1. IntroducTon

TheFAOCommissionsforControllingtheDesertLocustintheCentralRegion(CRC)andinSouth-WestAsia(SWAC)sponsoredaninterregionalworkshopforDesertLocustInforma+onOfficers(DLIOs)infrontlinecountriesofbothregions.TheCRCsecretariatorganizedtheworkshopattheFAORegionalOfficefortheNearEastandNorthAfricainCairo,Egypton7–10May2017.TheFAOSeniorLocustForecas+ngOfficer,KeithCressman,conductedtheworkshopassistedbyaresourcepersonfromOman,NassorAl-Harthy,andtheRAMSESGISdeveloper,MehdiGhaemian,fromI.R.Iran.Duetovisaapprovaldelays,MrGhaemianandtheothertwopar+cipantsfromI.R.Iranarrivedonlyonthelastdayoftheworkshop.

Atotalof19DLIOsagendedtheworkshopfromeightfrontlinecountriesintheCentralRegionandthreeinSouth-WestAsiaaswellastheDesertLocustControlOrganiza+onforEasternAfrica(Annex1).

Thisyear’sworkshopwastheninthannualDLIOworkshopsince2008.

2. Programme

Similartopreviousworkshops,par+cipantsindicatedwhatproblemsanddifficul+estheyfacedintheirdailyworkasDLIOsandwhattheywouldliketogainfromthisyear’sworkshop.Thisinforma+onwasusedtoensurethattheworkshopprogrammemettheneedsofthepar+cipants.Themainemphasisofthisyear’sworkshopwasusingRAMSESv4fortheanalysisofweather,ecologyandlocustdatainordertoassessandsummarizetheDesertLocustsitua+on.Thiswasthesecondagempttoteachpar+cipantstheprocessesandmethodologiesforanalyzingdataaheranini+alintroduc+onatlastyear’sworkshop.Theprogrammeconsistedmainlyofhands-onprac+calexercisesanddemonstra+onsintheclassroom,supplementedbypar+cipatorydiscussionsandafewpresenta+ons(Annex2).Thehoursofthefour-dayworkshopwerefromabout0830hto1630hwithcoffeebreaksinthemorningandahernoon,anda1hourbreakatmiddayforlunch.

ThefirsthalfofthemorningontheopeningdaywasdedicatedtocheckingallthePCsofthepar+cipantssoastofixanyproblemsandaligntheversionsofRv4.1withthelatestupdates.Ideally,thiswouldhaveallowedthepar+cipantstostarttheworkshopatthesamelevelandavoidunexpectedproblemsduringthecourseoftheworkshop,greatlyreducingunnecessarydisrup+onanddistrac+onfromthemainprogrammeandexercises.However,inprac+ceittooktheSeniorLocustForecas+ngOfficermorethantwodaystofixsixPCs(one-thirdofthepar+cipants)becauseofashortageoftrainedpersonstoassist(Annex3).Thisyear,theITexpertfromCLCPROcouldnotpar+cipateintheworkshopandtheRAMSESGISdeveloperonlyarrivedonthelastdaywhenallthePCproblemshadbeenresolved.Infutureworkshops,itisstronglyrecommendedtocon+nuetheprac+ceofcheckingpar+cipants’laptopsonthefirstdaypriortousingRv4.1.

2.1ParTcipantexpectaTonsanddifficulTes

Thepar+cipantsindicatedthattheyohenfacedseveraldifficul+esduringtheirdailywork:

• insufficientnumberofDLIOswithinthena+onallocustprogramme;• eLocust3withincorrectdateand+me,andneedsrechargingforatleast5days

withoutinterrup+on;• refreshertrainingisrequiredforeLocust3;• eLocust3bageriesrequiregoodmaintenancewheninstorage;• otherDLIOsneedtraininginRv4.1;• Internetconnec+vityisnotstable,reliableorsufficientlyfastinseveral

countries,especiallyEthiopia,EritreaandYemen;• IRImapsmayappeartobeoutdatedbutitmaybesimplysufficienttoclearthe

browsercache(ctrl+Refresh).

