Bituminous Job Mix Formula (JMF) Workflow

• Supplier entry of JMFs. Authorized JMF designers can create their own JMFs directly in eCAMMS.

• Automated submission and review process. After creating the JMFs, suppliers can submit the drafts electronically to PennDOT districts for online review. Reviewed JMFs are approved or returned through the workflow for supplier correction and resubmission.

• Status tracking and e-mail notifications. All movement is tracked in the system for easy reference. E-mail notifications are generated automatically as JMFs are submitted, reviewed and approved.

Bituminous Job Mix Formula (JMF) Workflow

JMF Workflow Security & Access eCAMMS security settings control who can view information and perform tasks.

• Individual Users In order to view and create JMF records online, the user must have an active eCAMMS user account.

• Supplier Relationships The supplier’s Party Relationship controls the users who can view, create and edit JMF records. The workflow settings define who can view or edit JMFs based on their current status.

• District Users and Reviewers When JMFs are submitted by a supplier, the appropriate reviewers (DMEs) are notified based on the supplier’s associated PennDOT district.

• New Job Mix Formula (New)

Open a blank screen to create a new JMF. For suppliers, “Initial” status is assigned automatically. The supplier user’s company (or companies) are filtered to display only the assigned supplier codes.

• Find Job Mix Formula (Move from ‘Maintenance’ Menu) Search your in-process JMFs quickly using any combination of details.

Bituminous JMF Workflow Step 1: “Initial” Creation of the JMF

The new JMF is assigned “Initial” status. Authorized designers can enter all the information needed about the JMF, its mix details and its materials.

Two actions are available:

Users can save their work as needed during the JMF entry process. The JMF remains in “Initial” status.

When the JMF is ready, users click Submit to “send” the JMF to the district to begin the review process. eCAMMS checks the JMF to make sure that required fields are not blank. After submission, the JMF is moved to “Submitted” status and cannot be edited.

Bituminous JMF Workflow Step 2: “Submitted” JMF Assigned to Review

After a JMF is “Submitted,” it is available for search and selection by district reviewers. The workflow also generates e-mail notifications.

The original designer can search and view the JMF, but no changes can be made.

An authorized district user can open the JMF and assign it to himself/herself or to another user in the district (based on security privileges):

When the JMF is assigned to a reviewer, its status changes to “Under Review.” An optional e-mail notification can be sent to the reviewer.

Bituminous JMF Workflow Step 3: “Under Review” by PennDOT

“Under Review” status - the JMF is assigned to a reviewer responsible for checking the information and ensuring it can be approved for use.

The reviewer has several options available when performing the review:

The Validate option checks the data fields to ensure that the JMF is accurate and within defined specification ranges. If data fields are incomplete or contain unacceptable information, a detailed list of error messages appears.

The reviewer has the option to Reassign the JMF to a district user.

If the reviewer selects Approve, the JMF is moved to “Approved” status.

The reviewer also can Return the JMF to the supplier for corrections (with optional notifications).

Bituminous JMF Workflow Step 4: “Approved” JMFs are ready for use

When a JMF is “Approved,” it is available for use in setting up eCAMMS samples.

The JMF is now “read only.” However, it can be copied to make new JMFs, if needed.

If no samples have been finalized for the JMF, authorized supplier users can use the Revise option to make corrections. The JMF is moved to “Returned” status so it can be corrected and resubmitted, as needed.

The approval date is stored automatically.

Bituminous JMF Workflow Step 5: “Returned” JMF = Supplier Revisions

“Returned” JMFs are available for the suppliers to make revisions/corrections and resubmit the JMF to PennDOT. Just like current e-mail submissions, a JMF can be returned and corrected as often as needed.

The Validate option is now available so the supplier can check the fields and view the error messages about incorrect data.

The Save as Draft option allows the supplier to keep the JMF in “Returned” status and continue working.

After revisions are made, the supplier can Resubmit the JMF for another review. The JMF is moved to “Resubmitted” status. The JMF must be assigned to a reviewer and move through the review process.

Each time a JMF is submitted or resubmitted, eCAMMS records the activity for fast tracking of the JMF review process.
