TheEagleBaywaterfrontproposalisamixed-use

planwithpublicaccesstothewaterfrontbuiltinto

athirdoftheproject.Thedesigncallsforfour45

ft.highbuildingswithpublicaccessthroughretail,

restaurantsandafitnesscenter.Thewaterfront

piecealsoincludespublicaccesswithwaterfront

walkingandenjoyment,butwithoutapublicboat

launching.Althoughonly17ofthepropertyacres

areondryland,29oftheacresareconsideredfor

buildablelanddensityallowances.Withadensity

allowanceof10unitsperacre,atotalof290units

couldbebuiltonthe17acres.Currentlydensities

of290,268,and200havebeenlistedasoptions.

StonyPointMarina&YachtClubislocatedon

closeto40acresintheHamletofStonyPointat

HudsonDr.andtheHudsonRiver.Itsitsinasmall

embaymentjustsouthofStonyPointBattlefield

andnorthofPatsy’sBayMarina.Aseriesofboats

andmarina’scovertheHudsonRiverwaterfront

alongthisstretchoftheHudson.Tothewestthe

communityisborderedbyHarrimanPark,

TomkinsCoveonthenorth,WestHaverstrawon

thesouthandtheHudsonRiverontheeast.The

Hamlet’slocationontheHudsonwaterfrontisan

importantpartofitscharacter.Asmall5.5sq.mile

town,with1.3ofthesemiles(19%,)beingwater,

thecommunityhasalongtimeriverconnection.

ZONINGCHANGE

TheproposalincludesazoningchangeforStony

Point.The2014lawstatedthateveryresidential

unitmustincludeoneboatslip.TheEagleBay

proposalwouldchangethisrequirementto1boat

slipforevery3residentialunits.Thiscouldchange

thefeeloftheHamletofStonyPoint,reducingthe

emphasisonHudsonRiveruseofthewaterfrontin

thelivesoftheresidents.Existinggroupsinthe

communityhaveurgedthatthischangeinzoning

becarefullyconsidered.
