The path towards ENEF
EnergyEnergy
ENEF launch in 2007
• Commission initiative in the context of the energy and climate policy
• “The European Council suggests that broad discussion takes place among all relevant stakeholders on the opportunities and risks of nuclear energy.”
March 2007
EnergyEnergy
Energy 2020 strategy – 5 Priorities
• Achieving an energy efficient Europe• Building a truly pan-European integrated energy
market• Empowering consumers and achieving the
highest level of safety and security• Extending Europe's leadership in energy

Experiences in the WGs
EnergyEnergy
Opportunities - Mandate
• Translation of costs of nuclear energy into electricity prices for the final consumer
• Establishing a roadmap for the development and responsible use of nuclear in Europe, covering in particular legal and financial aspects
• Exploring new fields of application of nuclear energy, beyond electricity generation
EnergyEnergy
Opportunities – current activities• Further contribute to developing a clear vision of the 2050
perspective in support of the Commission's Energy Roadmap 2050 and Nuclear Indicative Programme (PINC)
• Finalise phase 2 of the SWOT report covering opportunities and threats for nuclear until 2050, thereby integrating an in-depth analysis of the consequences of Fukushima
• Analyse electricity grid aspects and their consequences for the contribution of nuclear energy to the low carbon electricity mix of the future
• Keep an active dialogue with the Financial Institutions and the Commission to further develop and implement the recommendations of the Report on Financing
• In cooperation with the WG Risk, progress towards the harmonisation of licensing and reactor design approval at European level
• Keep an active dialogue with EESC to include the view of the civil society

EnergyEnergy
Transparency - Mandate
• Establishing a roadmap on better information and transparency in the nuclear field
• Developing an appropriate consultative process
• Initiating concrete structured stakeholder dialogues beyond the European Nuclear Forum meetings to broaden the discussion basis
EnergyEnergy
Transparency - Results
• Stock taking, outreach and structuring of work
• ENEF News
• 22 Recommendations on Information, Communication, Participation, Decision Making
• Good practices
EnergyEnergy
Good Practices Guide on Transparency for nuclear projects in the EU
• 7 good practices presented: SKB, ENRESA, ARAO, two from CEZ, COVRA and AREVA plus definitions and recommendations
• Lessons learnt:
• Provide open and easily available information, carefully adapted to the public
• Involve media, experts, scientists, local opinion formers, societal leaders, informal networks
• Promote communication based on local dialogue• Continuously maintain a critical perspective
on your own work• Acknowledge and address varying risk perceptions
EnergyEnergy
Transparency – current activities• Contributing to assuring a transparent approach in the safety
and risks assessments (stress tests) at European level;• Analysing the way communication and exchange of information
in the case of nuclear accidents in the EU are handled and potentially propose improvements;
• Further gathering, analysing and presenting good practices in Europe on nuclear governance and transparency, which enrich and stimulate the application of the recommendations on information, communications, participation and decision making which contribute to strengthen nuclear governance and transparency
• Supporting initiatives on transparency in the nuclear field, by providing advice and suitable input, as well as the consultativeprocess on the implementation of the Aarhus Convention; considering results from such processes in the work of ENEF
• Continuing to improve the flow of information on and within ENEF
EnergyEnergy
Conclusions
EnergyEnergy
Conclusions
• ENEF - a very good forum for stakeholder dialogue
• Success depends on individual commitment
• Input appreciated by European Institutions and, in particular, the Commission
• Personally speaking…
