About FSFN User Guide
The Florida Safe Families Network (FSFN) User Guide helps you understand the steps to
complete your work in the FSFN system. This user guide does not cover every system feature
built into FSFN but describes the most commonly used functions to complete your day-to-day
work in the FSFN application. This user guide, when used with Online Help and the How Do I
Guides, helps you successfully use the FSFN system as a support tool in your important work
of safeguarding the safety, permanence, and well-being of children, families, and adults of
Florida.
The Intended Audience
This user guide serves a wide audience of FSFN end users who include:
• Child Case Managers
• Child Protective Investigators
• Child Case Supervisors
• Child Protective Investigator

Prerequisite Knowledge
This user guide was developed with specific prerequisite expectations. Before reading this
guide, please read the following information. If you need to refer to additional User Guides,
How Do I Guides, or other information, visit the DCF FSFN Website (http://fsfn.dcf.state.fl.us).
• You must have a working understanding of Florida Department of Children and Families
Policies and Practices as related to the use and operation of FSFN.
• You must have a working understanding of the basic FSFN navigation and functionality.
See the Multi-Topic Basics User Guide and How Do I Guide.
• If you are a supervisor, also see the Multi-Topic Supervisory User Guide and How Do I
Guide.
• Key tasks described in this guide start at the FSFN Desktop, Case Book, or Person
Book, unless otherwise noted. If you are unfamiliar with how to navigate to these three
pages, see the User Guides for Multi-Topic Basics, Case Book, and Person Book.
• The Search page referred to within this user guide is the Search page with four (4) tabs:
Person, Case, Provider/Organization, and Worker. This Search page is commonly
called the Utility Search or Navigational Search. It is accessed primarily from the
Desktop by clicking Search on the Banner or Utilities menu. Other type of searches may
be referred to as data retrieval searches. These searches use different search
functionality than the Utility Search. For example, the Person Search page provides a

method to search for a person and retrieve person data that pre-fills into the page in
which you are working. The Person Search page should not be confused with the
Search page with the Person tab.

Progress Update Overview
This User Guide describes the FSFN design of the Progress Update module, which supports
the ongoing assessment of cases that involve abuse, neglect, abandonment, or situations
where there is a threat of harm.
The addition of this module replaces the current Family Assessment module and supports the
Case Manager in the assessment of six critical information collection domains for ascertaining
impending dangers.
The Progress Update module is a family-centered, solution focused approach to working with
the families across the continuum of care from the Hotline/Intake process through Investigation
and Case Management to case closure.
The Progress Update page in the FSFN system supports the new Family Safety Decision
Making Methodology (FSDMM) that the Department, in collaboration with other stakeholders,
has adopted. The Progress Update supports a standardized practice of information collection,
evaluation, and analysis. Enhancements to this module support the following goals of the Child
Protection Transformation and Statewide Automated Child Welfare Information System
(SACWIS) Compliance project to facilitate the safety of children and families:
• Improve quality and consistency of decision-making
• Eliminate redundant processes and re-work
• Gain efficiencies through enhanced technology
The Progress Update page assists users in their ongoing efforts in evaluating family strengths
and protective capacities, which continues the assessment completed during the FFA-Ongoing.
The Family Functioning Assessment assesses the family as a whole, and how each of the
family members interact with one another. It addresses and identifies the ability of the adults in
the case who are in a caregiving role and their ability to parent. It also assesses each adult’s
history, which can affect future outcomes.
About the Progress Update Module
The Progress Update module includes one of the major functions of the Florida Safe Families
Network (FSFN) that support the ongoing services process. The module has been created to
support business process changes resulting from the Child Protection Transformation and
SACWIS Compliance Project requirements. It supports access to, as well as the creation and
maintenance of the ongoing measuring tools in FSFN. The Progress Update supports the
FSDMM model, providing functionality that also results in the following efficiencies:
• Pre-fills from the identified FFA – Ongoing or Progress Update (if applicable)
• Actions and Text (notifications and templates) List Box providing easy access and
launch point for approvals, Progress Update template, and the Supervisor

