Question: Per Section 16800, 400 HZ Ground Power Unit Specification, Part 2, line2.19, will other manufacturers be approved to bid on the 180-kVAfrequency converters?
Answer: Alternates will be considered for all Ground Support Products,including 400hz, PCA, and Potable Water Cabinets. Contractorsshall follow the specification criteria for the basis of designguidelines for tendering purposes and during the submittal process all al-ternates with accompanied experience references, financial history, after-market support references, technical documentation, electrical and me-chanical code compliances along with theirmanufacturing processes will be evaluated accordingly.

Terminal E Renovation and Enhancements
1. In the Customer specification 13041, item 2.3 A., page 4, states the existing serialnumber for both the “Storage Facility – E8A and E8B” bridge as 38777. Should theE8A bridge serial number be identified as “38776” (an A3 64/131) and the E8Bbridge serial number be identified as “38777” (an A3 68/141)? Please clarify.
Per Massport’s existing equipment inventory table, Gate E8A is S/N 38776 Jet-way A3-64/131 and Gate E8B is S/N 38777 Jetway A3-68/141.
2. In the Customer specification 13041, item 2.13 A., page 16, states A ramp servicedoor, landing, and service stair shall be provided at the aircraft end of the bridge orwalkway for apron access by authorized personnel. These shall be positioned perthe engineers designated location. (Pre-Bid discussion meeting). The Customerdrawings, identified as PL.801 PL.802, depict the PBB1 (inboard) position with theservice stair/landing coming from the fixed walkway/corridor section at the terminalend and the PBB2 (outboard) position does not show a service stair on the bridge atall. Do you want us to quote to have a right-side service door and landing along witha maintenance access ladder, but no stair, on the “new” PBB2 (outboard) bridgepositons? Do you want us to quote to place a service door, landing, and stairassembly in the “new” walkway/corridors? Please clarify.
Per Drawings PL.801 and PL.802, no service door, landing, or maintenance ac-cess ladder for upper-deck PBB2. A service door, landing, and baggage con-veyance shall be mounted to the new fixed walkway of INS-level PBB1.
3. In reviewing the Customer drawing, identified as PL.801, the PBB # 2 position bridgewill only be used to service the A380-U1 (upper-deck) door position. Pleaseconfirm that this is correct and that the PBB # 2 bridge will not be used to serviceany other aircraft.
We are only depicting PBB2 docked to the A380 because the slope is not withinADA slope compliance for unassisted access for all other widebody aircraft.Massport or the tenant may want to use assisted access for the greater than al-lowable slope conditions; therefore, the bidder shouldassume the PBB will be used for other widebody aircraft. We as thedesigner cannot release a PBB design document or recommend a scenario thatdoes not comply with the standard, and relies on an operationalrestriction.

EXTENSION OF QUOTES DUE DATE:
4. In reviewing the Customer drawing, identified as PL.801, the “AIRSIDEEQUIPMENT SCHEDULE” has a column identified as “REQUIRED PBBOPERATIONAL RANGE”. Please confirm how this range is defined; is it measuredfrom rotunda-pivot to cab-pivot or is it measured from rotunda-pivot to end of the cabbumper? Based upon the size of the existing bridges for the PBB # 1 bridge, itwould appear that the range is measured from the rotunda-pivot to the cab-pivot. Please note the following:

