ELPA21 for ESL Personnel

• This webinar is not meant as training; it is informational only. Your DTC is responsible for your official training.

• For official training, DTCs, BTCs, and TAs MUST view the appropriate training modules and read the appropriate manuals located in the ELPA21 LiveBinder under “Forms and Resources” -> “Manuals and Other Useful Documents”.

• The training modules are divided by topics, and not all modules are needed by everyone; therefore, you might only view a few of the modules for your role.

General Information• Testing Window: Jan. 29, 2018 – Mar. 9, 2018• AIR portal URL: http://ar.portal.airast.org• Your IT folks should download secure browser(s) from

TIDE; a new version of the secure browser is needed for summative administration. The secure browser is only used by the students, not by the TAs.

• ALL ELs (including those who waived services) must be tested. ELs who have exited services (monitored) are NOT tested.

• Manuals MUST be printed from the portal or LiveBinder.• Any domain that is begun in a school day MUST be

submitted within that same school day.

Important Dates• 1/29/18 – Testing window opens

• 1/16 – 1/19/18 – K & 1 Writing received by districts (from Measurement Incorporated)

• 1/30/18 – Blind/low-vision (Braille) received by districts

• 3/9/18 – Testing window closes• 3/16/18 – Last day to return materials to AIR

K & 1 Writing Scheduling• K & 1 Writing has TWO components – online AND

paper; both must be completed by each student in order to have a complete writing domain test.

• You DO NOT have to order these materials for the students who were in eSchool in November when the state pulled the records. You WILL need to order for any new students if the overage does not cover the number of new students.

• K & 1 Writing materials should arrive in districts January 16 - 19. Please schedule accordingly.

Listening & Speaking Policy• AR policy only allows for a student to listen to

a listening prompt TWICE or to record a speaking response TWICE.

• When a students records a second time, it OVERWRITES the first recording. The student WILL NOT be able to choose between the two recordings. If a second recording is made, this is the one the student MUST submit.

Deleting Students in TIDE• Summative TAs do not have the ability to add or delete

students from TIDE.• Students may be “deleted” from TIDE if they were reclassified

after the state pull or if they were misidentified in eSchool; however, deleting a student from TIDE does not truly delete the record. It only suppresses it, but you will no longer see it.

• If you “delete” a student, please make sure you want to delete the student and check the information before executing the function because it is not something that can easily be reversed.

• You will have until the end of the testing window (March 9) to delete students.

IMPORTANT!!!Students who scored PROFICIENT on the Screener

• If you have students who took the ELPA21 Screener and scored PROFICIENT, they need to have their LEP indicator (on the demographics page) changed to “NO” so that they do not show up in TIDE for the summative testing. Then the student should be deleted from your list in TIDE.

• There is an infographic directions page in LiveBinder entitled “Screener Proficient TIDE Identifiers”; it has the easy instructions to follow to accomplish this task. DTCs/BTCs can do this prior to testing. (see next slide for image)

Where are the training materials?

Where are the Sessions?• Sessions DO NOT exist in TIDE or TDS as you

understand them.• No one creates sessions, adds students to

sessions, or manipulates sessions ahead of time.

• Sessions are created when the students log in to a domain.

The selection will be for operational tests once the window opens.

Rosters• Rosters are NOT required; HOWEVER, they

help you in three ways:– Grouping students– Printing a groups’ labels– Accessing scores later

• If my DTC doesn’t create rosters, is it bad? NO• Can my DTC create rosters later? YES• See TIDE User Guide, beginning on p. 53.

Accessibilities & Accommodations

TAs cannot add accessibilities and/or accommoda-tions to the summative tests.

Print on Request -> NOT ALLOWED IN ARKANSAS.

Reasons Not Tested (RNT)• 01 Absent on ALL days of the test

administration, including the make- up test administration

• 02 Expelled / Suspended• 03 Emergency or Extended Hospitalization

/ Medically fragile - Requires doctor's statement.

• 04 Residential treatment - Requires doctor's statement.

• 05 Homebound - Not medically fragile - Requires doctor's statement.

• 06 Incarcerated / Juvenile Detention• 07 Moved to a different state/out of

country or Enrolled in home-school/private-school

• 08 Withdrew from School• 09 Student dropped out—no medical

reason: didn’t move.

• 10 Homeschooled except for extracurricular• 11 Special Education services for

home/private school• 12 Student was incorrectly identified as LEP• 13 Student Refused to Test• 14 Deceased• 15 Youth Challenge• 16 Tuition Agreement• 17 Student exempt due to disability –

Requires ADE Special Accommodations Form(This RNT is meant for a student with a disability that prevents him/her from physically accessing the assessment (e.g. a profoundly deaf student being exempt from the listening domain)). This reason can only be used AFTER getting verbal approval from ADE.

• 18 Academic Challenge program
