about us...
WRC delivers seamless turnkey consultation through construction solutions designed for clients who must resolve environmental contamination before building.
Consulting services emphasize rapid site assessment, risk assessment, remediation, and closure.
Our technical and regulatory experience ranges from military bases to mines to landfills to Ports to the corner gas station and dry cleaner.
Construction services focus on environmental cleanup, earthwork (excavation, slope stabilization), creek and wetland restoration, levee repair, site works (underground utilities, grading), and demolition.
Consulting expertise includes professional engineers (civil, remediation), and scientists (geology, hydrogeology, hydrology, geochemistry), historians, and GIS analysts.
Construction expertise includes estimators, project managers, superintendents, foremen, heavy equipment operators, and variously skilled labor. We are signatory to the Operators and Laborers Unions.
Dredging experience in the Delta and SF Bay, includes assessment, design, permitting, and sediment reuse for ports, marinas, Corps, and DWR.
Our consulting services began in 1997 and our construction services began in 2010. We are certified small business located in the San Francisco Bay area.

Senior Personnel
WRC’s senior personnel possess strong technical and project management skills in both
environmental consulting and construction. This combination means that WRC delivers to our
clients an unparalleled ability to solve problems in practical ways, and interface effectively with
architects and regulatory agencies. The principal of WRC, and our chief of operations, and
construction superintendent each possess 30+ years of hands on experience.
Project Management
Our senior construction project manager began as an environmental consultant, holds a
geology degree, and then worked as a construction laborer and operator for several years. All
project managers are senior persons within WRC, thereby enabling contractual and other issues
to be promptly resolved. Our senior consulting project manager is a CA professional geologist

Bonds and Insurance
WRC is financially stable, has construction bonds brokered by Wells Fargo, and a substantial line
of credit funded by Chase. Our accounting is performed by the construction accounting firm
Galina. Our insurance policy provides $5M in general liability with a separate professional E&O.

Broadway SRM Development Phase I, complete site investigation, remedial design, and site closure within 5 months, in advance of complete redevelopment for a 24 Hour Fitness building in Burlingame. Contaminants included petroleum, heavy metals, and solvents. Remediation included excavation, shoring, dewatering, offhaul, and site grading.
Coronado School West Contra Costa Unified School District Scoped to identify, remediate, and close all environmental issues within 4 months prior to school reconstruction. The Phase I identified a circa 1900s tank, 1940s National Guard armory, among other issues. Phase II included a full site geophysical survey, exploratory trenching, and sampling. Remediation removed utilities, transite pipe, tanks, and contaminated soil. We then sampled soil, ground water, and soil gas and demonstrated no significant residual risk. The County, Water Board, and DTSC provided No Further Action in time for school construction.
Rough and Ready Island Port of Stockton Transferred this 70 year old 1,500 acre Navy facility in the Delta to the Port of Stockton under the Base Realignment and Closure program (BRAC). Initial services included negotiations with the DoD, State, and insurance companies. After transfer, contracted to complete the investigations and remediation of the Navy’s remaining environmental liabilities ranging from landfills to pesticide laden soil stockpiles to arsenic rich soil at rail sidings to lead at a shooting range to contaminated sediment in drainage ditches and the Navy docks. Port then engaged us to permit and implement maintenance
dredging at their main docks and resolve disputes with the Regional Water Board regarding risks to human health and ground water from dredged sediment. We successfully demonstrated to the Water Board that the dredged sediments pose no risk, and then permitted the reuse of over 1 million cubic yards.

Shoreline School Ave Santa Cruz Remediated a school site originally used to manufacture the large concrete tetrapods that are now installed at the Santa Cruz breakwater. Site was contaminated with petroleum that required extensive surgical excavation designed to correspond with the new building footprint. In this way, we minimized remediation costs and the excavation facilitated the building of a new structure.
Guadalupe Santa Clara Valley Water District At a city block, demolished buildings, removed underground storage tanks, and remediated soil in advance of a flood control project. Contaminants included petroleum, metals, solvents, and pesticides. Excavations extended to 20 feet and utilized slide rail shoring.
Chicago Drum confidential Characterized the environmental conditions at an 80+ year old highly contaminated drum recycling facility. Site is located in a residential/commercial area undergoing intense revitalization including schools and health care facilities. We performed extensive site investigation, evaluation of preferential pathways via underground utilities, and human health risk analyses. Remediation alternatives ranged from in situ chemical oxidation to on site thermal treatment to deep excavation into ground water.
Telegraph and Grand Ave, Oakland Buttner Properties Excavated petroleum contaminated soil to 20 feet in downtown Oakland. Excavation required construction dewatering and disposal and slide rail shoring. The UST Fund reimbursed the client 98% of all project design, remediation, monitoring, and reporting costs. Site was successfully closed within 8 months.

Gompers High School West Contra Costa Unified School District Remediated a school site in advance of reconstruction. Project included a 25 foot deep excavation, shoring along public road, offhaul of 2000 tons of lead hazardous soil, and 2500 tons of petroleum contaminated soil, excavation dewatering and site grading.
Vasona Creek West Valley College Removed overgrown vegetation and channelized about 1,000 feet of creek bed to restore fish passage and native riparian habitat and construct a wetland. Project exceeded expectations and college decided to install an informational trail and signs. We are directly invited to perform Phase 2.
Arroyo Mocho Alameda County Zone 7 Water District On about 1 mile of channel, installed cofferdam, demolished old erosion control features including large dragon tooth structure, rebuilt channel, installed hexagonal fish passages and stilling pools consisting of 1 to 4 ton rock set with vertical control to within 0.1 foot, and revegetated riparian corridor.
Rodeo Ave Santa Cruz County Stabilized a landslide by installing 300+ feet of soldier beam and lagging with tieback system on a 30–45 degree slope down to creek. Several erosion control features were also constructed to control runoff off the hillside. Rebuilt roadway and revegetated
the riparian corridor. Bair Island Trail Redwood City Rebuilt several thousand feet of dirt trail into a walking and bike trail within a tidal zone. Work required tide control, dewatering, and construction within sensitive marsh habitat.
