Didcot Town Council was invited to respond to the pre-submission draft of Long
Wittenham’s Neighbourhood Development Plan. The committee received the report
and welcomed the pragmatism and hard work of Long Wittenham in the
development of its Neighbourhood Plan.
RESOLVED for the Deputy Clerk to submit the following statement:
“Didcot Town Council welcomes Long Wittenham Parish Council’s Neighbourhood
Development Plan. The town council congratulate Long Wittenham on its completion
and the evident hard work, time and investment this required.
Long Wittenham Parish Council’s proposal for a community hub is a great vision for
the village’s future and we support the Parish Council and residents in seeking to
bring their vision to fruition.”

126. To consider and respond to South Oxfordshire District
Council’s New Local Plan – Preferred Options and decide how
to respond to the consultation
Didcot Town Council was invited to comment on South Oxfordshire District Council’s
Preferred Options for the Local Plan, which sets out the expected housing need in
South Oxfordshire and the options for meeting that need. The committee received
the report. The importance of reinforcing Didcot’s existing commitment to meeting
district-wide housing needs, and the need for greater clarity on specific infrastructure
commitments relating to each option were stressed. 2
RESOLVED for the Deputy Clerk to draft a response and send to the Chairman to
amend, and the Deputy Clerk to send in the amended response:

Appendix to minute 126
Didcot Town Council thanks South Oxfordshire District Council for its
hard work in the development of its Preferred Options document. The
Town Council is in broad agreement with South Oxfordshire District
Council concerning the issues facing the district, and supports its
appraisals of the various options and its overall conclusions. In
particular, the Town Council welcomes the recognition of Didcot’s
extensive current and planned contribution to the district’s housing
needs and seeks that this be retained in future iterations.
One area where greater clarification would be welcomed is in regards to
infrastructure, which is mentioned throughout the document but only in
abstract terms. Maximising the benefits and minimising the costs of any
development does not rely solely on making the right initial choice, but
on delivering the right infrastructure at the right time. Given this
interconnection between initial choice and establishing subsequent
infrastructure, Didcot Town Council would welcome greater visibility on
the specific infrastructure each option would require, and a proposed
schedule for delivery. It is felt that this would enable evaluation of the
available options in a holistic way, and improve outcomes for both future
and existing local residents.

Reasons for refusal of P15/S3228/O
RESOLVED to recommend refusal of the application this time expressing concerns about road safety, and for the following previous reasons as the council’s concerns had not been addressed:
NATIONAL PLANNING POLICY FRAMEWORK
The application does not respect the NPPF’s Core planning principle:
Para 17 requires planning authorities to “take account of the different roles and character of different areas … recognising the intrinsic character and beauty of the countryside and supporting thriving rural communities within it.”
Also,
Para 75 “Planning policies should protect and enhance public rights of way and access”. The definitive footpath to the North of the site currently leads to open countryside and is well used. Making it an urban alleyway is neither protection nor enhancement.
SODC’S CORE STRATEGY
The application does not comply with SODC’s Core Strategy
Objective (i) “To support the character and distinctiveness of all our towns and villages”. This application site would build on the remaining green field separating urban Didcot from the village of East Hagbourne, leading to coalescence and a loss of identity.
CS1 and CSR1 provide for no housing allocations to smaller villages such as East Hagbourne . This is not an infill site, being on the edge of the village envelope.
Didcot’s strategic sites already provide for 6,313 homes to 2027 and there is evidence of saturation in the housing market.
GREEN INFRASTRUCTURE
CSDID4 sets out the need for green infrastructure. This application does not contribute to open spaces, allotments or playing pitches. Para 9.29 of the Core Strategy refers to the Chris Blandford Associates Report (2008) on the Didcot Greenspaces Network which proposes this site for new accessible natural greenspace.
TRANSPORT
The Core Strategy in its current Infrastructure Delivery Plan provides for improvements to Jubilee Way roundabout and the completion of the Northern Perimeter Road (A4130) to mitigate the large scale developments at Didcot already

