualityinputstocoverall7.4mhainthestate,MrChandrashekhar,highlightedtheimportanceofholisticapproach,DrSAPatil,highlightedtheneedtoensureregular/sustainableincomeforthefarmers.MrShankarlingeGowdaidentifiedthemissinglinkoffarmerstothemarketandsuggesteddueattentionshouldbegiventoaddressthemissinglinkforsustainability.

MrSVRanganath,ChiefSecretary,laudedthesuccessofBhoochetanawhichenabledKarnatakatoachieve5-6%annualgrowthrateinagricultureduringlastfouryearsascomparedtostagnant2%growthandappreciatedeffortsoftheICRISATandDoAteam.Hestressedtheneedtoaddressthemissinglinksinthesystemlikelivestock,horticulture,agro-forestryandmarketlinkages.Healsoidentifiedpersistence, persuasion and ensuring inclusiveness of small farmers in

agriculturaldevelopmentasthedriversofBhoochetana’ssuccess.Healso ensured full support and help of GoK for the Bhoochetana II and GoKCGIARinitiative.HerecommendedtonameGoK-CGIARinitiativeas Bhoochetana Plus.Heemphasizedontheneedtostrengtheninvolvement of private players in extension system and also address the issue of reducing the gap between rural and urban incomes for reducingmigration.

Technical Session7. IntheTechnicalSessionI,co-chairedbyDrKVRajuandMrKaushik

Mukherjee,adetailedpresentationonbaselinecharacterizationincludingGISlayermapsoffourbenchmarksitesforBhoochetanaPluswasgivenbyDrSuhasPWanialongwithdifferentactivitiestobeundertaken.Detaileddiscussiontookplaceontheex-anteeconomicbenefitanalysisandsuggestedthatbenefitsfromBhoochetanaPlus will be far more than projected, though, it was indicated that conservativecalculationsaremadewithadoptionceilingsandgroundrealities.DrKVRajuappreciatedtheprogressmadebythepartnerinstitutionsandsuggestedtoidentifyspecificinterventionswithmeasurablemonitoringindicatorswithtimeline.TheroleofSAUswasclarifiedandmadeitclearthattheSAUsareinvolvedinalltheprogramsatvariouslevels.Theywereappreciatedfortheirparticipationintakingscience-ledapproachtothefarmers’doorstep.

8. In the parallel sessions on convergence, inputs, capacity building, interventionsanddemonstrations,andpublicprivatepartnerships(PPP)forextensionweredeliberatedbythegroups.ThePPPsessionwasfortheprivatecorporaterepresentativesandthegroupdiscussionwassteeredbyKaushikMukherjeeandKVRajuwithsupportfromDrSuhasWani.DuringthediscussionspresentationsweremadebythecorporaterepresentativesandwhatisexpectedbytheGoKwashighlighted.Itwasstressedthattheextensionbundledwithinputs supply and machine hiring is expected and payment need to bebasedonperformanceandpartialrecoveryofchargesfromthefarmersaspertheGoKguidelines.Suggestionsweresoughtfromtheprivate corporate on what they can provide, what they expect from the government and how it can be made an exemplar system in the country.

