2009 – State of Hawaii adopted Act 054“…adopt a complete streets policy that seeks to reasonably accommodate…access and mobility for all users…of all ages and abilities…”
2012 – County of Maui adopts Resolution 12-34“…incorporate Complete Streets into all relevant County actions, including budgeting, planning, and development services,…”

What does a complete street look like and why should we bother do this?
Misconceptions, thoughts, etc…
• Add the bike lanes, sidewalks, and you’re DONE!
• Rights-of-ways will be huge.
• Expensive.
• No one is going to use it.

So why should we plan for complete streets?• We’re supposed to• Accommodate current and foreseeable uses• Context sensitive• Comfortable and SAFE!

Why are complete streets important?
Public Health perspective:• Less than10% of people get recommended amount of
daily physical activity.• Walking is reported as the most common leisure time
physical activity.• A major reason why people choose not to walk or bike is
that they do not feel safe.
• Today’s children may be the first generation to have a shorter life expectancy than that of their parents, due to chronic diseases linked to inactivity.

• Residential streets – 10’ lanes• Other areas – 11’ lanes• Higher truck volumes – 12’ lanes
• Sidewalks:• Residential minor streets – 5’• Higher class roadways – 6’ (and wider)
• Curbed radius – 20’
• Bike lanes – 6’