ItisofupmostimportancethateverycountryhasasufficientlyfastandreliableInternetconnec+onatthena+onallocustcentrebecauseDLIOsrequirethistoobtaineLocust3datafromthefield,todownloadremotesensingimageryanduseGoogleEarthEngine,toupdateRv4.1,toreporttoDLIS,andtoshareinforma+onwithothercountriesandCRC.ItisnotpossibleforDLIOstocarryouttheirdu+eswithoutagoodInternetconnec+on.ThiswillbecomeincreasinglyimportantinthenearfutureastheRv4.1databasemigratestothecloud.Ingeneral,par+cipantswishedtousethenewtoolsdevelopedbyDLISandothersmoreeffec+velyandefficiently.Par+cipantexpecta+onsanddifficul+esweresimilartothoseexpressedinpreviousworkshopsexceptthattherewerefarfewerdifficul+esinusingeLocust3andRv4.1,whichsuggeststhatbothtoolshavenowbecomestable.

2.2PCmaintenance

Duringtheworkshop,itwasnotedthatmanyusers’PCswereclugeredwithnumerousfilesandapplica+ons,someofwhichmaynotbenecessary.Desktopswereohenfulloffilesanddirectories,whichcanslowdowntheperformanceofthecomputer.Insomecases,theRAMSESstandardardizedsystema+cfilingprocedurewasnotfollowed(Annex3).

Par+cipantswereprovidedwithseveral+pstoensurethattheircomputeroperatesasefficientlyaspossible:

• maintainasystema+capproachtofilingincludingsensiblenamingschemesthatmakeiteasiertofindandiden+fyfiles,e.g.YYMMDDdescrip+on(170513report),andtoalwaysfollowthisscheme;

• trytolimitthenumberoffiles,foldersandshortcutsonthedesktoptoaboutamaximumoften;

• wheneverpossible,DriveCshouldbereservedforprogramfileswhiledatafilesshouldbestoredonDriveDorE;

• makesuretohavearobustan+-virusprogrammeinstalledandkeepituptodate;

• donotopenunknownagachmentsordownloadunknownfilesandapplica+ons;• ensurethatthedateand+mearealwayscorrectonthePC;• donotuseunofficialsohware,especiallytheopera+ngsystem.

2.3ReporTng

TheSeniorLocustForecas+ngOfficerexplainedtopar+cipantshowDLISevaluatesthequality,+melinessandfrequencyofrepor+ngfromlocust-affectedcountries.Eachmessage,whetheritisabulle+n,Rv4.1dataorotherinforma+on,isregisteredandevaluatedinasimplethree-pointsystem(Annex4).Thisallowstheassessmentofrepor+ngineachcountry

over+metoiden+fyanyweaknessesorgapsthatshouldbestrengthenedinordertoensurehighqualityand+melyrepor+ngthatisthebackboneofthepreven+vecontrolstrategy.

Par+cipantscompletedanexerciseinwhicheachcountryevaluatedareportofanothercountryforqualityand+meliness.TheirscoreswerecomparedtothosebyDLIS.Inthisway,par+cipantscouldbegerunderstandtheevalua+onsystemandrepor+ngrequirementsbyDLIS.Itwasagreedthatthesystemwasfairandshouldcon+nuetobeimplemented.

TheSeniorLocustForecas+ngOfficerpresentedtheresultsoftherepor+ngevalua+onin2016(Annex5).Ingeneral,countriescon+nuetoperformwellinbothqualityand+meliness;however,itwasnotedthattherewasaslightdecliningtrendinrepor+ngqualityduring2016whencomparedtopreviousyears.Thismaybepar+allyduetohigherexcep+onsinrepor+nggiventhesubstan+alinvestmentsintrainingandsupportprovidedbyDLISandCRC/SWACduringthepastdecade.Butitmayalsobeduetotheneedforrefreshertrainingonthevarioustoolsusedindatamanagementaswellasincreasedagen+oninworkingcarefully,systema+callyandprecisely.

Theslightdeclineinrepor+ngwasnotedatthelastSWACsessionwhereitwasdecidedtoorganisearegionalworkshopforSWACDLIOseveryyearintheautumnsothatSWACDLIOswillhavetwoworkshopsperyear,theCRC/SWACDLIOworkshopinaboutMayandtheSWACDLIOworkshopinaboutNovember.Itishopedthatthiswillimproverepor+ngquality.