Consultation Pop-Up page to document Supervisor Consultations, Rapid Safety
Feedback, and Immediate Child Safety Action Follow-Ups.
• Provides quick access to the Maintain Case page, as well as participant specific
pages (i.e., Education, Medical/Mental Health)
Please note that references made to “Notifications and Templates” denote notifications as a
technical term that is similar to templates. The key difference is that notifications pre-fill
everything from the FSFN system; they do not have any user-entered fields and are not saved
to the FSFN database. Therefore, regardless of when the template is launched it will pull in all
the most current, up-to-date information from FSFN.
Additional benefits to the Progress Update module include:
• Presenting information in a structured manner, therefore facilitating decision-
making relative to the interventions needed to increase parental protective
capacities and mitigating child vulnerabilities
• Providing flexibility to the end users in identifying the family composition based on
the current family dynamic, as well as identifying family support persons involved
with the family.
o This flexibility is unavailable to users with the current Family Assessment
page in FSFN.
Once the case transfers for ongoing case management, the Case Manager assumes the
Primary Case assignment and is responsible for safety management, case management, and
immediately begins the Family Functional Assessment-Ongoing process. Once the FFA-
Ongoing is complete, the Case Manager begins the progress evaluate process.
There is one Task Due associated with the Progress Update. The primary worker assigned to
the case receives a Task Due regarding a Follow-up Supervisor Consultation when a date for
the follow-up is entered on the Supervisor Consultation page. After the supervisor documents
the follow-up, the Task Due is removed from the primary worker’s desktop.

Creating a new Progress Update
About Creating a new Progress Update
Before creating a new Progress Update page, an FFA-Ongoing or Progress Update must be
created. The FFA-Ongoing/Progress Update Select pop-up page allows the user to select the
appropriate FFA-Ongoing or Progress Update that is either “Pending” or “Approved”.
On clicking Continue, FSFN launches the Case Plan Worksheet Select pop-up page that
displays any Case Plan Worksheet pages that have been created in association with the
selected FFA – Ongoing or Progress Update. If an FFA-Ongoing was selected, all Case Plan
Worksheets created from the FFA-Ongoing will display. If a Progress Update was selected,
only the specific Case Plan Worksheet used to create the Progress Update will display. The
Outcomes Evaluation tab on the newly created Progress Update pre-fills from the Case Plan
Worksheet, not from the previous Progress Update. The system will use the data from the
selected Case Plan Worksheet page Outcomes tab to update the Outcomes Evaluation tab
upon clicking the Refresh button on the Progress Update. If there is no Case Plan Worksheet,
FSFN creates the Progress Update with the selected FFA – Ongoing or Progress Update pre-
filling the corresponding fields in the new Progress Update and does not pre-fill Outcomes on
the Outcomes Evaluation tab.
Key Tasks
To create a new Progress Update from the Case Book (Case Actions)
1. Access the Case Book page.
2. From Case Actions, click the Progress Update hyperlink.

3. The FFA – Ongoing/ Progress Update Selection Pop-up page is displayed.
4. From the FFA-Ongoing/Progress Update Selection group box, select a radio button
for the FFA-Ongoing or Progress Update that is either “Pending” or “Approved.”
Note: The FFA – Ongoing/ Progress Update Selection pop-up page includes a column
labeled "Household Name" which displays the Household Name currently captured on the
FFA - Ongoing or Progress Update when accessing the selection pop-up page via any of
the following workflows: creating an FFA - Ongoing; creating a Progress Update; creating
the Case Plan Worksheet; or updating the "link" on the Case Plan Worksheet.
5. Click Continue.
The Case Plan Worksheet Selection pop-up page displays.
If there is not a Case Plan Worksheet, the Progress Update is created with the
selected FFA-Ongoing or Progress Update pre-filling the corresponding fields in
the new Progress Update, and does not pre-fill Outcomes on the Outcomes
Evaluation tab.
The Case Plan Worksheet Selection pop-up page displays only those Case
Plan Worksheet pages created in association with the selected FFA-Ongoing or
Progress Update based on the FFA-Ongoing ID or Progress Update ID.
Clicking the Refresh button on a Progress Update will automatically update the
Outcome Evaluation tab with the most current information documented on the