DrsSiddaraju/SubbaiahpresentedthesummaryofdiscussionsfromtheInputsMobilisationgroupincludingMachinerywiththesalientrecommendationsbeing:toensuretimelyinputsavailabilityfocusonassessmentofrequirementfinalisationofratecontract;indenting;ensuringquality;adequategodownfacilitiesandtimelypaymenttothevendors.Itwasagreedtohaveallinputsinplace15daysto1monthbeforeactualstartoftheseason.DrBKDharmarajansummarizedtherecommendationsfromtheConvergencegroup,whichsuggestedestablishmentofstate,districtandtaluklevelcommitteestoplugissuesinconvergenceofon-shelftechnologiesanddemonstration,supplyofinputs,creditlinkage,integratedfarmingsystem,farmmechanization,micro-irrigation,capacitybuilding,post-harvesttechnologies,valueaddition,andmarketlinkages.CapacitybuildinggroupledbyShankarappasuggestedtoconsidertheexistingconstraintsinbenchmarksites,tofollowimprovedproductiontechnologies,useofnaturalresourcesandexternalinputs,post-harvesttechnologies,andmarketinformation.DrPrabhakaraSettyforinterventions/demonstrationsgroupsuggestedoutputorientedinterventionswithmeasurablemonitoringindicators.Thepotentialinterventionssuggestedincludesoil-waterconservationandmanagement,productivityenhancement,increasinglabourefficiency,increasinglivestockproductivity,nutritionalinsecurity,andmarketlinkages,etc.

10. On second day, Dr Suhas Wani presented detailed synthesis of Bhoochetana progress during four years and stated that area coverage increasedprogressivelyfrom0.2,1.2,2.85to3.73mhaby2012-13 with impressive yield gains of 23 to 66 per cent over farmers’ practice.Evenduringthelowrainfallyearsduring2011and2012,yieldgainssaw25-38%increaseandtouchedlivesof3.6millionfamiliesparticularlysmallandmarginalfarmers.Soilmappingwascompleted,soilhealthinformationwaseffectivelysharedwithallthestakeholdersanduseofbalancednutrientmanagementincludinguse of micronutrients was promoted amongst the farmers as entry point.Inaddition,cropdiversificationlikecastorinKolar,corianderandpigeonpeaasintercropwereintroducedwhichsignificantlyraisedfarmers’incomes.Variousfarmers’successstorieshavebeencompiledinabookandreleased.Aneconomicassessmentshowedincreasedeconomic value to the tune of `646croresinKarnatakaduetoadoptionofimprovedmanagementunderBhoochetana.Thisinitiative

isnowwidelypublicizedatinternationalandnationalfora.Keydriversofsuccessidentifiedare:

TheinnovativeextensionsystemestablishedbytheDoAinKarnatakaneed to be nurtured properly and made sustainable through ensuring quality,closemonitoring,takingprecautionsthatthiscadreremainsashonorarycadreanddoesnotproliferate.ThereisanurgentneedtoconvergeFFsofvariousdepartmentstoavoidoverpopulatingtheFFsinvillages.ThereisneedtointernalizethatFFsarepaidhonorariumandnotthesalaryastheyarenotfulltimeserviceproviders.Alsothere

is need to build their capacity and ensure quality support delivery for thefarmers.

15. JointDirectorsofAgriculture(JDAs)ofMysore,Bidar,andBellarydistricts and Assistant Director of Agriculture, Hassan highlighted best practicesadoptedintheirdistrictsforBhoochetana.

• InMysoredistrictBhoochetanarallyduringDasserafestivalprovedquiteeffectivefordisseminationalongwithseedtreatmentcampaignsandfarmers’fieldschools.Cropdiversificationwithmaizeinplaceofpaddycovered5,446hawith3,630farmersresultedinadditionalincomeof` 12,000 ha-1.Similarly,introductionofmaizeintribalarea(538ha)ofHunsurtalukhavegeneratednetprofitof` 32,000 ha-1.Forricefarmers,mechanical rice transplanter was introduced to address the problem of laborshortage.

• JDA Bidar indicated well distributed rainfall during 2012 resulted in good agriculturalproductivitywithincreaseof30%.Hetoldthatfarmershaverealizedtheimportanceofsoil-testbasedfertilizerapplicationandfollowingintegratednutrientmanagementmethod.Sugarcanefarmershaveadapteddripirrigationsystemtoimprovewateruseefficiency.Krishi Rathsshowedgreaterreachandimpactontheinformationsharingamongfarmers.NeedforincreasedinvolvementofKVKScientist&WatershedDepartmentwitheffectiveConvergenceofdifferentdeptSchemeswithBhoochetanawashighlighted.

