    Here is a more detailed look at the stronggains for members in the tentative 2013-2017National Master DHL Agreement:

    National Master• Cost-of-Living clause. The tentative agree-

    ment maintains the DHL COLA clausefurther protecting against the harmful ef-fects of inflation in 2014 and beyond.

    • Grievance Procedure. The agreement con-tinues to require the company to pay 100percent of the cost to hire an arbitrator inresolving disputes.

    • Organizing Language. The tentative con-tract includes a strong neutrality agree-ment that will make it easier for theTeamsters Union to organize non-repre-sented DHL operations. This could helpbuild Teamster Power, which will benefitall DHL members through increased ne-gotiating leverage.

    • Local and Regional Autonomy. The tenta-tive agreement preserves a significant de-gree of regional and local autonomy forthe Local Unions and the members theyrepresent. The national committee refusedto impose local work rules on the supple-mental committees.

    • Union Defeats Take-Aways. The unionwas able to defeat the use of part-timersfor 30 percent of daily work (all non-dri-ving classifications, 15 percent for driving),including straight time weekend pickupand delivery work; modifications to thegrievance procedure; and elimination ofrestrictions on a laid-off employee’s rightto bid on new or part-time work.

    • Protections From Unjust Discharge Dueto Garnishment. The tentative agreementeliminates the contractual language thatallowed the company to take disciplinaryaction against any employee who has hadhis or her wages garnished.

    For Employees Covered by the PU&Dand Office/Clerical Agreements:• Health, Welfare and Pension Benefits.

    The tentative contract, which runs

    through March 31, 2017, maintains thecontribution increases negotiated in thecurrent National Master DHL Agree-ment. The Tentative Agreement requiresthe Company to continue to participatein the same health, welfare and pensionfunds. To maintain current benefits, theemployer has agreed to increase its con-tribution to all Teamster health, welfareand pension plans up to $1.00 per hourper year.

    • Bonus and Wage Increases. The tentativeagreement calls for a $1,250 lump-sumpayment immediately in lieu of a wageincrease this year. Active full-time andpart-time employees as of the date of rat-ification and employees on an approvedleave of absence (including workers’ com-pensation and disability leave) will receivethe $1,250 lump sum payment for 2013

    Leaders From DHL Local Unions OverwhelminglyApprove Tentative Agreement

    Leaders from 26 Teamster local unions that represent DHL members metin Washington, D.C., on August 7, and overwhelmingly approved the tenta-tive master agreement and supplements, paving the way for a vote by themembers.

    The tentative agreement, unanimously endorsed by the TeamstersDHL National Negotiating Committee, maintains a strong health, welfareand pension package and provides wage increases, among other gains.

    “It took almost a year to get a tentative agreement with DHL due theirrepeated attempts to cram down concessionary work rules on the entirebargaining unit, regardless of classification or location. We successfullyfought off those attacks and have delivered an agreement that protects ourjobs and secures significant wage increases coupled with a significant sign-ing bonus,” said Bill Hamilton, Teamsters Express Division Director. “Mostimportantly, your national committee was able to keep all DHL Teamstersin their current benefit funds with sufficient monies allocated over the nextfour years to maintain the excellent health care and retirement standards as-sociated with Teamster benefits.”

    Refer to the enclosed “Summary of the DHL Tentative Agreement” formore information on the specific gains contained in this agreement, whichincludes strong health, welfare and pension benefits; wage increases; double

    time after 12 hours for all workers;maintenance of the cost-of-livingclause; enhancements to the griev-ance procedure; and more.

    “The international global airexpress industry is facing challeng-ing economic times, but this tenta-tive agreement preserves Teamsterwages, benefits and working condi-tions through March 31, 2017” .Hamilton continued, “Thanks to the persistence and hard work of the na-tional and supplemental committees, your negotiators made sure that DHLmembers’ interests were forcefully represented at the bargaining table.”

    The DHL National Master Agreement documents, including local sup-plements and riders, as well as other pertinent information, will be postedon www.teamster.org/DHL in the coming days, so check this site regularly.

    Ballot materials, including the supplements and local riders, will bemailed to members on or about Wednesday, Aug. 21. Ballots must be re-turned to the Lanham, Maryland, post office no later than 10 a.m., Wednes-day, Sept. 11.

    retroactive and prospective wage increases. Laid-off employees on the seniority listwho have worked at least 500 hours in2013 prior to the date of ratification willalso receive a $1,250 lump sum payment.Payment of the lump sum will be madewithin 30 days of date of ratification.

    • Double Time After 12 Hours. The unionsecured a double time rate (2x) for allhours worked over 12 per day for all em-ployees. This should help address excessiveovertime for drivers and limit the poten-tial abuse of overworking 10-hour em-ployees where they exist.

    • Part-Timers’ Wages. Significant increasesfor part timers, both new hire starting rates

    and those already in progression. The newhire progression has been shortened by25% to 36 months. Those workers alreadyin progression will benefit from bothhigher rates and a quicker progression.

    • 40-Hour Guarantee. The tentative agree-ment preserves the essence of the 40-hourguarantee. However, if a worker calls insick or is out of work for less than the en-tire week, he remains guaranteed for the 40hours but his replacement is paid for onlythe days worked. But, the union was ableto get the company to agree that when anemployee is scheduled out of work for theweek, the company will replace that em-ployee for the entire week rather than simply adding extra work to his co-work-

    ers. This is known as “1-for-1 replace.”

    • Protections Against Abuse of Employeeson Workers Compensation. The tentativeagreement limits the employer’s ability torequire employees on worker’s compensa-tion to continually participate in “modi-fied/light duty” work (limit is12 weeksnow vs. unlimited in the current contract).

    For Gateway WorkersThe wage progressions were maintained, whichin many cases amount to over $0.80 per year inwage increases. Plus, if Gateway workers reachthe top of the progression or already are out ofthe wage progression, they will receive the samewage increases as the PU&D employees.
