CICAD
Established by the OAS General Assembly in 1986 based upon the recommendation made in the Inter-American Program Action of Rio de Janeiro.
The government of each of the 34 OAS member states assigns a high-ranking representative to the Commission.
The Commission meets twice yearly in the CICAD meetings – upcoming 36th regular session in December.
CICAD Executive Secretariat is housed in OAS headquarters.

for the Americas, to provide information which is objective, updated, viable, and cross-comparable data.
OBJETIVOS

CICAD Demand Reduction Brief history of involvement in
the Caribbean• Caribbean Regional Certificate programme in Addictions Studies
(UWI Certificate in Addictions Studies)
• Eight UWI centers: Barbados, Bahamas, BVI, Grenada, Jamaica, St. Kitts and Nevis, St. Vincent and the Grenadines, Trinidad and Tobago
• Project received outstanding evaluations
• But UNDCP funding ended in 1999; in 2000 CICAD and CAMH (formerly ARF) used balance plus CICAD funds to develop curriculum packages and training videos on counselling skills, pharmacology and drug abuse, prevention programming theories, models and techniques, and addictions interventions (to be made available in early 2001)

OBJECTIVOS:
- Began in 1998 : CICAD and PAHO agreed to provide technical and financial assistance on the national level
-Designed to help governments develop a consensus in the national health care community around the desirability of establishing minimum standards of care, and then to implement practices and guidelines. A long-term objective, recommended by the Expert Group (March 1998) is to develop systems of accreditation for tx providers
-PAHO has provided expertise and support
-1998-1999: Ecuador, Panama, Peru, Uruguay
-2001 – English version of manual used as ref. with Experts in Jamaica
