Committee (Mpac) meeting, it was revealedthat by 9 September this year the estimatedreadings of meters were at 1.91%.A presentation on meter reading shows
that on 17 September last year, there were8790 electricity meters and 11843 watermeters which were estimated. At the time,the total number of estimated meters was20633 which contributed to 18.2% of thetotal meters that were estimated.Due to the high percentage of estimated
meter readings, and other matters, the AGgave the municipality a qualified report.The recent report for 9 September 2014
showsthat thenumberofestimatedelectric-ity meters was, at the time, 748 and withwater meters it was 1380.By 9 September, the total number of
estimated meters was 2128 whichrepresents only 1.91%of the total estimatedmeters.“The purpose of the presentation is to
provide an update on the work done by themeter reading task team so far. The taskteam comes from electricity, water, finance,and survey departments. We have come along way. We have been meeting everyFridaymorning to discuss the progress andtofindawayforward.Therehasbeenagreatimprovement in addressing this issue,” saidtheprocessmanager for expenditure, SiphoNxumalo.Hesaidthatsomeof thechallengeswhich
still contribute to the estimate of meterreadings includes properties and meterswhich cannot be located, locked properties,unnamed roads and unnumbered houses.Mpac chairpersonMike Tarr said that he

A LOCAL 86yearold pensioner is at her wits end withthe Msunduzi Municipality for not fulfilling promisesof writing off her rates and water account.
Betty Gasa from Imbali Unit 18 said that shestopped paying her water bill after Msunduzi mayorChris Ndlela visited her community last year Augustand apparently made promises of writing off thewater debts of pensioners.
“I was always up to date with my rates and waterpayments and used to pay not more than R500 permonth. On 16 August, the mayor visited ourcommunity hall and said that pensioners would nothave to pay for rates and that, according to the freebasic services, pensioners would receive free 60kilolitres (kl) of water and that outstandingmunicipal debts for pensioners would be written off.I stopped paying after the mayor told us that we donot have to pay for rates and that we would get freewater.
“At the beginning of this year, I filled in the indigentforms and submitted them with supportingdocuments. I was shocked to receive a municipal billstating that I owed R4747 in rates and water.
“My bill has gained an interest of just over R4000,”said Gasa.
Earlier this year, Pietermaritzburg rate payers took
to the streets to protest against the lack ofservice delivery by the Msunduzi Municipality andalso to demand free basic services.
Some of the tabled grievances were directedtowards improper water billing which costs ratepayers thousands of rands. The then organizer of themarch, Zakhele Hlatshwayo, said that instead ofcaring for the pensioners, the municipality wasdestroying people’s lives.
“After the march, which was held in January, therewere many people from different wards that joinedour struggle who are affected by this.
“In other instances, the municipality has saidthat they cannot find the water meters but they still

problem thatwas raisedby the residents of thearea. That again will be attended to once we
meet with the relevant parties from the area,”said Mkhize.Muthambi said that she is happywith what
she had seen. “The only worry was seeingyoungpeoplewhoareunemployed.Weneedtodiscussthatandcomeupwithasolutionofwhatcan be done to help out. We have to keep thembusy, they have to do something other than sitat home,” said Muthambi.She was accompanied by the mayor Chris

