ISSUE 11 – October 2019
Personnel management is a thankless job. No one ever stops the HR
professional in the hall and congratulates them for their superb
maintenance of the units family care plans, or the constant hound-
dogging of Leaders and Soldiers for medical exams or medical
paperwork. No one likes to be nagged about vaccines and OERs.
Personnel management rarely takes the focus of the unit
commander's OER support form. Training is sexy, not personnel
management. Training is the sword in a warriors' hand; good training
is the sharp edge to that sword. Training is where the metal meets the
meat. Being physically and mentally fit enough to carry the fight to the
enemy and win America's wars is what the Army is charged with
doing; we fight and win wars.
The charge that we, the HR professionals, have been given, is to keep
Warriors ready to wield the sword. You cannot train a vacancy. A non-
deployable Solider cannot fight and win America's wars. To make this
happen, I ask you to sort out the big rocks from the small rocks for
your commanders. Understand that they are trying to balance the
Sword and the Warrior. Teach, coach, and mentor from the bottom up,
and the top down. Teach them the ins and outs of the big rocks
(Strength and Readiness), coach them in ways to execute the small
rocks without interfering with training and equipment readiness tasks.
Mentor your young NCOs on how to do the same.
Personnel management is a thankless job, but it is THE MOST
IMPORTANT job. Without Soldiers available to deploy, training and
equipment is worthless. Be the advocate, be a professional, and do
everything you can to make personnel readiness a priority in your unit.

The state level General Douglas MacArthur Leadership Board will be held at in
Frankfort on 13 November 2019. MSC nominations are due to Officer Branch

What’s going on: The FY20 EPS Boarded List is on the G1 GKO page, under the G1
EPS Rosters link. Verify that all Soldiers that should have been boarded appear on the
list. If there are any discrepancies contact PSB Enlisted Branch
Updates:
The Enlisted Promotion List (EPL) will publish on 7 October 2019. However, due
to IPPS-A implementation the new EPL will not be actively worked until
November.
NGB 22s continue to be challenging. There are 262 in progress at the unit level,
and 325 total needing completed.
National topics: IPPS-A is set to come online for Kentucky on in October. Make sure
you complete the required training in order to be granted permissions.
Get your DA Photo! There continues to be a large number of Soldiers that have not updated their DA Photo in accordance with AR 640-30. If you receive an award of an Army Commendation or above, get a new photo. Every promotion from First Lieutenant and above; Chief Warrant Officer 2 and above; and Staff Sergeant and above requires a new photo. Officers and NCOs require a new DA Photo at a minimum of every fifth year. It is alarming the number of DA Photos show Soldiers in the Class A Army Green Service uniform. If you require a DA Photo and you are still in the Army Green Service uniform, get a new photo as soon as possible.

Updates:
AD 2019-28. (Authority to Adjust Effective Date of Promotion of a Reserve Commissioned Officer in the Event of Undue Delay in Federal Recognition of Promotion). This directive establishes policy for identifying and addressing delays in processing Army National Guard (ARNG) unit vacancy promotion Federal recognition actions pursuant to Title 10, US Code, section 14308(f).
National topics:
The scrolling process has been revamped for unit vacancy promotions. Scrolls,
P17-19, P18-19, P20-19, S03-19, S04-19, S05-19, S06-19, U12-19, U13-19, U15-
19, U16-19, and U17-19 are at SEC DEF awaiting signature.
Education & Incentives
KHEAA is transitioning to a new program for paying State Tuition Assistance
which has caused a delay in payments. There is nothing required for the Soldier
or the unit to do, the payment will be made once the new system is on line. The
schools are fully aware of the delay and we have scrubs the accounts at state to
ensure proper payments are made. Please contact the Education NCOIC

NGB’s new SRIP policy for Soldiers with less than 8 years and has an ETS date
no later than 31 Dec 2019 to extend for the $20,000 lump sum incentive is now in

