BACKGROUND & PURPOSE • FS 252.60

• “Appropriate county” means a county which is required by the United States Nuclear Regulatory Commission or the Federal Emergency Management Agency to be designated a risk or a host county.

• “Plans” means the radiological emergency response plans and preparedness in support of nuclear power plants requirements, including facilities and equipment, currently contained in NUREG-0654 and FEMA-REP-1 or as may be required by cognizant federal agencies in the future.

• “Funding” All funds for the implementation of this section shall be provided by the operators as required by subsection (4), except that operators may enter into bilateral agreements with other state agencies or appropriate counties when necessary. No political subdivision of the state shall be considered to have obligated or consented to have obligated any funds from any local revenue source whatsoever by complying with the provisions of this section.

BACKGROUND & PURPOSE • Florida Administrative Code 27P-6.0025

• This county plan shall provide a detailed description of the process to be

used to protect the public from the potential health effects associated

with a radiological emergency at a commercial nuclear power plant. Only

those counties within a 50 mile radius of a commercial nuclear power

plant are required to develop this plan. This plan shall be developed with

direct assistance from the Division and shall be incorporated into the

appropriate site plan contained in Annex A of the State Plan. This plan

shall comply with the Criteria for Preparation and Evaluation of

Radiological Emergency Response Plans and Preparedness in Support of

Nuclear Power Plants (NUREG-06541 FEMA REP-1 Rev. 1). These criteria

are available from the Division and may be obtained by writing the

Division at 2555 Shumard Oak Boulevard, Tallahassee, Florida 32399.

This plan or annex shall be submitted to the Federal Emergency

Management Agency for review and approval.

perform municipal functions and render municipal services, and may

days and they have expended all of their resources

• Requesting state assistance in setting up an additional

AERIAL EXERCISE VENUE

FLOWCHART

• Mile Marker 106 (MM-1) – This location was simulated and set up

at the Murray Nelson Center. Exercise participants designated as “Victims” reported to the MM106 Tent and simulated travel to the Radiological Reception Center.

Upon departing this station, “Victims” were issued a triage tag and were scanned by EM Tracker

utilizing Monroe FR personnel, beginning the evacuee tracking.

• Demographics (DE-2) – This station was co-located at the Mile Marker

106 tent and was used by MRC Volunteers and Monroe FR to enter

exercise “victim” demographic information into the EMTrack

system.

• Greeting/Medical Screening Area (MA-3) – This would normally be set-up in two separate locations in the reception center and would be

used to locate any individuals with gross contamination and/or medical concerns not associated with radiological contamination.

For this exercise, Medical Reserve Corps and ESF-8 Strike Teams will utilize EM Tracker to scan all individuals/victims arriving at the

reception center.

• Radiological Monitoring Area (RM-4) – This location will be used to locate and identify

personal contamination utilizing portal monitors and handheld friskers. Staffing at

this station will be provided by Medical Reserve Corps and ESF-8 Strike Teams. If

individuals are found to be contaminated they will be directed to Decontamination Area (HD-

5). Individuals found to be free of contamination will be directed to Registration Area/KI Distribution (RK-6). EM Tracker will be used to scan all individuals/victims arriving at

the Radiological Monitoring Area .

• Pet Monitoring/Decontamination (PD-5) - This location was used to monitor/decontaminate “Household Pets” utilizing portable showers. No water or actual animals were used during this process. Staffing at this station was provided by Florida Department of Agriculture and Consumer Services, U.S. Department of Agriculture & Medical Reserve Corps. EM Tracker was used to scan all “simulated pets” arriving at the Pet Decontamination Area.

KEY LIME RADEX

• Decontamination Area (HD-6) – This location will be used to decontaminate “Victims”

utilizing portable showers. No water will be used during this process. Staffing at this

station will be provided by Monroe County Fire Rescue, Citrus County Fire Rescue, Levy

County Emergency Management, and Medical Reserve Corps. EM Tracker will be used

to scan all individuals/victims arriving at the Decontamination Area.

• Registration Area/KI Distribution

(RK-7) – This location will be

used to obtain demographic

information from all individuals

entering the reception center.

They will also receive Potassium

Iodide (KI) with instructions on

how to consume. Staffing at this

station will be provided by

Monroe County Health

Department and Medical Reserve

Corps. EM Tracker will be used to

scan all individuals/victims

arriving at the Registration Area.

• Mass Care/Red Cross (MC-8) –

This location will be used to

process all individuals at the

Reception Center for any

personal assistance or shelter

needs. Staffing at this station will

be provided the Monroe County

Chapter of the Red Cross. EM

Tracker will be used to scan all

individuals/victims arriving at

Mass Care.

• Clean Pet Shelter (CP-9) - This

location will be used to

temporarily house animals that

have been de-contaminated or

were declared clean after initial

monitoring. Staffing at this

station will be provided by Florida

Department of Agriculture and

Consumer Services, U.S.

Department of Agriculture, and

Medical Reserve Corps. EM

Tracker will be used to scan all

“simulated pets” arriving at the

Pet Decontamination Area.

• Bus Loading Area (BL-10) – This location will be used to simulate transportation

to a shelter for the individuals who have completed the reception center process. Staffing at this station will be provided the Monroe County Chapter of the Red Cross. EM Tracker will be used to scan all individuals/victims arriving at the

Bus Loading Area.

• Shelter (SH-11) – This location will be used to simulate the sheltering process for individuals who have completed the

reception center process. Staffing at this station will be provided the Monroe

County Chapter of the Red Cross. EM Tracker will be used to scan all

individuals/victims arriving at the Shelter.