for Health Dr Sibongiseni Dhlomothanked them for not contracting HIV.
Dhlomo thanked the medicalstudents for having worked hard to passmatric without contracting HIV.
“You cannot study in Cuba if you areHIV positive,” he explained.
Responding to this, the TreatmentAction Campaign’s (TAC) provincialcoordinator Mzamo Zondi said theychallenged the mandatory HIV testing.
“People living with HIV can do everything but the ruling of other countriesreally upsets us. This stigmatises peopleliving with HIV. Our wish as TAC is forcountries to partner up and find a solutionfor such rulings in countries such as Cuba,”he added.
Zondi alsomentionedthatinSeptember they took the South African National
Defence Force (SANDF) to court fordiscriminating against and redeployingpeople living with HIV.
The 96 trainees are expected todepart at 8am from King Shaka International Airport this morning, with KZNPremier Senzo Mchunu and Dhlomobidding them farewell.
Dhlomo also urged the medicalstudents to prepare to work hard, to bewell behaved and be good ambassadorsfor South Africa. Their departure will nowbring the total number of KZN medicaltrainees in Cuba to 789.
Dhlomo told the trainees they havebeen given a unique opportunity and theyneed to persevere the first three years,because the work load is enormous.
“This journey is like running a marathon. You need to have strong mentalability and tell yourself that the onebeside you is equally tired but is stillpersevering,” he said.
By 2019, all these medical studentswould have returned to the country to
begin ploughing back their muchneededskills in their own communities.
Dhlomo also provided guidance onthe do’s and don’ts of life in a foreigncountry like Cuba.
He emphasisd their psychologicalpreparedness, life skills, good behaviourand urged them to avoid drug and alcoholabuse, pregnancy and other activities“leading to misbehaviour”.
Lindiwe Ngcobo, mother of studentBahle from Edendale, said: “It’s a onceinalifetimeopportunityandweexpecthimto come back to serve his communityfirst,” she said.
Yolanda Peterson, mother of a formerHaythorne Secondary School pupil, saidher daughter Talisa Peterson (20) fell inlove with the medical field at a very youngage.
Peterson said the living conditions inCuba would be very different.
“There’ll be no phuthu, but even ifthey are given rice and eggs to eat, theyshould appreciate that,” she laughed.

THERE was ululation and jubilation as100 ICT students under the DambuzaCommunity Trust (Damcom) graduatedat the Edendale Lay Ecunemical centrelast Thursday.
The students, who were doing NQLevel 3 End user computer programmesunder the trust, started the programme12 months ago.
The trust, which is the brainchild ofthe Minister of Higher Education Dr BladeNzimande, was founded in 2007, in a bid
to alleviate poverty through skillsempowerment programmes.
Speaking at the graduationchairperson of Damcom Mandla Mthethwa said: “Since Dambuza is apoverty stricken area, Nzimandesuggested that we form a communityskills centre so that we would alsobe able to contribute towards theeconomy of the country.
“We discovered that there were a lotof unemployed young people and,through partnerships with SETA andbusinessmen, we started skills development programmes.
“This is the third group to graduatein computer studies since the programmewas initiated. We are proud because it isthe same number of people graduatingwho started the programme.
“Like a new car, we have giventhem the basics and it is up to them to
fill up petrol along the way.“With these certificates, they can
either continue with their studies atdifferent tertiary institutions or be theirown generators of employment.”
Guest speaker Msawenkosiencouraged students to volunteer theirservices in order to findemployment.
“There is a high unemployment rateand being new in the field, you need tovolunteer your services so that people getto know you,” he said.
Expressing her excitement, studentMbali Mseleku said: “We are happyto have been given such an opportunity.While unemployment remains rife, it willno longer be the same as we now havebasic computer skills.
“This year alone we were exposed toa lot of opportunities other than computers.”

manager Siyabonga Zama said thatthe aim is to give an opportunity to“God fearing women” to share theirbeauty across the country.“We have planned this to be an

