Motivation

- Conditionalcashtransfer(CCT)programslinkpublictransferstohumancapitalinvestmentinhopesofalleviatingcurrentpovertyandreducingitsintergenerationaltransmission.

- PROGRESA/Oportunidades beganoperatinginsmallruralcommunitiesin1997.

- Evaluationsarelimitedforthemostparttoassessingtheimpactofafairlyshortexposuretoanewprogram(thatis,forayearortwo)onoutcomesovershortperiods.

- Animportantpolicyissueiswhetherprogramimpactschangeovertime.

Motivation

- Whiletheincomeeffecttendstoincreasethetimespentinleisure,theneteffectsontimespentatschoolandworkingwouldberespectivelypositiveandnegativeifthesubstitutioneffectdominates.

- Assumingdiminishingmarginalreturnstoschooling,leadustoexpectthatovertheshortrun,theprogramislikelytodecreaseworkingbutoverthelongerrun,theprogrammightincreaseworking.

- ThetheoreticaleffectofPROGRESA/Oportunidades ontheprobabilityofworkingisambiguous.Overtheshortrun,theprogramdecreasesworking,butoverthelongerrun,theprogrammightincreaseworking.

- TheDIDestimateoftheimpactoftheoneandahalfyeardifferentialexposuretotheprogramonworkingfiveandahalfyearslatershowsthatgreaterexposuresignificantlydecreasestheproportionworkingby4.1percentforboyswithnosignificanteffectsforgirls.