Severalotherac+vi+esweresuggestedforimprovingrepor+ng:

• DLIOscouldprepareanannualreportofrepor+ngthatwouldsupplementtheannualperiodicreportspreparedbyDLISandsenttocountries

• eLocust3trainingcouldbeprovidedbeforeabreedingseasonorsurveycampaign

• apost-season/campaignreviewsessioncouldbeorganizedbyDLIOsandlocustmanagementforallfieldofficers

2.4RAMSESv4(Rv4.1)

DLIOscon+nuetouseRv4.1tomanagesurveyandcontrolresults(Annex6).Duringoutbreaks,thisusageincreases.Upun+lnow,Rv4.1isprimarilyusedforimpor+nganddisplayingdata.AsRv4.1hasnowbecomestableandthebasicdatamanagementfunc+onalityhasbeenimplemented,itwasappropriatetoini+atethenextlevelofRv4.1usage,thatis,analysis.ThiswastheprimaryemphasisofthisworkshopbasedonlessonslearnedfromtheCRC/SWACworkshoplastyear.

Theworkshoppar+cipantsweretrainedinallaspectsofusingthelatestandnewestfunc+onsofRv4.1,specifically:

(a) reinstallingdatabases,includingthoseofothercountries(fortheexercisesinthisworkshop)

(b) automa+cbackupandupda+ng(c) locustpresence/absence/controlquery(d) breedingfirstandlastdatesquery,andassociatedes+matesoflaying,hatchingand

fledging(e) useofremotesensingandbackgroundmaps(f) makingmapsforbulle+ns

TheSeniorLocustForecas+ngOfficerreviewedtheconceptofsystema+canalysisanditsapplica+ontoanalyzingweather,ecologyandlocustdatainRv4.1inastep-by-stepmannerbybreakingtheanalysisintosmallercomponentsover+me(monthly)andspace(seasonalbreedingareas).TheGISfunc+onalityofRv4.1canfacilitatethisapproachinorganizingqueriesanddisplayingtheirresultsbyvisualizingdifferentdatalayers.TheSeniorLocustForecas+ngOfficerdemonstratedthisapproachthroughanintroductoryanalysisofthelocustsitua+oninSudanduringthesummerof2016thatthepar+cipantscompletedtogether.Thiswasfollowedbyabasicanalysis(Eritrea,autumn2016)andamoredifficultandcomplexadvancedanalysis(SaudiArabia,late2016)thatwerecompletedbyeachDLIO.Theresultswerethenpresentedanddiscussed.Inthisway,par+cipantswereabletoprac+cegeneraldataanalysisandRv4.1func+onality.

AstheIranianDLIOsarrivedonlyonthelastday,thefollowingdaywasu+lisedtoprovideaddi+onaltrainingonRv4.1analysistoSWACDLIOsinwhichtheyprac+cedwithacomplexanalysisofMauritania(autumn2016).

Itwasnotedthatanumberofaddi+onalfunc+onsandimprovementsarerequiredinRv4.1tofacilitateanalysisandprovideamorecompleteassessmentoflocustsitua+ons(Annex7).Forexample,itwasnotpossibletoanalyzechangesinlocustdensi+es,sizesofinfestedareasandnumberofloca+onsinfested.Itwasalsonotpossibletosummarizetheytypesoflocustpopula+onsthatweretreatedandbywhatmeansover+me.Itwasdifficulttoloadalargenumberofdataandremotesensinglayersandmanagethem.

2.5eLocust3

CountrieswereencouragedtouseeLocust3asefficientlyaspossible;thatis,totrytoreduceunnecessaryde/ac+va+onandsubscrip+oncosts(Annex8).Thismeansthatunitsshouldonlybedeac+vatediftheyarenottobeusedforatleastsixmonths.Ac+vatedunitsshouldbeusedasmuchaspossibleinthefield,makingatleastsixstopsperdayduringnormalrecessionperiods.EachteamshouldbeequippedwitheLocust3anduseitcorrectly.Duringperiodsofincreasedlocustac+vityandcontrolopera+ons,addi+onalunitscanbemadeavailableimmediatelytocountriesbyDLISandCRC.Requestsforde/ac+va+onshouldbereceivedbyDLISbyaboutthe25thdayofthemonth.

