ABSTRACTThis document presents a delineation of student
enrollments fcr the fall semester 1971.from the 43 accreditedKentucky colleges and universities. The enrollments are aggregated byinstitution, state, foreign country, and Kentucky resident studentsby county of origin. Some of the-major findings of the study include:(1) The total enrollment of Kentucky colleges and universitiesincreased 6.1% for fall 1971 for a new high of 97,984 students; (2)
80,583 Kentuckians enrolled in the accredited colleges anduniversities; (3) First-time freshmen enrolled in Kentucky collegesand universities increased to 22,687 for fall 1971, an increase of 7%over 1970; (4) 18,682 Kentuckians enrolled as first-time freshmen forthe fall 1971; (5) Kentucky colleges and universities enrolled 17,401out-of-state students for the fall semester;'(6) Kentucky highschools graduated 42,964 students in 1971; and (7) The number ofKentuckians enrolled in Kentucky colleges and universities hasincreased from 65,181 in 1967 to 80,583 in 1971, representing a 23.6%increase in the 5-year period. FOREWORD
This is the fifth annual Council on Public
Higher Education publication on the origin of
students enrolled in accredited Kentucky colleges
and universities. This report was prepared by
Dr. William A. Webb, Associate Director for Re-
search and Planning, with the assistance of Mr.
Herman B. Moore, Research Analyst, andMrs. Vivian
Johnson, Principal Clerk-Stenographer, of the
Council Staff.
We are grateful to the public and indepen-
dent colleges and universities of Kentucky for
their cooperation in providing the basic data
and to Dr. Donald E. Elswick, Director of the
Division of Research, Kentucky Department o

on high school graduates essential to the com-

Origin of Enrollments is a delineation of
student enrollments for the Fall Semester 1971
from the forty-three accredited Kentucky colleges
and universities. The enrollments are aggregated'
by institution, state , foreign country, and Ken-
tucky resident students by county of origin. These
figures are total enrollment by headcount and are
reconciled with the Council publication, Kentucky
College and University Enrollments 1971.
The Kentucky state-supported and independent
institutions of higher education enrolled 97,984
students for the Fall Semester 1971. This was an
increase of 5,702 students over 1970. Additional
nformation about Kentucky high school graduates
d the percentage of the 1971 graduating classes
ttending college can be found in Power and
raduates published by the Division of Research,
ntucky Department of Education. A few general

findings related to the overall enrollment charac
teristics of the state-supported sector of highE
education and the independent sector follow:
1. The total enrollment of Kentucky college
and universities increased 6.1 percent for the Fal
Semester 1971 for a new high of 97,984 students.
The state-supported college and universitysector experienced a 9.3 percent increasein students for the Fall Semester 1971, withan enrollment of 80,304 students.
The independent college and university sector,
experienced a6.5 percent decrease in enroll-ment for the Fall Semester 1971, enrolling17,680 students.
2. 80,583 Kentuckians enrolled in the accred-
ited colleges and universities of the Commonweal
for the Fall Semester 1971. This represents an
percent increase in the number of Kentucky studentd
over the Fall Semester 1970.
The state-supported college and universitysector enrolled 68,972 Kentuckians. Thisrepresents a 10.8 percent increase overFall Semester 1970.
The independent college and universitysector enrolled 11,611 Kentuckians, and
is a 6.4 percent decrease from the FallSemester 1970.
3. First-time freshmen enrolled in Kentucky
olleges and universities increased to 22,687 for
he Fall Semester 1971 representing a 7 percent
ncrease over 1970.
First-time freshman enrollment in thestate-supported college and universitysector was 18,084, representing a 13percent increase over 1970.
rirstLtime freshman enrollment in theindependent college and universitysector was 4,603, representing a 11percent decrease from 1970.
4. 18,682 Kentuckians enrolled as first-time
reshmen for the Fall Semester 1971.
Of this number 15,891 enrolled in thestate-suppoited sector of higher edu-cation, representing a 12.9 percentincrease over the 1970 first-time fresh-
man enrollment.
2,791 Kentuckians enrolled as first-time freshmen in the independent collegeand university sector, representing a13 percent decrease from 1970 first-time freshman enrollment.

5. Kentucky colleges and universities enrolle
17,401 out-of-state students for the Fall semeste
1971. This figure is equal to 17.8 percent of th
total enrollment of 97,984 students in Ken tuck
colleges and universities and is less than th
number enrolled in 1970.
Out-of-state student enrollment in thestate-supported colleges and universities
was equal to 14.2 percent of their totalenrollment for the Fall Semester 1971.
Out-of-state student enrollment in the
independent college and university sector
is equal to approximately 34.4 percentof their total enrollment for the FailSemester 1971.
6. Kentucky high schools graduated 42,964
students in 1971. The number of Kentuckians en-
rolled as first-time freshmen in Kentucky colleges
and universities. for the Fall Semester 1971 were
equal to 43.4 percent of the 1971 Kentucky high
school graduates.
7. The number of Kentuckians enrolled in
Kentucky colleges and universities has increased
from 65,181 in 1967 to 80,583 in1971, representing
23.6 percent increase over the five-year period.
8. In 1969 the Council on Public Higher Edu-
cation adopted a policy to limit the out-of-state
student enrollment in the state system to 15 per-
cent of the undergraduate enrollment by the Fall
Semester 1973. The policy also indicated that a
state institution should not exceed 20 percent out-
state students in their undergraduate enrollment
e Fall Semester 1971 enrollment for the state
ystem indicates 12.9 percent of the undergraduates
re out-of-state students. Additional information