Ready for Greater Edendale
MARITZBURG road runners, and thosefrom surrounding areas, will be out towin the Greater Edendale 10km Raceand fun run coming up this weekend.
The event, on 16 November, is hosted annually by the Comrades Marathon Association (CMA) as part of itscorporate social investment initiative.
The run starts at the FNB WadleyStadium in Georgetown.
“In line with the success of lastyear’s event, the eighth running of thismuchloved race promises to beanother funfilled day for the community of Edendale and surrounds,” saidthe CMA in a press release.
The association said that prizemoney totalling nearly R15 000 is upfor grabs, with a generous first prize ofR2 500 for the first man and firstwoman respectively. The first threewalkers over the finish line for both themen’s and women’s race will also berewarded.
“Additionally, every finisher willtake home a medal and all 10km runners will receive an Edendale 10km raceTshirt,” said the release.
The CMA said local school teachershave shown a heightened sense ofoptimism for the event, knowing fullwell the power of such events in unitingcommunities and promoting civicpride.
In this respect, the schoolschallenge will be a continued featureof the race in which schools competewith each other.
Schools are encouraged to get theirpupils to participate in the fun run. Thefirst two schools with the most finishers will each walk away with a grandprize comprising of digital equipment.
“Entry criteria stipulates that potential participants be at least 15 yearsold for the 10km race. Temporarylicenses will be available at theregistration desk at a cost of R10 forthose runners who are not licensedmembers of running clubs. With regardto the 5km fun run, anyone over nineyears old may enter.
“Special attention is drawn to IAAFRules 4.2 and 142 for foreign runners,as well as the condition that nopersonal seconding will be permitted,”said the association.
Preentries are currently being taken at Comrades Marathon House during weekdays between 8am and4.30pm.
The local race organising committee will be at the FNB Wadley Stadiumtaking entries on Saturday,15 November 2014 from 11am to 2pm.Registration will also be open on theday of the race from 5am to 7am.

Ordinary people, the custodians ofthe game, have always battled underdifficult conditions to develop thegame. Initiatives by the locals havenever received support, either from theprivate or public sectors. In the historyof the Fifa World Cup, no nation has ever won the competition with aborrowed playing philosophy. It is a sadindictment on our part that we undermine our culture, values, mentalitiesand philosophy to accommodate foreign ideas.
We are told that the Liverpool International Football School will be bringing family values to the children ofSouth Africa. What an insult to our fathers and mothers who strived hard forthe present “freedom!” This perpetuates the idea that Africans are barbarians.
Football coaches in KwaZuluNatalhave trained and produced footballerswho have gone on to play in the top European clubs. We have achieved thiswith our own training methods andplaying philosophies.
Senzo Meyiwa the lateOrlando Pirates goalkeeper was notproduced by Portuguese or Englishcoaches. It is a contradiction and itshows lack of respect for local coachingtalent. The message that is sent out tothe youth of this province is that onlyforeign, white football coaches are
good for them. It is a painful reminderof what apartheid has done to theminds of black people in this country.
English football is battling withtheir coaching philosophy. If moneywas everything, they would be leadingworld football. Presently, they spendabout one million pounds a year onfootball academies. The products fromthese academies lack creativity andability to be spontaneous.
The products from theiracademies are not good enough tohelp England win any competition ofsignificance in world football.
The KwaZuluNatal Academy, in itspresent format, will be there to servethe interests of the elite. Poor childrenfrom areas like Umlazi, KwaMashu,Chatsworth etc. will continue to battlein dusty fields.
Safa has trained many youngcoaches over the years. Ourprovince finds it easy to bring in foreigncoaches while many of our youngcoaches are unemployed. We live in acountry of huge disparities. It is sadthat the present administration is nothelping to eliminate these disparities.
The majority of us have lived andcontributed hugely to the human capital of this province.
We find it insulting to be told bypeople who arrived yesterday what isgood for us. We might be poor and ofthe wrong skin colour, but we have survived over centuries without any support from governments and big business. We are the people with history,culture and heroes.
We are sick and tired of having foreign heroes pushed down our throats.We have had enough of English, Portugal and German stories and heroes.When are we going to hear about ourown history, stories and heroes?
Lastly, KwaZuluNatal footballcoaches, and South African coaches ingeneral, may not be heroes of those inpower in this country. They may nothave lots of cash stashed in banksaround the world. They still remain theimportant players in the developmentof the youth of this country. Failure torecognise their contributions points towards how we view ourselves as people. We still suffer from an inferioritycomplex.
South Africa’s freedomremains elusive to many of itspeople.
