Definitions:
Claimant Count: The number of people claiming Jobseeker’s Allowance plus the number of people
claiming Universal Credit who are out of work. *The Claimant rate is an expression of the proportion of
the working age population in receipt of benefit for the principle reason of being unemployed. This
measure is seen as the visible element of unemployment and although this does not encompass true
levels of unemployment, it provides an indicator for the direction of unemployment.
Economically active: People aged 16 and over who are employed, self-employed or unemployed; the
economic activity rate is an expression of the percentage of people economically activity as a proportion
of the working aged population 16-64.
Employment rate: The proportion of the working age population 16-64 who are either employed or self-
employed.
Jobseeker’s Allowance: The main benefit for people of working age who are out of work or work on
average less than 16 hours a week.
Unemployed: Defined by the International Labour Organisation as people who are without a job, have
sought work in the last four weeks and are available to start work in the next two weeks or are waiting
to start a job within the next two weeks.
Unemployment rate: The unemployment level for those aged 16 and over divided by the number of
economically active people aged 16 and over.
