EURIE CONFERENCE CATALOG
Welcome message from EURAS
Launched in 2008, EURAS is the union of Eurasian higher education
institutions. EURAS is a non-profit international association, promoting
cooperation among 89 universities from all around Europe, Asia and the
Middle East and working for the advancement of educational standards
in the Eurasian region. EURAS connects higher education institutions
belonging to different geo-political and cultural backgrounds and seeks
ways to enhance their dialogue and exchange of best practices.
As collaborative partner, we are happy to support the Eurasia Higher
Education Summit- EURIE. EURIE will provide a valuable platform to
expand the knowledge, networks and collaboration opportunities for
the participants. It will greatly enhance internationalization of higher
education in our region.
As EURAS, we extend our warmest welcome to EURIE participants and

OPPORTUNITIES FOR REFUGEES
Today, an unprecedented tragedy is taking place in front of us as the struggles of refugees is becoming a growing problem that we face not only in our region but as a global community. We feel that as the global academic community, it is our responsibility too, to step up and take initiative towards a solution. As EURIE, we ask all of you to help us in promoting a chance for refugees to receive quality higher education. We believe education is the only way forward to solve the problem and give the next generations a fair chance. We need to create projects and initiatives to tackle all kinds of barriers by offering support to facilitate and widen refugee’s access to higher education. Before you do leave EURIE, would you please make sure you stop by the EURAS Lounge and sign the petition to raise awareness for promoting higher education opportunities for refugees. We have to start creating a voice for the problem and let this voice be heard by everyone involved. Only then we will be able to contribute in saving a generation who will otherwise be lost.

CONFERENCE INFORMATION
Location
All locations are at the Haliç Congress Center unless otherwise notified.
Exhibition Hall is located at the Galata Building. The conference panels,
seminars and roundtables will be held at the Kuleli Building. Lunch and coffee
will be served at the Exhibiton Hall at Galata Building. A cash bar will be
available at the Kuleli Building Foyer open all day for snacks and refreshments.
Opening ceremony will be held in Kuleli Building Sadabad Auditorium. The
opening reception is at Sadabad Foyer.

Registration Desk is located at Kuleli Building Foyer. Those participants who
have registered online and paid their fees earlier, please pick up your name
badges and conference bags at the Registration Desk.

OPENING PLENARY
Dr. Patricia B. Licuanan
Minister, Commission on Higher Education (CHED) of
the Republic of the Philippines
Patricia B. Licuanan is a social psychologist, educator,
and women’s rights and empowerment activist in
the Philippines. Her teaching, research and practice
in social psychology has focused on human factors
in the national development process, education and
educational reform, social issues, human resource development and gender
issues.
She holds an MA in Psychology from Cornell University and a PhD in Social
Psychology from Pennsylvania State University. She has been professor and
chair of the Department of Psychology and academic vice-president of Ateneo

de Manila University. She was also president of Miriam College, a premier
women’s school for girls and young women. Throughout her distinguished
career, she has played important leadership roles in a wide range of national
and international organizations.
Her work on women’s issues has included serving as chairperson of the National
Commission on the Role of Filipino Women (NCRFW), now the Philippine
Commission on Women (PCW). It was during her term that the groundbreaking
Philippine Development Plan for Women (PDPW) was launched. She was chair
of the United Nations Commission on the Status of Women (UNCSW) as the
preparatory commission for the UN Fourth World Conference on Women held
in Beijing, China in 1995. At the conference she chaired the Main Committee
which negotiated the Beijing Declaration and Platform for Action (BDPA),
the landmark global blueprint for gender equality. In 2015, Dr. Licuanan led
the Philippine delegation and delivered the keynote address at the UNCSW
celebration of Beijing + 20 in New York.
Dr. Licuanan is currently the minister of the Philippine Commission on Higher
Education (CHED). As head of the Commission on Higher Education (CHED), Dr.
Licuanan leads the agency in its efforts to expand access to quality education;
to enhance the capacity or competencies of students, graduates and faculty;
to develop and foster excellence in colleges and universities; and to enshrine
ethical and innovative governance in higher education.

education system by visiting the campus of a university in Istanbul. You will
meet the International Office staff, tour the facilities, discover the learning
environment and explore cooperation options.
Date: February 17
Departure: Buses will depart from the Haliç Congress Center at 13:00 right
after the Opening Reception.
Duration: Each campus tour will end at 16:00. The buses will take participants
back to the Haliç Congress Center. Expected arrival time will depend on the
distance and traffic conditions.

Transportation
Public transportation in Istanbul comprises of buses, various rail and metro
systems, funiculars and maritime services. Cash payment is not accepted
on public transportation. One-use tokens or a contactless smart card called
Istanbulkart can be used for fare payment. Istanbulkart can be purchased
at major transport stations for a non-refundable 6 TL and be reloaded with
credit at automatic vending machines or private vendors. More information is

Yellow taxis can be hailed on the street. They all have taximeters. Although
the fares are not high, the distance between any two points in Istanbul can be
far and the traffic is very heavy during rush hour.
Airports & Airport Transport
Istanbul has two airports. Atatürk International Airport (IST in Yeşilköy) is
on the European shore of the Bosphorus, 23 km west of the city center and
reachable by Metro. Sabiha Gökçen Airport (SAW in Pendik/Kurtköy) is 30 km
east of the Asian shore of the Bosphorus. The two airports are 55 km distant,
or about 70 km by highway. For EURIE participants, it is advisable to travel to
Atatürk International Airport, which is closer to the venue.

Around the venue: Haliç District
The Haliç Congress Center is easily accessible from anywhere in the city via
the E-5 and TEM Highways. Thanks to two recently built tunnels, the Haliç
Congress Center is now within a short 10-minute drive from the downtown

hotel and shopping districts without getting bogged down in Istanbul’s street
traffic.
Known as the Golden Horn, Haliç, forms the natural harbor and peninsula known
as ‘Old Istanbul’ that served as the main harbor and shipyards of Byzantium,
Constantinople and Istanbul over the millennia. Haliç was a colorful ethnic
mosaic, a cornucopia of cultures, religions and traditions. Dubbed Sadabad,
which means ‘Blissful Place,’ the Haliç was a favorite retreat for the Ottoman
state elite with its mansions and large tulip gardens during the 18th century.
Haliç in the 19th century symbolized the industrialization of Istanbul. Today the
area is revitalized with university campuses, museums, convention centers,
parks and recreational areas.
The Haliç district includes Fener and Balat, old-style neighborhoods with
traditional wooden houses, Byzantine-era churches and old synagogues, where
the Greek Orthodox Patriarch also resides. Eyüp is another historic district
which features the holiest Islamic shrine in the city. Overlooking the shrine, the
tranquil Pierre Loti Hill is the perfect place to enjoy a commanding view of the
Haliç. Other attractions in the immediate area include Istanbul’s first miniature
park, ‘Miniaturk`, and the Rahmi M. Koç Industrial Museum.