Duringtheworkshop,par+cipantsmen+onedthatsomeeLocust3unitsdidnotmaintainthecorrect+meanddateseqngs.Itwasexplainedthatthiswasduetotheneedtorechargetheinternalclockbagerybyconnec+ngthetablettothemainspower,turningiton(thedisplaycanbeoff)andleavingitpluggedintoacon+nuouspowersourcewithoutinterrup+onfor72hours.Tabletsshouldbestoredat50percentbagerychargedandcheckedeverymonth.

Egyptmen+onedthattheyfacedaproblemindatatransmissionviasatelliteatcertain+mesandincertainplacesofthesouth.However,duetotherandomnessofthisproblem,itwasdifficulttounderstanditscausesandproposeusefulsolu+ons.Consequently,itwassuggestedtomonitorthisissueandreportittoDLIS.

Ifpossible,theeLocust3sohwareshouldbeupdatedsothatla+tudeandlongitudecoordinatesaremandatorybeforeareportcanbetransmiged.Otherminorimprovementsconcerningcontrolunitsshouldbeimplemented.

TheEgyp+anDLIO,OsamaRabie,presentedtheLocusappthathedevelopedandshowedpar+cipantshowtomakelayerswithprevioussurveydata,greennessmapsandsatelliteimagery.TheLocusappis:

• usefulforGPS/naviga+on,backgroundmaps,recentmaps,surveydatadisplay• hasacompanionstandaloneWindowsdesktopappformakingmaps• canu+liseGoogleEarthProfordynamicimageryandRv4.1CSVdata,whichcan

besavedasKMZandsentbyemailtofieldsta+onsandcopiedontotheSDcard

2.6Newtechnologiesandtools

SeveralInternetresourceswereintroducedandreviewedwithpar+cipantsthatcanbeusedtoassistincarryingoutthedu+esandresponsibili+esoftheDLIOs(Annex9).

2.6.1Slack

Slack(slack.com)istoolthatallowsDLIOsandotherstoeasilycommunicateandshareinforma+onbetweenthemselvesandFAO(DLISandtheregionalDesertLocustcommissions).Thisisdonethroughspecificthema+cchannelssuchasdrones,eLocust3,eLocust3d,GoogleEarthEngine,remotesensing,repor+ng,Rv4.1andsoon.Anopera+onaladvantageofusingSlackisthatproblemscanbesharedwiththeen+reDLIOcommunityratherthanonlywithDLISorCRC.Inthisway,solu+onscanbeprovidedmuchquickerbecauseeverybodypar+cipatesratherthanrelying,forexample,onlyontheSeniorLocustForecas+ngOfficer.Thisencouragesandfacilitateshorizontalcollabora+onandproblem-solving.Userscanalsocommunicatedirectlywitheachotherinprivatechannels.AllDLIOsareautoma+callymembersoftheFAOlocustslackteam.AnyonecanbecomeamemberbysendinganemailtoKeithCressman(keith.cressman@fao.org).

2.6.2Zoom

CRCpar+cipantsfeltthatthemonthlyZoomcallorganizedbyDLISandCRCisaveryusefulmeansforDLIOstokeepincontact,sharecurrentexperiences,resolveproblemsonthespotandforDLIStoprovideclarifica+onsandshorttraining.Therefore,itwasagreedthatthe45-minutecallsshouldcon+nueandbescheduledforthelastMonday,TuesdayorWednesdayofeverymonthat10hRome/Cairo,11hinallothercountriesexceptOman(12h)withinvita+onsdistributedoneweekinadvance.

ForSWAC,itwasagreedtoestablishamonthlyZoomcall,similartoCRCandCLCPRO,onthelastWednesdayofeverymonthat12hFAO+me,1430hIran,15hPakistanand1530hIndia+mes.

2.6.3Windytv

TheInternetcon+nuestoexpanditsdeliveryofinforma+on.Recently,anewservice(windytv.com)providesextremelyusefulweatherinforma+onsuchaswinds,temperaturesandcloudsatdifferentatmosphericlevelsonamap.Thisinforma+onisinreal+meandalsoincludeshistoricalaswellasforecasteddata.DLIOscanusethisinforma+ontounderstandcurrentweathercondi+ons,seeupcomingpossibili+esforrainfallanddeterminepoten+allocustmovements.Theserviceisfreeanddoesnotrequireregistra+on.

