Pakistan Economy at a Glance
Pakistan has a semi-industrialized economy which mainly encompasses textiles,
chemicals, food processing, agriculture and other industries. The economy performed better
in 2011-12 than many other developed and developing economies. Economic growth of
Pakistan is seen through gross domestic product purchasing power parity, which was
estimated to be $ 494.8 billion in 2011. Pakistan’s estimated GDP for the year 2011 was USD
210.6 billion, while real growth rate in 2011 as per statistical data was found to be around
2.4 percent.
The agriculture sector is an essential component of Pakistan’s economy. The
agriculture sector recorded a growth of 3.1 percent against 2.4 percent last year. The Large
Scale Manufacturing (LSM) growth is 1.1 percent during July-March 2011-12 against 1.0
percent last year. Overall, the commodity producing sectors and especially the agriculture
sector have performed better. The Services sector recorded growth of 4.0 percent in 2011-
12. According to the Labour Force Survey 2010-11, Pakistan has a labour force of 57.2
million people which is 0.9 million more than the last year. The largest industries of the
country are textile, cement, agriculture, fertilizer, steel, tobacco, edible oil, pharmaceuticals,
construction, materials, shrimp, sugar, food processing, chemical and machinery.
Export of goods is a major concern for Pakistan economy. Pakistan’s total exports for
the year 2010-11 were USD 25 Billion out of which USD 1.45 Billion accounts to engineering
sector, to which the surgical sector constitutes a share of 30%. Major item of exports
includes cotton fiber, vegetables, rice, electrical appliances, textiles, clothing, surgical
instruments, Pakistani assembled Suzuki cars, defense equipment etc. Total imports for
2010-11 were USD 40 Billion out of which USD 11 Billion accounts to engineering sector.
Some important import items of Pakistan are petroleum/petroleum products, automobiles,
medicines, industrial machinery, construction machinery, trucks, electronics, civilian aircraft,
computer, pharmaceuticals, computer parts, food items, toys, defense equipment, iron &
steel.
The present government is earnestly trying to restore the confidence of foreign
investors and has adopted a positive approach for improving investment climate in various
fields of real estate, telecommunications, software, energy, fertilizer, aerospace, textiles,
steel, ship building, arms manufacturing, cement and automotives.
II
PREAMBLE
The document “Cost of Doing Business in Pakistan” compiled by
Engineering Development Board is an effort to disseminate information needed
by potential investors and businessmen, starting from the first step of
incorporating a company to cost of human recourse, utilities and logistics, prices
of commodities and facilities, besides information about chambers of commerce
and industry, private/public sector banks and trade & industry associations in
Pakistan.
I am confident that this much needed document will provide the investors
a useful source of comprehensive information, especially those assessing
potential investment avenues in Pakistan.
Engineering Development Board extends its gratitude to all organizations
which provided information for this booklet and sincerely hopes that the effort
shall positively contribute in presenting the realistic image of Pakistan as a viable
emerging destination for doing business.

(C) of section 43 of the Securities and Exchange Commission of Pakistan Act, 1997,

Taxation in Pakistan
� Generally, any income received / accrued in or
deemed to be received / accrued in from any source is liable to tax in Pakistan. However,
income remitted to Pakistan by resident companies, non-resident companies and non-
resident individuals is exempted from tax.
� Income / Profits generated by an assessee from
the following setups is exempted from tax:
a) An industrial undertaking, which is engaged in manufacturing of goods or material
transformation, conversion, transmission or distribution or supply of electrical energy or
hydel power. b) An undertaking approved by FBR. c) A setup in areas specified by FBR. d) Export of software developed, income from
export of computer software, IT services or IT Enabling services including medical
transcriptions, remote monitoring, graphic designing, accounting services, HR
services, data entry operators, insurance
claims services in Pakistan.

Withholding Tax
The companies operating in Pakistan are required to seek National Tax Number (NTN) of the company which authorizes them to become withholding agents. The various applicable rates of withholding taxes are:

Residential status determination
