3

School Allocations/Spiraling & Ranking Resources

Statute• Section 1113

Regulations • 34 CFR §200.77-78

Non-regulatory Guidance• August 2003 • e-Plan under Document Library, Consolidated

Funding Application

4

LEA-to-School Allocations

“Ranking and Serving” Rules

1) Identify Eligible Schools

2) Rank Schools in Order of Poverty

3) Serve Schools Strictly in Accordance with Rank

5

Step 1: Identify Eligible Schools

Must list poverty and attendance for K-12 schools except alternative program and adult schools.

The enrollment in alternative programs is counted in the main school of attendance.

LEA doesn’t have the option to leave off any school such as a charter or high school.

6

LEA Discretion: School Eligibility

“35 Percent Rule”• May designate a school as eligible • Must apply the 125 rule

“Grandfathering” option• Continue to serve a school if served last year

even if poverty level has decreased• But, only continue for one year

7

5 Poverty Measures

1. Census data2. Free and reduced lunch3. TANF4. Medicaid eligibility5. Household survey (Community Eligibility)6. Composite of above

Must use the same date for all schools.

8

STEP 2:RANK ELIGIBLE SCHOOLS IN

ORDER OF POVERTY

9

Step 2: Rank Eligible Schools in order of poverty

Exceeding 75% poverty• Strictly by poverty• Without regard to grade span• In ePlan these should be given a “1”

At or below 75% poverty• May rank by grade span or straight district-

wide ranking (“2” or higher)

10

Exception: NO Rank & Serve IF

Small LEA exclusion• If <1000 students

One school at each grade span

11

STEP 3:SERVE SCHOOLS STRICTLY IN ORDER OF

RANK

12

Allocation to Schools

BUT first, calculate set-asides

Allocate to schools based on total # of students from low income families residing in area (including nonpublic)

Middle and High schools can use poverty measure from feeder elementary

Discretion on amount of PPA• Higher PPAs must be in higher schools on

ranked list

13

Allocations given without regard toschool-wide or targeted assistance model

Title I funding . . .

. . . To school based on poverty

. . . To student based on academics

14

“125 Percent” Rule

If serve any school <35%

Then PPAs for all schools must be at least 125% of LEA’s PPA under Title I allocation

• Entire LEA Title I-A Grant_ # of low income on census

15

EXAMPLE

$1,000,000 total Title I grant 2,000 poverty students

= $500/ student PPA

If serve school <35% poverty, $500 x 1.25 = $625 PPA

16

Exception: Rank & Serve

“Skip” school, if:

1) Comparability met2) Receiving supplemental state/local funds

used in Title I-like program3) Supp. State/local funds meet or exceed

amount would be received under Title I

Still count and serve nonpublic in area

17

Title I Set-Asides

18

5% of remainder kept at LEA

If above 1%, OK to keep at LEA level

20

22

CAUTION:

23

Resources – Cross-cutting

“Title I Fiscal Issues” Feb 2008

• Consolidating funds in school-wide programs, Maintenance of Effort, Comparability, Supplement not Supplant, Carryover, Grantbacks Requirements

24

Equitable Services forNon-public School Students

25

Calculation of Non-Public Allocation for Instruction

26

Equitable Services: Deriving Allocation

General Formula:

Based on number of:

1) Private school students 2) From low-income families3) Who reside in Title I-participating public

school attendance areas

27

Calculate Allocation for Instruction:

1) Identify eligible school attendance areas2) Rank in order of poverty3) Strictly serve in rank order (i.e., ID who is

“Participating Public School”)4) Calculate PPA for each area5) Derive allocation amount for each area• must include non-public low-income #

6) Reserve nonpublic amount• PPA x # of non-public low-income students

who reside in participating public school area

28

Reservation for District-wide Instruction

If LEA reserves for “district-wide instructional programs for public elementary and secondary”

Then proportional amount goes to nonpublic

34 CFR sect 200.64(a)(2)(i)(A)

29

Example

LEA reserves $500,000 for district-wide reading initiative

Of all low-income in LEA residing in participating attend areas, 5% are private

5% of $500,000 to private allocation

30

Applies to:

Summer school After school programs Reading coaches

DOES NOT APPLY TO: Preschool Services to only Focus and Priority Schools Homeless set-aside

31

Reservation for Teachers and Families

If LEA reserves funds for parental involvement or professional development

Then proportional amount to nonpublic

34 CFR sect 200.65(a)

32

Example

LEA reserves 1% of $500,000 allocation for parental involvement, or $5,000.

Of all low-income families residing in participating attend area, 6% are private. Then 6% of $5,000 used for families of participating private school students.

33

Non-public school in ePlan

ePlan revisions to simplify the non-public school calculations will occur this year.

We could use a couple of LEA volunteers who could help assist us with this revision. Any volunteers?

Consolidated Administration

Which Titles can you consolidate?

Why would you NOT consolidate administration?

Why might you fund administration out of state or local funds?