associated Case Plan Worksheet that was selected upon creating the Progress
Update.
o If there were modifications to the existing Outcomes and/ or Tasks, the
updates will be reflected on the Progress Update. Therefore, if an
Outcome or Task has been removed, it will no longer display following
Refresh on the Progress Update.
o If new Outcomes and/ or Tasks were added, they will be reflected on the
Progress Update.
o If no change was made to an Outcome and/ or Task, it will remain current
on the Progress Update.
o This change applies to any pre-existing Progress Update pages. For
example, upon implementation there is an existing, Pending Progress
Update. If the user clicks the Refresh button the Progress Update will
utilize this new functionality and update accordingly.
6. Select the Case Plan Worksheet.
• If the selected Case Plan Worksheet does not contain Outcomes, the following
message is displayed:
o The Case Plan Worksheet Page selected does not have Outcomes listed
on the Outcomes tab. If you continue to create the Progress Update Page,
no outcomes will pre-fill on the Outcomes Evaluation tab to evaluate. Do
you wish to continue? <Yes> <No>

The Progress Update page is created in association with and pre-fills from an existing FFA –
Ongoing or Progress Update page. Upon creating, the Progress Update will only pre-fill with
what has been documented on the selected FFA-Ongoing or Progress Update up to the point
at which the Progress Update is created and does not subsequently update if additional
FSFNFSFN

changes are made to the FFA-Ongoing or Progress Update from which it was originally pre-
filled. The Progress Update page includes a field labeled “Household Name” in the Case
Information group box which is required upon save. If the FFA- Ongoing or Progress Update is
approved and frozen, this field will be disabled and grayed out.
The tabs captured on the Progress Update page include Participants, Family Assessment
Areas, Reason(s) for Ongoing Involvement, Child Needs, Protective Capacity Analysis and
Family Change Strategy, Safety Summary and Planning, and Outcomes Evaluation.
The tab design supports the need for all users to have quick access to case and participant
specific information in FSFN. This document describes the functionality for each tab in detail.
The Supervisor Consultation page launches from the Progress Update page and can be
created as many times as needed. The Supervisor Consultation provides the ability for
Investigations and Cases to be identified as Rapid Safety Feedback. Furthermore, when a
Rapid Safety Feedback Review/Consultation is performed, there may be an immediate child
safety action that is required and Immediate Child Safety Action Follow-Up to be performed.
The Supervisor Consultation module provides the Practice Experts with the functionality to
identify Rapid Safety Feedback, as well as capture the details regarding the Immediate Child
Safety Action Follow-Up.
The standard approval process applies to the Progress Update page whereby the user who
created the page submits the Progress Update to their Supervisor for final approval once
completed. Once approved by the Supervisor the Progress Update page becomes disabled. If
a Supervisor Consultation has been completed, then an additional edit is required to be
enforced upon attempting to approve the Progress Update page.
Key Tasks
To review the Case Information – Header
1. On the Progress Update page, review the pre-filled case information.
The following fields provide hyperlinks to other pages:
o Case Name launches the Maintain Case page.
o Created from FFA-Ongoing/Progress Update ID launches the associated FFA-Ongoing or Progress Update page.
o Case Plan Worksheet ID launches the Case Plan Worksheet page.
To complete the Participants tab
1. Click the Participants tab.

2. In the Household Composition group box, delete or add participant as necessary:
• In the Children group box, either delete or add children (there must be at least one child participant in the Progress Update)
• In the Family Support Network group box, either delete or add family support participants
• In the Parent/Legal Guardian(s) / Other Adult Household Members in Caregiving Role group box, either delete or add other family participants (there must be at least one caregiver participant in the Progress Update)
To complete the Participant Selection pop-up
1. Click Insert in the Children group box.
The Participant pop-up page displays.
The pop-up displays all active FSFN case participants under the age of 18 who
are not already included in the Children group box display.
2. Select a participant, if needed.
3. Click Continue.
4. Click Insert in the Family Support Network group box.
The Participant pop-up page displays.
The pop-up displays all participants in the Professions/Family Support Network
Contacts tab/Family Support Network Contacts group box on the associated

Family Support Network Contacts must be deleted from FFA – Ongoing,

7. Click Insert in the Parent/Legal Guardian(s)/Other Adult Household Members in the
Caregiving Role group box.
The Participant pop-up page displays.
The pop-up displays all active FSFN case participants, regardless of age, not
already included in the Children or Parent/ Legal Guardian(s)/Other Adult
Household Members in Caregiving Role group boxes.
If the participant does not display in the Participant pop-up page, the user can
launch the Maintain Case page, add the needed participant, click Refresh on the
Progress Update page, and the participant displays in the appropriate group box.
The Refresh button refreshes the Progress Update page with data from the
Maintain Case, Person Management, and Education pages. Data from the
selected FFA-Ongoing or Progress Update page that pre-filled the Progress
Update will not update.
If a change to the child’s age, Child Needs, or Protective Capacities was made
and you click Save, FSFN generates a validation message reminding you to
Refresh the page to update the applicable sections before saving.