planned. These appear largely unfunded. Without them Didcot’s baseline traffic is at capacity.
Oxfordshire County Council’s pre-application advice states that “The strategic road network in Didcot is congested at peak times.” It also states that the County Council is reviewing the bus services that travel along New Road. A reduction in these services would make this application unsustainable. This application, without major road improvements being in place will lead to even longer delays along the A4130 Hadden Hill to Marsh Bridge Roundabout and then along Lower Broadway to Jubilee Way. These are very real bottlenecks.
OBJECTION
For these reasons, Didcot Town Council objects to the Application.

area for the Neighbourhood Plan should be, taking into consideration any

Street Naming Introduction
1. Didcot Town Council has been sent a request by Sally-Anne Worsley – Street
Naming and Numbering Officer at South Oxfordshire District Council - to change
the street name for a proposed development from Manning Close to Bernard
Barlow Close.
2. This report asks that the Committee considers the request, and, if it agrees to
the change, to make a recommendation to Council accordingly

Background
4. In 2009 Didcot Town Council recommended that the name of a development
situated to the rear of 2 Colborne Close be Manning Close. Bernard Barlow Close
was also considered at this time.
5. The development did not proceed due to the economic slow-down, but has since
recommenced. It is now at the point of development where a street name is
required.

6. Kevin Barlow, developer of the site and son of Bernard Barlow, has made
representations to Sally-Anne Worsley about naming the development after his
father.
7. Bernard Barlow was an engine driver, and wrote a book about his experiences
called the Didcot Engineman.
8. Geoff Manning was a scientist based at the Rutherford and Appleton laboratory in
Harwell. He became director of the laboratory in 1979 and was subsequently
awarded a CBE.

Bus shelter contract Introduction
1. This report updates the Committee on the contract for bus shelters.
Recommendation
2. That the Committee notes the position concerning the maintenance and cleaning
of three bus shelters in Didcot and considers a further report in 2019 to agree
future provision.
Background
3. In 2001 Didcot Town Council entered into a contract with a provider to supply,
maintain and clean three bus shelters in Didcot at no cost to the Council.
4. The contract was for a 15-year term to August 2016. The term of the agreement
is that unless 12 months’ notice is given to end the contract in accordance with
the break clause in the contract, it automatically continues for a period of four
years.

Hi Cathie The document sent on 27 June only picked up on changes to the sports pitch area to accommodate the community centre. You also requested that the LAB be updated to the most recent proposals across the southern parks to ensure the LAB reflects what has been approved (or will be following comments on RM submissions). This also provided an opportunity to simplify some elements and omit some of the more prescriptive features – e.g. type of street furniture. Unfortunately these were not picked up at the time. I have therefore attach a further revised version. Key changes are summarised below: • Landscape strategy plan has been updated to the latest approved (basins have moved around). • Ecology notes revised to reflect latest proposals – introduction of marshy habitats. • Local park/Neighbourhood Gateway updated to latest proposals to include location of public art, road treatments and drainage basin. • Sports Pitch area – all plans revised to include Community Centre. • Tarmac omitted in allotments, MOT type 1 proposed. • Neighbourhood Park – all plans revised to respond to the latest drainage strategy. This has resulted in the play area being moved from the north of the park to the south, introduction of terracing and greater emphasis on marginal habitat creation. These proposals have been table at meetings with SODC previously, so should not be cause for a set of new comments. • Separate litter and dog waste bins changed to combined litter and dog waste bins throughout as per council policy. Dear Tom, Following receipt of amended plans for P16/S0154/FUL and P16/V0123/FUL (which are for the same proposal), I note you have raised a holding objection to receive a summary of the amendments. These are as follows:
Plot 1 has been moved further away from the Wantage Road
A footpath has been provided linking the four new houses with the rest of Great Western Park to the south
The existing public right of way across the open space has been changed from a mown path to a paved path
Some improvements have bene made to the layout of the Pill Pond area of open space
