ADMINISTRATIVE TRANSFER OF .VE OPERATIONS

20072007

2007. The Ministry of Telecommunications and Information Technologies decided to transfer the administration of NIC.VE to CONATEL. This decision was made based on article 111 of the Telecommunications Organic Law, 2000. (in spanish: LOTEL)

Article 110: CONATEL is responsible for the the allocation and registration of domain names under the first level structure (. VE) in the Internet global network.

We have 2 procedures:

Who can apply for a domain name for General Use?

Any natural or legal person living in Venezuela or abroad, can apply for a “.VE” domain name.

After registering through the website, the applicant must pay the annual fee,

and present the information using the same registration site.

People living abroad must submit by email the proof of payment of the international wire transfer or also by credit card.

Who can apply for a special domain name?

Agencies or government entities, excluding companies and foundations (gob.ve).

Public or private educational institutions (edu.ve).

Public or private technology institutes (tec.ve).

Units of the Bolivarian National Armed Forces (mil.ve).

What is the price of register a .VE?

Article 148 of the Organic Telecommunications Law (Reformed).

* The yearly price tag for registration of any .VE domain names is: US$ 17 .

* Free Service to governmental entities and educational institutions, by assigning Special Domain Names (.Gob.ve / .Edu.ve).

* Wire transfer or by Credit card.

¿Who can request the transfer of a domain name??

The person listed as the owner on the registration system NIC.VE

Release of domain names

NIC.VE registration system, revokes the registration of a domain name that is in suspended status for non-payment of the fee within a period of maximum time allowed. These domains after this process, can be registered by anyone through the website established.

Legal Framework

Article 110: CONATEL is responsible for the the allocation and registration of domain names under the first level structure (. VE) in the Internet global network.

CONATEL should also establish national numbering plans and their respective regulations.

Regarding Conflict between a third party and the owner of a domain name in Venezuela, the NIC.VE it welcomes the Uniform Policy for Resolving Domain Name Disputes, established by the World Intellectual Property (WIPO).

Procedures for conflict resolution through WIPO

Process begins with the presentation of the case to this international organization according to the electronic forms.

The procedure cost is between 1,500 and U.S. $ 5,000 depending on the number of domain names under demand.

Arbitration Center of WIPO notifies NIC.VE demand and performs the request for information about the domain in dispute.

Arbitration Center of WIPO issues a decision within no more than 60 continuous days.

The NIC.VE, after receiving the decision, make the changes as appropriate