a. The Gate E10 and E12 PBB # 2 bridge are listed with a “REQUIRED PBBOPERATIONAL RANGE” of 58’-131’. This would require a travel range of 73feet, JBT-Jetway does not have a 3-tunnel bridge that can satisfy this rangeof travel and meet both the retract and extend dimension regardless of how itis measured.
Bidder shall recommend alternate/comparable 3-tunnel PBB model for ap-proval, which accommodates the design aircraft fleet mix.
b. The Gate E11 PBB # 2 bridge is listed with a “REQUIRED PBBOPERATIONAL RANGE” of 45’-92’. This would require a travel range of 47feet, JBT-Jetway does not have a 3-tunnel bridge that can satisfy this rangeof travel and meet both the retract and extend dimension regardless of how itis measured.
Bidder shall recommend alternate/comparable 3-tunnel PBB model for ap-proval, which accommodates the design aircraft fleet mix.
5. Please consider providing AutoCAD drawing file of the project gates, etc. andallowing the bridge manufacturers to define and quote the bridge models that wouldwork with your aircraft layout as represented on the Customer drawing PL.801. CAD
file attached.
Currently, the answers to questions and requests are due to come out by Addendum on14 Dec 2015. We’ll need to send our quote out very shortly after (16 Dec) in order tohave it arrive on time. In light of the important technical and commercial questions thatwe’re hoping to have answered in that Addendum, we respectfully request an extensionto the bids-due-date to perhaps 23 Dec 2015 so that we may have enough time toprocess that new information.
Massport has decided to extend the due-date to December 23, 2015, see Adden-dum 1.

Drawing PL.802 1. Can the gate sign be mounted to our standard right side mounting location on
the cab in lieu of where shown on the drawing? Response: Quote as specified. Design intent is to ensure gate sign doesn’t conflict with ancillary gate equipment or adjacent PBB operations.
2. The drawing shows the PCA as mounted on the rotunda. With the required
120ton unit size and weight, we suggest either mounting the PCA units on a stand for the existing units and under the PBB C‐tunnel on the new units. Please accept.
Response: Quote as specified. 3. The drawing depicts one (1) TAD Tube and a single outlet PCA unit. A 120Ton
unit will require 2 outlets which would require 2ea TAD Tubes and 2ea hose management systems per PBB. Please clarify the mounting configuration for dual outlet PCA, TAD tubes, and hose management systems.
Response: PCA unit shall be manufactured with “one” outlet. One TAD Tube shall be provided. Two Hose Management Systems shall be provided for each 120 ton unit.
4. Please clarify if both a bag slide and bag conveyance system are required on the service stair of the refurbished PBB’s.
Response: One bag “slide” and one “wheel chair lift” shall be provided. Division IIB 1. Reference Sub Clause 1.2: This states the project consists of the design and
documentation to build a temporary jet bridge at Terminal E Gate 7B. This gate currently consists of the PBB that is to be refurbished and relocated to new gate E10. Please explain “build a temporary jet bridge at Terminal E Gate 7B”.
Response: Answered in Addendum 1. 2. Reference Sub Clause 68.2 Field Office: This section describes the requirement
to furnish a field office with a desk, chairs, meeting table, file cabinet, locker, fax machine, computer, printer, shelving, telephone, etc. Please remove this section as this won’t be required for a project of this size and duration.
Response: This requirement applies to the Construction Manager only. Section 13041 Aircraft Passenger Loading Bridges 1. Reference Sub Clause 2.1.G Wind Load: The wind loads are listed at 25 psf. The
ASCE manual lists higher load requirements for the Boston area. Please clarify. Response: Industry standard PBB loading requirements per NFPA 415 are sufficient.
2. Reference Sub Clause 2.1.K Lighting: This section describes the fixed walkway to include fluorescent light fixtures containing 2 lamps spaced 8ft on center. Our standard interior lighting design consists of 2’ X 4’ light fixtures containing 3 lamps spaced on 12ft centers running parallel to the bridge center line. Please accept our standard lighting design.
Response: Accepted. 3. Reference Sub Clause 2.4.H Walkway loads: Please provide walkway floor
loads as per Internal Building Massport codes. Response: Industry standard PBB loading requirements per NFPA 415 are sufficient.
4. Reference Sub Clause 2.8.C.4.b Tire Size: This section calls for 16” diameter
tires. Our standard is 40” Please accept our standard tire configuration. Response: Contractor shall provide suitable size industry standard “solid tires” to accept all operational parameters of PBB and design aircraft fleet mix operations.
5. Reference Sub Clause 2.9.F Swing door width 44”: Our standard swing door
clear width is 43” Please accept. Response: Accepted.
6. Reference Sub Clause 2.13.B.1 Service door width 2’ 8”: Our standard 3 tunnel
service door width is 2’ 6”. Please accept. Response: Accepted.
7. Reference Sub Clause 2.14.A: The specification states to supply 12ea smart
sensors to gather and collect data stream on a “real time” basis of input and trending information. Please provide the supplier of these sensors systems and clarify who is responsible for the installation of the sensors.
Response: See attached Smart Sensor datasheet. 8. Reference Sub Clause 2.14.I.7 Gate Sign: The provided drawing shows an LED
light in the gate sign and the specification shows a fluorescent light. Please clarify.
Response: Provide LED lighting for gate signs. 9. Reference Sub Clause 2.15.A.5 Ribbed Rubber: This section calls for ¼” ribbed
rubber to be installed in the bubble/cab area and on the transition ramps. Our standard ribbed rubber is 3/16” thick. Please accept our standard ribbed rubber.
Response: Accepted. 10. Reference Sub Clause 2.16.3: This section calls for Bridge Cool ducted from the
PCA unit. We propose to provide a 5ton Roof Top A/C Unit in lieu of the specified pre‐cool. We believe this would result in some cost savings to the Owner as well as simplify the dual hose management system/duct splitter issues mentioned above.

