Grand jury indict-ment: A Germantown man

ndicted by a federal grandury last week on severalounts related to a businesse started. See page 10.
Jef frey E. Holmes was named the newGermantown School District superintendent by theGermantown School Board May 20.
Holmes is currently the Montello (Wis.) SchoolDistrict superintendent, a position he has held for thepast five years. Prior to being named Montello super-intendent, Holmes was the principal at the junior/sen-ior high school in Montello and was a high school prin-cipal in Homer, La.
Holmes received his bachelor's and master'sdegree from Louisiana Tech University and earned
specialist degrees from Marian College and CardinalStritch University.
Holmes was one of three finalists for the positionwhich opened up when current superintendent SusanBorden was selected as the new superintendent of theDeForest district in March. Borden is finishing her termwith the Germantown district while Holmes contractwill begin July 1.
Holmes and the two other candidates visited theGermantown district on separate days from May 13-15. The Germantown School Board approved a con-tract with Holmes contingent on Holmes beingreleased from his current contract with the Montellodistrict.
School Board President Bob Soderberg read astatement in which he said that Holmes "was the best fitfor us. We are excited and enthusiastic about Jeff com-ing to Germantown. And we are confident that the

A Germantown man already facingate charges of possessing explosiveevices was indicted by a federal grandry last week on several counts related tobusiness he started.
Bodie Witzlib, 33, was indicted by therand jury May 21. Among the countsom the grand jury against Witzlib wereossessing explosive materials after beingonvicted of a crime, violating regulationsr storing explosive materials, transport-g explosive devices, and operating ausiness that manufactured and dealt withxplosive materials without getting theroper license.
Witzlib was charged in Washingtonounty Circuit Court May 2 with fourounts of possession of improvised explo-ves.
The charges in both state and federalourts stem from a situation that arosehen a relative observed M-80 devices atresidence in the W14200 block of
ounty Line Road where Witzlib was resid-g with his grandmother. The relative, anncle, contacted Germantown police April0 and said he saw approximately a fewundred to one thousand M80 devices,ccording to the state criminal complaint.he uncle also told police that Witzlibade brochures for "G.I. Fireworks" in antempt to sell the M80 devices.
The May 2 state criminal complaintates that after learning of the informationom the uncle April 30, police went to thesidence at 7:26 p.m. and were allowed
to search inside by the homeowner, who isthe grandmother of the suspect. She toldpolice that Witzlib had gotten rid of mostof the fireworks and planned to rid of therest the following day. A special agentdetermined that there were between 600to 700 devices that were M80s and larg-er devices. The special agent said suchitems are illegal to possess without a fed-eral license.
A portion of County Line Road wasclosed for several hours May 1 while theexplosive devices were removed from theproperty.

BYREP. DAN KNODLWisconsin has a wonderful culture that
respects and enjoys the outdoors. In order topreserve our natural resources for futuregenerations, the Wisconsin Legislature cre-ated the Knowles-Nelson StewardshipProgram in 1989. The program helps to pre-
serve valuable natural areas and wildlifehabitat, protect water quality and fisheries,and expand opportunities for outdoor recre-ation by allowing the state to borrow moneyand purchase land.
This is an essential program for thosewho take advantage of our resources, butwe must remember that it comes at a cost.Since 2001, Wisconsin has spent more than$458 million in borrowed funds on the stew-ardship program. For the current fiscal year,our debt service payments alone amount to$84,182,000.
Beyond the expense of purchasing land,the state makes payments in lieu of taxes(PILT) to local municipalities to compensatethem for taking land off their tax rolls. This ison top of payments the state must make onpreviously borrowed money. All of these
expenses add up resulting in a stewardshipprogram that is bloated and in need ofreform.
Recent actions taken by the JointFinance Committee (JFC) will help reformthe program in a responsible manner. Undercurrent law, stewardship bonding authorityis $60 million annually. The changes madeby the JFC bring that number down to $47.5million in 13-14 and $54.5 million in 14-15. Total bonding authority was reduced by$63.5 million through 2020. The non-parti-san Legislative Fiscal Bureau estimates thatthis could reduce debt service payments by$98 million over the life of the program.
In addition, the reforms shift the programfocus from land acquisition to developingand improving state owned land. The stateowns approximately 1.4 million acres and
adjustments made by the JFC would cap thisnumber at 1.9 million acres unless the JFCapproves acquisitions beyond that limit. The

As a student of history I know that his-
tory repeats itself, as it does for Hainbuchtoday, Wolter said. While there may be amyriad of business reasons why Hainbuchdecided to locate their American headquar-ters in Germantown, I believe that three ofthose reasons were the same as the firstGerman immigrants: The land, the businessopportunity and the people in t his area.
Wolter explained that Hainbuch tookadvantage of an available building in theGermantown Business Park and that thelocation is 20 minutes away fromMilwaukee, 90 minutes from Madison, 60minutes from the Fox valley and 120 minutes
from Chicago.This location alone provides Hainbuch
the opportunity to sell their types of productsto many of Wisconsins businesses and
