Dear Mr. Leavitt: '
c,;·- In c~necti~n VS.t~ ~;~c~~-:~~nversations concerning the refugee si tua.tion in !iveden,' you ·-wtlf·J!e interested to know that we haYe recently received 1JI!.oraat1o~'·on-thiB subJect from our representati'fii' in· Stockho_lm.-:v ·
It is reported that. the .local l~oaaic community has no financial means of ase~ing support tor additlcnal Jev1sh refugee•, It 1B presently ~por.ting approrlmately 80 Jewish children and women of Finnlah natlonaUt:r and about 110 etatelees Jeve, perU:r with the assistance of financial support supplied by Joint. While it is willing to assume edminletrat1Ye reeponslbili\y for •UT additional Jews arriving from Finland, it is stressed that American funds will be required to under-write the maintenance coats,
Mosaic estlmateo the-coat of aaintalning children at 160 kronor monthly and adults at 200 monthly. While the over-all eatimetea supplied by Moeaio are eoaevhat contused, it would appear that thre'\ months support for the_ 500 refugees proposed recently would approximate $76,000, aaaua!ng that moat of them are unemployable& and arrive without any resources. No transportation coste apparently are involved since these retuceee are arranslnc their own transportation.

The fact that out of 92 persons arriving in evacu-- . /
atio.ri ·ship ·BIRGER JLRL from ·Helsinki only one member
of Fir;.nish Jewish community was present requires ex-
planation. It is my belief that Jewish comm~nity
failed (a) to take proper steps quickly enough to inform
probable passengers or (b) that it failed to- make it
clear that refugees of community could avail themsevles
of Stockholm maintenance subsidy offered by Board Of
(c) that intercommunity or intracommU:nity dissensions
imposed last minute obstrrcle.
Legation at Helsinki for some months acted in __
interests of community and tried to facilitate in every
way possible Jewish travel to Stockholm. 106 Jewish
refugees were enabled to leave in May and June and
Jewish community expressed its appreciation formally
to Legation. Some days before BIRGER JARL sailing

in advance. Mr. \Vs,instein was instructed whenh_otifying
his people to observe the restrictions on publi?ity
which Department had laid down in tis telegraml274,
June 28, 7 p.m. to:Stockholm in view of-delicate negoti~

authorities. Mr. Vlnins_tein was also told that he
should be prepared to give names of some passengers
and any additional names by Sunday July 2.
Thus the community had notification of the sail-
ing as early as any other national group and, indeed,.
in view of its more precarious position Legation had
been particularly active in arranging for Jewish travel.
On July 2 Mr. Wainstein presented to -me i:t list of some

state police. Despite pro<ilding tho police did not
complete their check until late Monday afternoon, July

enough left them tovisa Mr. Wainstein's second list.
Nevertheless, I obtained from Swedish Legation assurance
that if nev1 individuals from second list should appear
I might take risk of embarking them and arguing their
case with Swedish immigration authorities in Stock-
holm. This I was prepared to do and I hoped the pas
senger list would finally include some 35 members of
community.

GUf;r d \iar Refugee Board sends tho following.
Refer your 341 of April 20. llhile granting the desirability of an offic.ial Finnish statement on victims of Nazi oppression and persecution War Hefugee Board feels, and the Department agrees, that the political factors as reported by you rmay be considore.d to outweigh any advantages that might accrue--throu{Sh the ·:ts~t.;ll,nce at this time of such a statement by the Finnish Governp;_e});t.
-~ ;"- ..
The Board w.ould'appraciate, however, your employing delaying t"m:tics with 1he F_or,eign Office in the event that the statement might be c·onsidered: opportune and of value at some later date.
With reference' to movement from Finland to Sweden of various refugee groups and Finnish Jewish community listed your 303, April 3, Llinister Johnson has just reported that Swedish Government <ioes not believe that rr.inority groups in Finland are in serious danger from the Germans but that refuge would probably be extended if Finnish Government requested swedish Government to allow entry of these persons on ground that they may be in jeopardy in Finland.
Should circUillstances so warrant, you are in your discretion authorized to approach appropriate officials of the Finnish Government in this connection. Please keep abreast of developments which may make desirable the movement from Finland of potential vict~~s of the Gestapo in the event the Germans take action in
"' J?inl@d paralleling that taken by them in Hunga~. Humania and ~~ulg~ia, and keep the Department advised.

Swedes and others is appreciated by the War Refugee Board.
The BllJard is charged 11i th rescuing "the victims of Elnell?y

the Board would warmly welcome Swedish 1:1.ction to afford \

endangered as the result of increased German influence.
Concerning Helleted'e remark that permiss~on to

refer him to Boheman's statement reported in your cable

arrived as stowaways on vessels from German controlled p~rts. Concerning lfork, a refuge·e living in Finland 1 s subject

she fears will be domination of Finnish pro~Nazi elements

The Swedtsh Cabinet has considered this appUcatllon twice
and has made an adverse decision. The Government of Finland
was advised that d~tlying a&ii't·d,~ce to these refugees at
. presen-t was not·· be0!':\13B they were Jews or because of any un-
w1Uingnese .-on swed~:'~s part to adml t refugeet! who were in
neetl:<'br 1n'datfger·but that their being Jews and lenving Fin-' .
lend at th1a time the Government of Sweden believed would be·
very b~d pr·opagAnd-a for Finland abroad especially since in
fnot no urgent necessity for their leaving Finland existed.
Confidentially Boheman added that Sweden would admit th~m
immed1~tely if th1a group of refugees should in fact be placed
1n any danger 1n _Finland due to the s1 tuat1on which DIY Finnhh
caller fe!ll'ed.
