GENERAL PREZENTATION OF S.C. INAR S.A. BRASOV
1. ORGANIZATIONAL AND FUNCTIONAL STRUCTURE OF S.C. INAR S.A.
S.C. INAR S.A. is a commercial society having as prioritary domain of activity, design, research and testing of road and special vehicles as well as of its components.
Specific activities of INAR unreelled under different organizational structures, nowadays being in process the implementation of a quality management system, revised and updated in that the organizational and functional structure must respond to general requirements of EN ISO 17025/2005 with a view to accredit the laboratories. At present all research – development activity unrolls as a unitary ensemble under generic appellation of " S.C. INAR Laboratory for acoustic and ambienthal vibrations tests, motorvehicles and components".
This structure contains three activities with different specializations: a) acoustic and ambienthal vibrations tests b) systems and vehicle components tests c) vehicles research – development
Organizational and functional structure of INAR is syntheticaly presented in the Annex 1 (organigram), in which it finds the research – development and tests activities, unreelled in institut.
In the organigram from annex also is presented the personnel distribution on compartments, highlighting the personnel directly involved in research – devlopment and testing activities.
2. PRESENTATION OF TESTING AND RESEARCH – DEVELOPMENT ACTIVITIES a) ACOUSTIC AND AMBIENTHAL VIBRATION TESTS This activity involves:
acoustic and vibration field measurement and the data processing ; draw up the acoustic maps to determine the ecological impact of the noise and
the means of the environment protection. Testing / experimenting activity unreelles on the bases of specific procedures,
where are presented the testing methods and the equipment. Annex a1 presents the main equipment esed in these activities. The testing
pesonnel is presented in Annex 1. It mentions that the acoustic and ambienthal vibration testing activity, nowadays is in auditing and accrediting process by the national accrediting organism "RENAR", as an independent laboratory. b) SYSTEMS AND COMPONENTS TESTS
S.C. INAR performs a large spectrum of tesing and lifetime activities at mechanical, chemical and environmenthal stressis:
mechanical strength tests and endurance for components and ensambles, testing of the materials on the servohydraulic stands ( traction, compression,

torsion, shock), vibrations and acoustic mensuration, site data aquisition and processing ( accelerations, distances, forces, etc., mechanical sizes measured on electrical route); structure testing and experimenting at fatigue, impact and crash; tests and experiments on dynamometric stands (mechanical / hydraulic transmissions, speed and distribution gears, axles and linchpins, cardan shafts); test of the telescopic shock absorbers, leaf and pnematical suspenses; tests and experiments of the steering rig; tests and experiments of the components of the breaking equipment: piping and hoses, drum and disc brakes; tests and experiments of the compresion ignition and spark ignition engines and of the its components: cooling installation, water, oil and fuel pumps, air and oil filters; test and experiments of the materials: physical – chemical checks, material structures (metalography), breakage resistence, densities, protection covers, toughness, etc; tests and experiments of the automotive electrical wiring and its components, supply and starting systems ( alternator, lead – acid starting / traction batteries, cab heating and ventilation devices and independent heating devices for engines and cabs.
The tests unfolds in a quality management system with the referencing document,
EN ISO/CEI 17025 / 2005. Testing / experimenting evolves by specific testing / experimenting procedures, which contains the methods and equipment.
In Annex b1 is shown the space destinnated to following activities:
Mechanical strength, fatigue and life cycle of automotive vehicules axle beams and the mechanical coupling and towing devices. This tests are performed on the servohydraulic bench which has 5 installations with actuating cylinders of 2,5; 63; 100; 250 and 400 kN.
In fig.b1 is shown the fatigue test of a 12 to rear axle, on the servohydraulic bench.