Soldiers who are receiving or about to receive the GI Bill will be glad to hear that
there has been a raise in the monthly rate, for example CH 1606 from $384 to
$392. Should a Soldier forget to file they can file for back pay at the rate for that
period, for any assistance Contact SSG Boone, our State GI Bill Manager to fix
matthew.p.boone2.mil@mail.mil.
We are still finding payments that did not transmit from GIMS to DFAS from a
coding error. We have to resubmit these payments to NGB for submittal to
DFAS, this is the only way to correct the error and will cause the time line to start

The next 5 months is PHA season in KY! Make sure you are getting all of IPR’s scheduled and Soldiers prepared for the events. Ensure your Soldiers complete their online portion. Below are dates and locations of mass events. Soldiers that miss their unit PHA can be scheduled with other mass events but prior coordination should be made before event. Weekly PHA’s are conducted at BNGC on Tuesday, Thursday and Fridays. 18-20 October at WHFRTC 01-06 November at WHFRTC 06-08 December at BNGC 10-12 January at WHFRTC 21-23 February at WHFRTC Influenza Flu Season is among us. Influenza (flu) is a contagious disease that can be serious. Every year, millions of people get sick, hundreds of thousands are hospitalized, and thousands to tens of thousands of people die from flu. CDC urges you to take the following actions to protect yourself and others from the flu. The Army Force Health protection requires every Soldier to include members of RSP are also vaccinated. We do not have delivery date of our influenza vaccinations but expect to see something come out soon in the FRAGO. Most of the time flu activity begins around December and can last through May. Some tips to keep you healthy throughout the season. Get yourself and your family vaccinated! A yearly flu vaccine is the first and most important step in protecting against flu viruses. Protect Yourself. Protect Your Family. Get Vaccinated. Stop the spread Take every day preventative actions to help stop the spread of flu viruses! Avoid close contact with sick people, avoid touching your eyes, nose, and mouth, cover your coughs and sneezes, wash your hands often (with soap and water).
Welcome to Fall! The last several months has ushered in a lot of change for the KYARNG
Medical Community. As of 01 October 2019, Health Services and KY Medical Detachment will
merge under the G1- Office of the State Surgeon. This merger of medical assets will allow for
improved support for the KY ARNG. The week of 01-04 October all Health Services personnel
will be relocating to the Medical Readiness Center Bldg 204 on Boone National Guard Center.
Please bear with us during this transition as phone calls and emails will be answered as time
allows. We are looking forward to learning how we can better support you with our integrated

Full-Time National Guard Duty- Operational Support (FTNGDOS) Opportunities Duty Description: Recruiting and Retention NCOs (RRNCOs) canvas assigned recruiting area and contact referrals and leads. They prepare and conduct presentations about the KYARNG to the target recruiting audience. RRNCOs pre-qualify referrals, prospects, and leads to determine their eligibility for enlistment. RRNCOs prepare prior service and non-prior service enlistment packets in ARISS and conduct MEPS pre-enlistment screening briefings. RRNCOs project applicants in ARISS and transport applicants to MEPS. Requirements: E4-E6, MOS immaterial, valid Secret clearance, pass background check. The FY19 Year-End Accessions Challenge remains in effect through 30 September 2019.
Soldiers who provide leads to a recruiter that result in valid enlistments will compete for
seats to attend Air Assault School (AASLT) and will also receive additional consideration
when applying for ADOS recruiting positions with the Recruiting Battalion. The Soldier
with the most leads that result in valid enlistments from each MSC: 63 TAB, 75 TC, 138
FAB, 149 MEB and the combined elements of JFHQ and 238 RTI who meet the
prerequisites will be submitted by MFR from the RRB S3 to the G3 ATRRS Quota Source
Manager. Units will be able to submit an AASLT ATRRS seat application for these
Soldiers and will upload the MFR as justification. AASLT slots/quotas are subject to quota