• JDABellaryhighlightedtheneedfortimelyactionsforCB,inputsdelivery.A big achievement during 2012 kharif season was that the crop yield increasedintherangeof17to45%.

• Assistant Director of Agriculture, Hassan shared experiences of Bhoochetanainitiativeinthedistrictandpointedoutthatregularcapacity building training programs helped FFs and lead farmers to act as effectiveextensionagents.Theregularawarenessprogramsandpublicitystrategiesworkedwellinspreadingtheawarenessandinformationabouttheprogram.

16. IntheTechnicalsessionV,SuhasWanihighlightedthevisionofBhoochetanaMissionProgram(BCMP)andmentionedthatthefocusis on sustainable improvement of livelihoods of small and marginal farmers in the state by developing farmers’ centric, science-led inclusivemarket-orientedintegratedfarmingsystemsparticipatorydevelopmentapproach.TheobjectivesofBhoochetanaIIMissionProgram are:

• StrengtheningtheBhoochetanaconsortiumforincreasingthecrops(irrigatedandrain-fed)yieldsby20percentinfiveyearsin30districtsofKarnatakathroughscience-leddevelopmentandnewinnovationsystems;

• Strengtheningtheinstitutionalmechanismssuchasseedvillages,villageseedbanks,participatoryresearchfordevelopment(PR4D),inputs supply, agricultural machinery hiring centers, farm extension throughfarmfacilitatorsandcommunicationsystemsforsmallandmarginal farmers in the state for the DoA through capacity development, convergence,collectiveaction,andpartnerships;

• Toassesstheimpactofclimatechangeindifferentagro-ecoregionsofthestateintermsofanticipatedshiftsinthecropgrowingperiods,wateravailability,majorcropyields,andevaluateadaptationstrategiesfordevelopingclimateresilientfarmingsystems;and

• Todocumenttheprocessofconsortiumfunctioning,learning,andimpactofBCMPintermsofincreasedcropyields,institutionaldevelopmentandcapacitybuildingofdifferentstakeholdersinthestate.

Heurgedallthestakeholdersandpolicymakerstomakethisinitiativeagrandsuccess,byharnessingthepositiveenergygeneratedintheDoAandtoadoptandinstitutionalizethescience-leddevelopmentapproachinthestate.StrengthentheconsortiumandlinkageswithSAUse.g.India-EUProject,Indo-US,specialprojectsetc.Healsofeltthat small farm holders should be treated as equal partners through inclusive growth and there is an urgent need to develop sustainable agriculturalpracticesconsideringthevulnerabilityofthefragilerain-fedagro-ecosystemswhileintensifyingthesystems.Similarly,hestressedthatweneedtoenhancenotonlytheproductivitybutalsoshouldfocusonenhancingincomes,linkingfarmerstomarkets,improvingnitrogenuseefficiency(NUE)andwateruseefficiency(WUE)besidesbettersoilhealthmanagement.

18. ThenewinitiativesinthesecondphaseofBhoochetanaaretoassesstheimpactofclimatechangeindifferentagro-ecoregionsofthestateintermsofanticipatedshiftsinthecropgrowingperiods,wateravailability,majorcropyields,andevaluateadaptationstrategiesfordevelopingclimateresilientfarmingsystems.HealsoexpressedthatweneedtoidentifyandtrainsuitableteammembersfromtheSAUsandformaClimateChangeTeam(CCT)atstateleveltohandleassessmentofimpactsofclimatechangeatmicrolevelinacoordinatedmanner.HealsohighlightedthatClimateChangeNetworkwillassessthe