2.6.4GoogleEarthEngine

In2015,FAOsignedapartnershipagreementwithGooglethatallowsaccesstoadvancedtechnologies.Onesuchtechnology,GoogleEarthEngine,canbeusedtoshortenthedelivery+meoftheremotesensingimagery,specificallythedynamicgreennessmap.UserscanaccessacustominterfacedevelopedbyDLIS,DesertLocustMapper,wheretheycanindicatethedesireddaterangeofthedynamicgreennessmapandassociatedDesertLocustdata(hoppers,adults,bands,swarms).Thegreennessmapisprocesson-demandinlessthanaminuteusingparallelcompu+ngandcloudtechnologies;hence,anInternetconnec+onisrequired.Inthisway,DLIOsdonothavetowaitforthestandarddecadeproducttobecomeavailableinthewebsitesofColumbiaUniversityIRIorVITO;instead,theycanprepareamap,ideallyofa10-dayperiod,atany+meaccordingtotheirneed.DesertLocustMapperwillsoonbeavailableonLocustWatchandincorporatedintoRv4.1.

Theresultsofanini+alcomparisonandvalida+onofthegreennessmapdistributedbyIRI/VITOandthatwhichisproducedon-demandusingGoogleEarthEnginesuggeststhatGoogleEarthEnginemoreaccuratelyindicatesvegeta+oncondi+onsat56%oftheloca+onsversus32%byIRI/VITO.Morevalida+onisrequiredandcountrieswereencouragedtopar+cipateinthisexercisebyprovidinggeo-referencedphotosoffieldcondi+onsinDesertLocusthabitats.

2.6.5Maclaptops

One-thirdofthepar+cipantsarrivedattheworkshopwithPClaptopsthatwerenotworkingcorrectlyduetooutdatedapplica+ons,incorrectlyinstalledornon-licensedsohware,viruses,opera+ngsystemissuesandpoormaintenance.Thiswascompoundedfurtherbyawidevarietyoflaptopmodelsandtwodifferentopera+ngsystems,Windows7andWindows8.ThisproblemhasplaguedeachoftheannualDLIOworkshopsanditappearsthatligleprogresshasbeenmadetoresolveit.Thisyear,halfamorningandanothertwodayswasspentresolvingsuchissuesbeforeallDLIOscouldfullypar+cipateintheworkshop.Duringtheworkshopitself,somepar+cipantscouldnotdisplaythenecessarybackgroundmapsontheirPCs.

TheMacplatormoffersseveraladvantagesthatwouldbeusefulinlocust-affectedcountries:(a)enhancedstabilitywithasingleversionoftheopera+ngsystemandstandardized64-bitarchitecture,(b)lessvirusandmalwareagacks,(c)improvedmemorymanagementandgraphicaldisplay,(d)moreintui+veandabegeruserexperienceand(e)doesnotneedtoreplacedsoohen.AsRv4.1isdevelopedontheMac,itisop+mizedforthisplatorm.

Thisissuewasdiscussedamongsttheworkshoppar+cipantsandtheCRCExecu+veSecretary.TheDLIOsfromtwopilotcountries,EritreaandPakistan,whohadbeenusingMaclaptopsforallDLIOdu+esduringthepasteightmonthsreportedposi+velyabouttheirexperienceandwereveryhappywiththeMaclaptops.TheDLIOfromSaudiArabiahadjustbeganusingaMaclaptopafewweeksbeforeandsaidthatitwaseasy,verypowerful,stableandbegerthanthePC.TheRAMSESdeveloperindicatedthathedoesallRv4.1programmingonhisMaclaptopthatismorethansixyearsold.Heexpectsthatthelaptopwillbeopera+onalforaboutanotherfouryears.Thiscontrasteddrama+callyfromPClaptopsinwhichallusers,exceptone,hadtoreplacetheirlaptopmuchmoreohen,usuallylessthanfiveyears.SWACdecidedatitslastsessiontoprovideeveryDLIOinthethreefrontlinecountrieswithaMaclaptop.CLCPROwillbegindistribu+ngMaclaptopstosomeofitsfrontlinecountriesinaprogressivestep-by-stepmanner.