11. Reference Sub Clause 2.18.C Gate Signage: Please clarify if the 9ea existing gate signs are to be replaced, or are just the lenses to be replaced?
Response: All gate signs shall be replaced with new complete gate sign assembly, and all gate signs shall be consistent in materials and finishes on all gates.
Section 13983 Preconditioned Air 1. Reference Sub Clause 1.1.B Mounting: See comments from Drawing PL.802. 2. Reference Sub Clause 2.1.B.1 Acceptable Manufacturers: Please accept JBT as
an approved PCA Manufacturer. Response: All alternates and substitutions will be considered for all Ground Support Equipment, including Pre‐Conditioned Air Units and 400hz units. Contractors shall follow the specification criteria for the basis of design guidelines for tendering purposes. During the submittal process all alternates and substitutions will be evaluated with the following documentation. Company profile, history and references, technical documentation, electrical and mechanical compliance codes, manufacturing process, quality control manual, after market support guidelines, warranty manual and spare parts list.

5. Reference Sub Clause 2.4.I: We provide a ¼” SAE valve in lieu of the 3/8” flare shut off valve specified. This will prevent accidental refrigerant discharge. Please accept.

cooled (TEFC) motors. Our standard 120 ton unit uses 6‐pole totally enclosed air over (TEAO) motors. 6‐pole motors are used to reduce noise and TEAO motors are used because of size limitations. TEFC motors will not fit inside our unit. Please accept our standard design.
Response: Quote as specified. 7. 2.1.I. requires the PCA unit to be provided with required hardware, software,
databases and any required site licenses to provide remote monitoring and control features as specified herein. 2.2.A.4. requires the PCA control system to consist of twelve (12) smart sensors that will be able to gather and collect data stream on a real time basis of inputs and trending information. Our PCA unit is capable of providing multiple points for monitoring using the PLC in the PCA unit with no additional smart sensors required. Is the remote monitoring supposed to be provided in addition to the 12 smart sensor monitoring?
Response: Quote as specified. The smart sensors are stand‐alone in addition to the PCA monitoring provisions.
Section 13990 Relocation and Refurbishment of Passenger Boarding Bridges 1. We would like to inspect the existing bridges and site. Please provide a contact

2. Reference Sub Clause 3.3.B.2&3 PCA & 400Hz Mounting: This section states that the PBB’s are to be equipped with mounting provisions for PCA and 400hz as well as the provision of BOOM AIR hose management and cable hoists for 180kVA units. Please clarify who is responsible to provide and install the PCA and 400Hz units on the relocated/refurbished PBB’s.
Response: Installation of all PCA and 400hz equipment and accessories shall be installed by each OEM (original equipment manufacturer) using factory certified technicians.
Section 16800 400Hz Ground Power Unit 1. Reference Sub Clause 2.2.D.11: The specification calls for efficiency of 93%.
Our unit is typically between 91 and 92%. Please accept. Response: Quote as specified.
2. Reference Sub Clause 2.5.A.3: The specification calls for an Amber light to
indicate the output contactor is on. On the JBT unit, the Amber light indicates input voltage is applied. We use a green light to indicate the output contactor is on. Please accept.