To complete the Family Assessment Areas tab
1. Click the Family Assessment Areas tab.
2. The Family Assessment Areas group box pre-fills from the corresponding field on the
selected FFA-Ongoing or Progress Update page.
The Child Functioning, Adult Functioning and Parenting domain narratives will
NOT be pre-filled from the FFA - Investigation, FFA - Ongoing or Progress Update over
to the FFA - Ongoing.
The Child Functioning, Adult Functioning and Parenting domain narratives will
NOT be pre-filled from the FFA - Ongoing over to the Progress Update

3. Use the Additional Ongoing Information text field to document any updated
information regarding the extent of maltreatment and surrounding circumstances, if
applicable.
The Child Functioning group box will not pre-fill from the corresponding field from the
selected FFA-Ongoing or Progress Update page.
4. In the Child Functioning group box, click the Child’s Name hyperlink.
The Person Management page associated with the child displays.
5. Click the Medical/Mental Health hyperlink.
The Medical/Mental Health page associated with the child displays.
The Medical/Mental Health hyperlink displays only if the participant has an
associated Medical/Mental Health page in the associated FSFN Case and the
user has the applicable security to view Medical/Mental Health pages.
If the user does not have security, Medical/Mental Health displays, but not as a
hyperlink.
6. Click the Education hyperlink.
The Education page associated with the case child displays.
The Education hyperlink does not display if the child does not have an existing
Education record in that particular FSFN Case.
7. In the How does the adult function on a daily basis? group box, click the Adult’s
Name hyperlink.
The Person Management page associated with the adult displays.
8. Review/modify the information in the How does the adult function on a daily basis?
text box.
The text box will not pre-fillfrom the corresponding field on the selected FFA-Ongoing or
Progress Update page.
9. In the Parenting group box, click the Parents/Legal Guardians Name hyperlink.
The Person Management page associated with the Parent/Legal Guardian displays.
10. Review/modify the information in the General – What are the overall, typical,
parenting practices used by the parents/legal guardians? text box.
The text box will not pre-fill from the corresponding field on the selected FFA-Ongoing
or Progress Update page.

Upon creation of the Progress Update page, each Danger Threat Yes or No radio button pre-
fills from the corresponding Danger Threat on the selected FFA-Ongoing or Progress Update
page, however, they are user modifiable.
The Danger Statement text box pre-fills from the existing FFA-Ongoing or Progress Update;
however, it is user modifiable.

The Child Needs tab captures the child’s needs, whether the parents/caregivers are meeting
the needs, and any additional relevant information to how well the needs are being met. The
user can decide if the ratings of C or D should be included in the Case Plan. The decision to
include the C or D ratings in the Case Plan is not based on whether the parents/caregivers are
meeting the need, nor needs support or assistance to meet the need. The ratings are:
• A = EXCELLENT - Child demonstrates exceptional ability in this area
• B = ACCEPTABLE - Child demonstrates average ability in this area
• C = SOME ATTENTION NEEDED - Child demonstrates some need for increased support in this area
• D = INTENSIVE SUPPORT NEEDED - Child demonstrates need for intensive support in this area.

The Priority Needs group box pre-fills with needs that have been identified with
a C or D response in the Child Needs group box.
Please note that if a change is made to ratings in the Child Needs group box,
and the rating change results in a change to the information displayed in the
Priority Needs group box (e.g., an A or B rating changed to a C or D rating, or
vice versa), the user must click the Refresh button to pull in the most up-to-date
information.
The Development Need only requires a rating when the child is under 6 years of
age and the Education Need only requires a rating when the child 6 years of age
or older.
Life Skills is only required for children over the age of 13.

To complete the Protective Capacity Analysis and Family Change Strategy tab
The Protective Capacity Analysis and Family Change Strategy tab provides the user the ability
to analyze the protective capacities for the participants in a caregiving role.
Upon creation of the Progress Update page, the Behavioral Protective Capacities Rating radio
buttons (A/B/C/D) in the Protective Capacities group box pre-fill from the corresponding
Protective Capacity on the selected FFA-Ongoing or Progress Update page.