impactsinthestatethroughcollatingthehistoricalweatherdatasets,soilsinformationandqualitycheckingandassessingtheimpactsofclimate change on changes in the agro-eco regions in the state, crop growingperiod,cropyields,andidentifysuitablecropsasadaptationstrategytocopewiththeimpactsofclimatechange.Hestressedneedforclimateresilientagricultureandevaluationofsuitablestrategiesinthebenchmarklocationsofthetargetagro-ecoregionsinthestateand develop awareness amongst the farmers in the state about the potentialimpactsofclimatechangeontheircropsandlivelihoodsandpotentialadaptationstrategiesbasedontheresultsoftheparticipatoryevaluationofadaptationstrategiesinthebenchmarklocations.Heemphasizedbetterconvergenceamongallthestakeholdersandneedforstrengtheningofnewextensionsystemthroughfarmerfacilitators.PilotingofinnovativeTablet-basedaswellasfarmertofarmervideosusingPicoprojectorsarealsoproposedasnewinterventions.

19. Mr.RikinGandhifromDigitalGreendescribedtheroleof‘SocialNetworksforAgriculturalDevelopment’.Hesharedhisexperienceofshooting5-10minutesvideosofthefarmers,basicallytosharetheirviewsandexperiencesaboutagricultureforthe(other)farmers.This5-10minutesshootwillbeusefulinshowcaseingthroughbatteryoperatedsmallPicoprojectortootherfarmersaboutgettingpracticalinformationaboutanyparticulartechnologybesidesgivingthemachanceofhavingownershipintheproject.Heinformedthattheyhaveplantotrain4-6peopleineachgroup(eitherSHGsorothers)aboutitshandlingandusage.

Improvednewcultivars–seedintroductionstrategiesinstatewasdescribed in detail by Dr Ananda Krishna K, Managing Director, KarnatakaStateSeedsCorporation.Heelaboratedtheconceptofintroducingandpromotingnewvarietiesandhybridsinthemarketandalsohighlightedstrategies/stepsinvolvedinintroducingnewcultivars.Hediscussedexistingsituationinpublicsectorandintoday’scontexthepointedoutthatthereisneedtohavei)varietalreplacementperspectiveplan–foraperiodof5/10years,ii)planningforproductdevelopmentstrategies.iii)monitoringfornewvarietydevelopmentandreplacement,iv)institutionalmechanismsandworkingtogetherbyDOA,SAUsandSSCS.

Thegroupleaderondocumentationanddisseminationsuggestedhavingonehandicampertaluk.Groupsuggestedusingradio,TVlocalchannels,mobilemessages,etc.,foreffectivedissemination.Thegroup also pointed the idea of having a slot in online farmers’ query callcenters.TheConvergencegroupleadersuggestedtohavedistrictandtaluklevelcommitteestoplugissuesinconvergence.Theareastargetedforconvergenceincludedseedproduction,fodderproduction,capacitybuilding,farmmechanization,microirrigation,post-harvesttechnologies,marketlinkages,andcreditlinkages.

24. ThegroupleaderonclimatechangesuggestedadaptivestrategiesandgroupleaderonseedproductionexpressedneedtoreplaceabsolutevarietiesandsuggestedtohaveSAU’sconcernedbreedertoinspectseedproductionfarms.Therewasaneedtosubsidizeregulationandinspectionchargesandprovideincentivestopopularandnewvarieties.

25. During the centenary year of the DoA it was suggested to provide TabletsforICT-baseddisseminationandcollectionofdatauptoADAsforBCII.DrSarveshalsostressedtheneedtoenhancetheefficiencyandeffectivenessinimplementingBhoochetanaduringthesecondphase.

The International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) is a non-profit, non-political organization that conducts agricultural research for development in Asia and sub-Saharan Africa with a wide array of partners throughout the world. Covering 6.5 million square kilometers of land in 55 countries, the semi-arid tropics have over 2 billion people, of whom 644 million are the poorest of the poor. ICRISAT innovations help the dryland poor move from poverty to prosperity by harnessing markets while managing risks – a strategy called Inclusive Market-Oriented Development (IMOD).