We have completed the review of the Bid Package and would like to submit the following questions:
1. Section 13041‐17, 2.14 Electrical System and Components; Section 13983‐3, 2.2 System
Performance Requirements; Section 13990‐6, 2.4 Spreadsheet Guideline Scope of Work: ‐‐‐‐
Q: These sections mention a requirement for “smart sensors”, but no specifications are
identified. Can more information please be provided for these sensors?
Response – The sensor manufacturer will ensure the commissioning and installation of all
sensors. Please see Addendum 1 and attached Smart Sensor product datasheet.
2. On Drawing PL.802 there is a requirement for a baggage conveyor mounted to the service
stairs, but in Section 13041‐16, 2.13 Service Door, Landing and Stair it mentions a
requirement for a wheel chair lift and late bag slide to be mounted to the service stair
landing.
Q: There seems to be a conflict with the requirements. Please advise as to what is to be
required and where.
Response – Contractor shall provide a wheel chair lift and bag slide at the landing, which is
attached to the fixed walkway tunnel.
3. On Drawing PL.802, the service stairs and landing are depicted to be mounted at the
walkway and not on the PBB.
Q: Is the requirement of relocating the service stairs/landing to be typical of ALL PBB’s at each
gate, including the Refurbished/Relocated PBB’s?
Response – Please reference General Note 3. The service stair, landing, and baggage
conveyance are only mounted to the INS level PBBs (refurbished/relocated PBBs). The club
level PBBs do not have service stair, landing, or baggage conveyance.

4. Please confirm that a point‐of‐use pre‐conditioned air unit is to be mounted at the rotunda
with a telescoping air duct and flexible air ducting connecting to the hose management
system and not a point‐of‐use PCA unit mounted at the outermost tunnel section with
flexible ducting connecting to the hose management system?
a. Please confirm that this is to be typical of ALL PBB’s at each gate, including the
Refurbished/Relocated PBB’s.
Response – All PCA units are to be mounted on rotunda column per specifications.
See item 5 below.
5. Please confirm that ALL PBB’s at each gate are to have 120 Ton PCA units with two hose
management system units each, including the Refurbished/Relocated PBB’s.
a. Also, would this require two telescoping ducts per PBB since the PCA units are dual
output?
Response – Correct. Two 120 ELT PCA units, two hose management systems. One
telescoping air duct with a two connector splitter.
6. Please confirm who is responsible for the supply and installation of the bollards depicted in
Drawing PL.802. If we, as the bidder, are required to supply and install the bollards, can the
structural drawings please be provided as stated? Please confirm if the bollards are just to be
provided for the three (3) potable water cabinets or other.
Response – Civil Contractor is responsible for the supply and installation of bollards. The
bollards shall protect the potable water cabinets and the operational range/swing of the PCA
unit mounted to the rotunda column.
7. Section 13041‐22, 2.18 Gate Signage: The Bidder is to replace the PBB signage at adjacent
existing gates.
Q: Please confirm if we are just to replace the panels or the complete gate sign.
Response – Contractor shall provide new complete gate sign assemblies for all PBBs. All gate
signs should match with consistent materials and finishes.
8. Please confirm that there is not a goal for M/WBE at this time for this project.
Response – There are no M/WBE goals for this scope of the project. See Addendum 1.
9. Paragraph 2.1.B of specification section 13983 for Preconditioned Air Units only lists
TwistAero as an approved vendor. Can ITW GSE Hobart also be added as an approved
vendor?
Response – All alternates and substitutions will be considered for all Ground Support
Equipment, including Pre‐Condition Air Units and 400hz units , . Contractors shall follow the
specification criteria for the basis of design guidelines for tendering purposes. During the
submittal process all alternates and substitutions will be evaluated with the following
documentation. Company profile , history and references, technical documentation,
electrical and mechanical compliance codes, manufacturing process, quality control manual,
after market support guidelines, warranty manual and spare parts list.

