What is ENIGMA?
• FP7 project• Aim: deploy a joint transnational pre-

What are the benefits of PCP?
• Allows municipalities to take a substantial leap forward in service provision
• Compensates for market failures• Stimulates R&D without procurer lock-in • Stimulates business activity and network
creation (particularly at SME level)
What are the challenges?
• Complicated/little known procedure• Municipalities can rarely commit to large
commercial purchases afterwards• Multiple legislative levels acting as barriers• Uncharted legal territory• IPR arrangements can become contentious