AlthoughallDLIOsexpressedtheirinterestinusingaMaclaptopfortheirworkanddespitefavourablereportsconcerningtheuseofMaclaptops,theCRCExecu+veSecretarypreferredtowaitandaddresstheissueproperlybeforeprovidingMaclaptopstosomeDLIOsintheCentralRegion.Accordinglythesitua+onwillbereviewedbasedontheexperiencesoftheDLIOswhocurrentlyuseMaclaptopsthisyear.

3. Conclusion

Thepar+cipantswerepleasedwiththeorganiza+on,contents,trainerandfacili+esoftheworkshop.Theyreaffirmedtheimportanceofandtheneedtocon+nuetoorganizetheCRC/SWACinterregionalworkshopforDesertLocustInforma+onOfficersonanannualbasis.TheworkshopofferstheonlyopportunityforDLIOsfromlocust-affectedcountrieswithinthetworegionstogettogethertoexchangeexperiencesandshareknowledgeface-to-face,andtoreceiveimportanttrainingandfeedbackfromDLIS.Therefore,itiscri+calthatallfrontlinecountriesallowtheirna+onallydesignatedDLIOtotakepartinthisac+vity,andthatCRCcon+nuestoorganizethisac+vityeveryyearwithDLISpar+cipa+on.

Ideally,DesertLocustHeadsshouldbeinvitedeveryfewyearstopar+cipateintheworkshopwiththeirDLIOsotheycanobservefirsthandthetoolsthathadbeendevelopedbyDLISandhowtheirinforma+onofficersusetheminrepor+ngandearlywarning.Thiswouldalsohelptostrengthentheimportantcollabora+velinkbetweenlocustdirectorsandlocustinforma+onofficers.

RAMSESisthecustomGISusedinlocust-affectedcountriesbyna+onalDLIOstomanageandanalyzetheeLocust3datacollectedbytheirownsurveyandcontrolteams.Since2000,ithasbeenanimportantcomponentintheDesertLocustglobalearlywarningsystem.Anewplatorm-independentmul+-lingual(English,French,Arabic)version,RAMSESv4,becameopera+onalon1January2015u+lisingopen-sourcesohwareandcontainingasingleunifieddatabase.RAMSESv4hasbeenupdated31+mes,includingamajorupgrade,RAMSESv4.1(Rv4.1),releasedinMay2016thatwassubsequentlyupdatedfive+mesinthepastsixmonths.Rv4.1consistsofimprovedfunc+onalityforentering,impor+ng,edi+ng,querying,displayingandexpor+ngdata.Rv4.1automa+callyinstallsnewupdatesaswellasbackingupthedatabasetotheuser’sPCandtothecloudasanaddi+onalprecau+onarymeasuretoensurethatvaluabledatabasesarenotlost.Theapplica+onisnolongerrestrictedtospecificversionsofthird-partysohware.

Rv4.1isusedin17frontlinecountrieswheresurveyandcontrolopera+onsarecarriedoutinwhichdataarecollectedthatneedtobemanagedandanalysed.Inaddi+on,theDesertLocustControlOrganiza+onforEasternAfrica(DLCO-EA)alsousesRv4.1.Theapplica+onmayeventuallybeestablishedinothercountriessuchasDjibou+,Senegal,SomaliaandTunisia,dependingonneeds.

In2016,frontlinecountriessent19,303recordsofRv4.1datatoDLIS.Ofthis,theWesternRegionsentthehighestnumber(8,688)comparedtotheCentral(6,362)andEastern(4,253)regions.Thismayhavebeenduetoincreasedlocustac+vityandanoutbreakinMauritaniathataccountedformorethanhalfthenumberofrecords(4,597)sentfromtheRegionandnearly24percentofthetotalfromallregions.India(3,023)wasthesecondhighestcountry,indica+ngthesizeableeffortthatisundertakeninearlywarningdespitetheabsenceofanoutbreakin2016.Algeria(1,745)andSudan(1,354)werethirdandfourthhighestusersofRv4.1respec+vely.