The Priority Needs group box pre-fills with Protective Capacities that have been
identified with a C or D response in the Protective Capacities group box. The
user indicates a Yes or No response to decide if the ratings of C or D should be
included in the Case Plan.
Please note that if a change is made to ratings in the Protective Capacities
group box, and the rating change results in a change to the information displayed
in the Priority Needs group box (e.g., an A or B rating changed to a C or D rating,
or vice versa), the user must click the Refresh button to pull in the most up-to-
date information.
The Family Strategy group box contains the following text boxes to capture 1)
Family Goal, 2) Ideas on how to meet goal(s), and 3) Potential Barriers that
may exist to meeting the goal(s). These fields pre-fill from the corresponding field
from the selected FFA-Ongoing or Progress Update page.
The Motivation for Change group box indicates the motivation level for change
for each caregiver; the radio buttons pre-fill from the corresponding fields on the
selected FFA-Ongoing or Progress Update page.

To complete the Safety Summary and Planning tab
The Safety Summary and Planning tab assists the user in the safety analysis of the
parent/caregiver’s home, whether children are in an In-Home or Out-of-Home placement. It
assists users in determining if a Safety Plan should be created, and assists users in analyzing
existing Safety Plans, enabling users to determine if the existing Safety Plan is sufficient, if
changes are needed to the Safety Plan, or if the Safety Plan is no longer needed.
For children in an In-Home placement, this safety analysis can be used to determine whether
children can stay in the home or be removed. For children in an Out-of-Home Placement, the
safety analysis can be used to determine if placement of children back into the home is a viable
solution or if continued Out-of-Home Placement is necessary.

2. In the In-Home Safety Analysis and Planning group box, click Yes or No for each
item.
3. Summarize your analysis in the appropriate text box, which is displayed based on
responses to the In-Home Safety Analysis and Planning questions:
• If Yes to all of the In-Home Safety Analysis and Planning questions, a Safety
Plan must be implemented (Please refer to the Safety Plan How Do I Guide).
For children in an Out-of-Home placement, enter a narrative describing the
safety analysis to support reunification with an In-Home Safety Plan.
• If No to any of the In-Home Safety Analysis and Planning questions, the Out-Of-
Home placement is applicable. Summarize reason for Out of Home Safety Plan
and conditions for return.
4. In the Current Safety Plan Assessment for Sufficiency group box, select the
appropriate statement of the three statements.
5. Enter narrative in the “Based on the determination selected above…” text box to
describe the assessment process used to make the selection.
6. Click Save to save the work.
7. Click Close to leave the work in progress.

To complete the Outcomes Evaluation tab
The Outcomes Evaluation tab aids the user in evaluating the outcomes as listed on the Case
Plan Worksheet. The outcomes pre-fill from the selected Case Plan Worksheet, allowing the
user to evaluate each outcome.
1. Click the Outcomes Evaluation tab.
2. Select or modify the Outcome in the Outcome Evaluation group box as necessary by
selecting the radio button associated with the individual outcome to update.
3. Update the Overall Outcome Progress by selecting the appropriate radio button:
Excellent; Adequate; Not Adequate; No Progress; and Not Evaluated.
4. Select the appropriate radio button in the Changes in case plan goals, outcomes,
actions and/or supports group box.

Actions and Text group box
About the Actions and Text group box
The hyperlinks in the Actions and Text group box only display after the Progress Update page
is saved successfully for the first time. The Supervisor Consultation captures Supervisor
Consultations, in addition to allowing Practice Experts with functionality to identify Rapid Safety
Feedback and capture the details regarding the Immediate Child Safety Action Follow-Up. The
Supervisor Consultation functionality is available throughout the life of the Progress Update
page. The user submits the Progress Update page to their supervisor, or an alternate
supervisor, using existing approval functionality. If changes were made to the Supervisor
Consultation page related to Rapid Safety Feedback, additional edits are enforced upon
attempting to approve the Progress Update page. Once approved by the supervisor, the
Progress Update page is disabled (closed and frozen). The most recently captured data from
the Progress Update page displays on the Progress Update template.