10. The specifications and drawings call for the PCA unit to be mounted to the rotunda. The
physical size of a 120 ton DX PCA unit makes this very difficult or not possible. Would you
consider under‐bridge mounting on the c‐tunnel or ground mounted as an alternative?
Response – Quote to specifications.
11. Please confirm who is to be considered the Construction Manager.
Response – Suffolk Construction.
12. Please provide more information regarding the smart sensors and their interface.
Response – See item #1.
13. Q: The specified paint system is based on using hot rolled steel. Thyssen uses cold formed
galvanized / galvannealed steel panels that requires a special paint system. Thyssen’s paint
system meets and exceeds what is specified. As provided for previous equipment to Boston,
would you please accept our paint system designed for galvannealed steel and suited for the
Boston climate?
Response – Accepted, provide documentation.
14. Section 13041‐20, B. Exterior: Q: ThyssenKrupp has supplied many bridges throughout the world without issue of the
finishes. If we demonstrate that our finish process and material is equal to or better than is
what is specified, would our standard exterior and interior finishing process be accepted?
Response – Accepted.
15. Chapter VII – Legal Relations and Responsibility to Public; Article 37.1‐Insurance Requirements
This section indicates, “Limits shall be provided on a per project basis.”
We respectfully request ‘per project aggregate’ requirement be deleted from this section. If
required, we can, however, add the ‘per project’ endorsement for an additional cost. In lieu
of a ‘per project aggregate’ we can provide up to a $10,000,000 general aggregate limit
(primary) and an additional $20,000,000 excess limit at no additional cost.
Response – Providing up to $10M general aggregate insurance and additional $20M excess
limit is acceptable to Massport.
15. Chapter VII – Legal Relations and Responsibility to Public; Article 37.5‐Pollution Legal
Liability
This section indicates, “Construction Manager shall provide Pollution Legal Liability coverage
with a minimum limit of $5,000,000.”
Please confirm Pollution Legal Liability is required for this scope of work.
Response – Pollution Liability Insurance is not required for this scope of the project.

16. Chapter IX – Measurement and Payment; Article 76‐Partial Payment
This section indicates, “Within fifteen (15) days after receipt from the Construction Manager
of a periodic estimate requesting payment of the amount due for the preceding month, the
Authority will make a periodic payment to the Construction Manager for the Work performed
during the preceding month and for the materials not incorporated in the Work but delivered
and suitably stored at the site (or at some location agreed upon in writing) to which the
Construction Manager has title or to which a Subcontractor has title and has authorized…”
Please confirm it will be acceptable to include progress billings for engineering, material, and
labor costs incurred during the manufacturing process and prior to delivery.
Response – Massport will entertain progress billings so long appropriate documentation of
material ownership and insurance is provided with the requisitions.
17. Division IIB – Special Provision; Section 5‐Liquidated Damages
This section indicates, “Milestone 1: $2,500 per calendar day”.
We respectfully request liquidated damages be capped at 10% of the contract value.
Response – Capping LD’s to 10% of the contract value is acceptable to Massport.
18. Please confirm that our standard galvannealed floor construction will be acceptable for
the tunnel sections.
Response – Accepted.
19. Section 2.4 Fixed Walkway, H: Fixed Walkway loads for roof and flooring must exceed
the local Internal Building Codes adopted by Massport.
Please confirm that the PBB industry standard loads of 40 pounds per square for floor
structure, roof loads of 25 pounds per square foot over the total roof area, and a wind load of
25 pounds per square foot. If not, please define the acceptable loads.
Response – We accept industry standard loads.