In b4 annex we are showing main laboratory equipment as benches, measurement instruments, and recording apparatus. Each item has a label with year of set in function, and data limit of valid metrology cheking.
c) RESEARCH- DEVELOPMENT IN AUTOMOTIVE DOMAIN. The research and development activity is unfolded in two directions:
„Studies and design* for different type of vehicles with or without engine (road, off road, special vehicles) also design for equipment and other auto-assembly (booth, supra-structures, chassis, hydraulic systems, electrical and electronics, reducing box, work equipments, a.s.o) Design work use CAD-2D by AUTOCAD
„Testing” for road vehicle homologation at different levels, in respect with Romanian road legislation and European directives.
In c1 annex are shown the work equipment of this laboratory (computation
technique, licensed software, printers, plotters).
In research and development activity are designed: road trucks, fire-fighter special vehicles, communal vehicles, for vary works (trashing machines, sweeping machines) multifunctional vehicles for small farms in agricultural or forestry domain.

In c2 annex are presented a part of laboratory achivements
The multifunctional vehicle for small farms was designed, manufactured, and
homologated by INAR in 2006.
3. PERSPECTIVES, PROPOSALS INAR are developed an ample project for multifunctional vehicles for enterprising.
For this vehicles will be designed special working equipment, adapted for various applications (mower, sprinkler, branch cutter).
For development of this activity are necessary next investments:
For “ studies and design activity”: - acquisition of dedicated soft licenses in 3D (PROENG, CATIA, INVENTOR); - human resources training; - IT equipment acquisition (computers, performing network, printers and plotters for
big paper format –A2, A3- 2 A0 black or color).
For „testing activity”: - modernization of existing benches; - acquisition of equipment for dynamic testing of road vehicles also for railway
vehicles; - a data acquisition sistem and data analysis computational equipment; - computers with dedicated soft; - Apparatus for viewing and recording:
acceleration/deceleration; brake- spaces; horizontal , vertical or edgeways oscillation.
4. THE QUALITY ASSURANCE. THE QUALITY SYSTEM MANAGEMENT The quality system documents were implemented in the structure of S.C. INAR S.A.
laboratory at early beging of 1995 year. The reference documents of quality system were the series EN 45 000 standards. We followed the quality assurace methods on the bases of these reference documents ( EN 45 000) untill present time. Now, we have renewed quality system documents elaborated on the bases of reference documents EN ISO 17025/2005 Standard. The politics regarding the quality assurence is poited out in the „THE MANAGEMENT DECLARATION AND THE QUALITY OBJECTIVES”.
The strategy, elaboreted by the S.C. INAR S.A management staff, pursues: increase the laboratories competence, permanent improvement the quality of
testing’s and earning new customers; respect the requirements of international standards and rules, responding the
quality of products and services; accomplish the expectation and maintain the reliability of customers, responding
the tests, and and maintain these; reduce the costs and increase the efficiency of activites; accomplish the reguirements of the accreditation organism and obtain the
accreditation of laboratory for certain testing; To carry out these objectives, the S.C. INAR S.A management pursues permamenty
the follwing actions:

implement the international standards, spec rules and acreditation organism requirements in the laboratory activities.;
accord the laboratory „Quality System” with requirements of SR EN ISO 17025/2005 Standard, organizing properly the laboratory and forsinght material and human resources to accomplish the estabilshed goals;
estabilish the responsibilities and authorities of personnel who are leading, performing, and cheking the laboratory activities, these are conducting to assure the quality;
assure the fairness, independence and integrity of laboratory personnel; analyse periodicaly the personnel performances and issue the „Training Program”
the „Retraining Program”,and permanently pursuing the equipment state, to maintain the performances and the measuring trassability.
In annex 1 is ilustrated the organizing structure in respect with „THE MANAGEMENT DECLARATION AND THE QUALITY OBJECTIVES”.
In present quality system and laboratory testing „Techical Procedures” are evalated by RAR - OCP (ROMANIAN AUTOMOTIVE REGISTER / PRODUCT CERTIFICATION ORGANISM).
Today, the quality system documents are elaborated on the bases of reference document EN ISO 17025/2005.
The acoustical and ambiental vibration testing are in the latest stages of accreditation by „RENAR – ROMANIAN NATIONAL ACCREDITATION ORGANIZATION ” In near future are following the accreditation of other S.C. INAR S.A. activities.

ACTIVITIES
In fig. c 2.1 is presented the light pay - load pick-up prototype vehicle. Project
and homologation testing were accomplished in period 1999-2002.
