SERA Parts A & B

• PART A – Transposition of ICAO Annex 2 EAS concerns (e.g. 500ft rule, ridge soaring, etc.) were largely taken on board

• PART B – Requirements Services in Air Navigation

• PART C – Procedures in Air Navigation - is being developed by EASA and Commission

• Final text for Parts A & B were approved by Single Sky Committee

• Combined vote will take place when all parts are finalized

• Implementation in 2012 ?

Deployment of 8,33 kHz spacing below FL195

• Implementation Regulation is in Single Sky Committee’s hands

• Delay expected since there appears to be resistance by the Military

• EAS has appraoched the Commission re funding and maintaining of dedicated 25 kHz frequencies for VFR flights • Implementation of IR in principle in 2012

Issues of concern

• UAS – sense and avoid principle and use of airspace

• Implementation of Single European Sky – delay in implementation

• SESAR – transition from research to implementation

Did you ever asked yourself where Annex II e) is coming from ?

- End of the 80ties creation of EAS and EAS Microlight WP: FFPLUM, UK NAC/BMAA, DAéC, KNVVL, Microlight Lux ; later : Microlights from NACs : Italy, Spain, Portugal, Finland, Sweden, Norway.

- Together we decided to use FAI definition of Microlight.- First: end of the 90ties acceptance by JAA (DG: K. Koplin and

Regl Dir Y. Morier)- Second: in 2000 definition accepted and published officially by

Commission (Probst)- In 2002 publication of 1st BR (1592/2002) lost of definition but

replaced by Annex II e)- In 2003 EAS Microlight WP became EMF, request add

parachute case to definition- Published in 2008= 216/2008
