Australia Post are offering grants of up to $10,000 for eligible projects that provide positive benefits for the community.

More than ever, local communities play a vital role in shaping the future of our nation, and Australia Post is there to lend a hand, providing essential services that help people connect with each other. That’s why our grants program aims to support projects that bring people together around what matters most in their communities. We're looking for projects that:• Help people connect with each other through

group activities (e.g. volunteering programs, civic engagement and environmental activities)

• Reduce barriers to participation in community life (e.g. transport, ability to pay, or access to community spaces), or

• Develop skills and leadership capability to strengthen community networks

• How to applyBefore starting your application, read the 2019 Australia Post Community Grants Application Kit and application checklist by visiting https://auspost.com.au/about-us/corporate-responsibility/our-community/local-support/community-grants-program/2019-community-grants.

New Purchasing Arrangements - Register NowQuilpie Shire Council is changing their Request for Quotation (RFQ) process and a new platform will soon be in use to simplify the procurement process. The provider of the new platform is VendorPanel Pty Ltd, a multi-award winning Victorian technology company. For more information visit vendorpanel.com

We are calling all local businesses to register with VendorPanel which will give you access to Quilpie Shire Council RFQ opportunities. We will only be able to issue RFQs to businesses registered on VendorPanel.

Next steps:

If you are already on a preferred supplier panel (contractors or plant hire), you will receive an invitation to register from VendorPanel. Please click on the ‘Get Started’ link which will allow you to

register.

If you need any help in registering, please contact VendorPanel Support support@vendorpanel.com.au or by calling 03 9095 6181.

Marketplace

Not on a preferred supplier listing but still quote on Quilpie Shire Council purchases? Then please register on ‘marketplace’ at www.vendorpanel.com/marketplace.

VendorPanel Marketplace will simplify the RFQ process and also expose your business to more regional / statewide opportunities. VendorPanel is already used across Queensland so one registration means exposure to other

public-sector councils, departments and agency procurement opportunities.

Please note, if you are an existing VendorPanel registered Supplier or register as a preferred supplier, you still need to register in the Marketplace to get external opportunities. It’s easy and will be linked to your existing profile. In the registration email, ‘CLICK HERE TO GET STARTED’, accept the invitation and sign into your existing account to register.

If you have any questions on the process please contact Dominique or Nina at Council on 07 4656 0500, or for any VendorPanel platform related issues, please contact VendorPanel Support.

Quilpie Shire Council is committed to the training and professional development of staff and as such, are proposing to undertake the following training courses during the 2019/2020 financial year. From the CEO’s DeskThe last Ordinary meeting of Council was held on Tuesday 09 July. Councillors presented verbal reports on their activities during the preceeding month.

By letter dated 21 June 2019, The Department of Natural Resources and Mines is seeking Council’s opinion on whether a valuation of the local government should be undertaken to be effective on 30 June 2020. Council did resolve to request that a valuation be undertaken.

Council were successful in obtaining a grant of $66,000 to undertake a body of work to progress our asset management capability. The scope of work included a detailed pickup, by way of cameras, of all road assets as well as mapping these assets. A product called the Road Asset Condition Assessment System (RACAS) was used. A consultant was engaged to prepare a report providing a forward works program. This report was received at the meeting and will be used to guide ongoing road maintenance matters.

Golf Australia has approached Quilpie to identify interest in hosting an event as part of the 2020 Outback Queensland Masters. The event is anticipated being held in June and July in 2020. Council approved the request to host an Outback Queensland Masters event in Quilpie in 2020 at a cost of $20,000. As executive committee members of the Quilpie Golf Club, Cr Paulsen and Cr Volz both left the meeting while this matter was debated and voted on.

Tenders were called for the supply of one (1) prime mover. At the close of the tender period three (3) tenders had been received. Council resolved to accept the offer from PACCAR Kenworth for a Kenworth T659 prime mover for a price of $305,231.34 excluding GST and trade unit 87 for the amount of $27,272.73 excluding GST.

At the Ordinary Meeting of Council held in March 2019, it was noted that the disabled access ramp to the Toompine Hall is yet to be completed. At the same meeting, Council resolved to approve a request for financial assistance for the construction of an

undercover area at the hall to a value of $20,000. Council staff have advised that the works to complete the disabled ramp are estimated to cost in the vicinity of $20,000.

Council resolved to construct a disability access ramp, steps and landing on the southeastern side of the Toompine Hall with connecting pathway to the ablution block.

Cultural Heritage issues are impacting on the ability of opal miners to operate in a viable manner. President of the Queensland Opal Miners Association, Mr Kev Phillips, has approached the Mayor to enquire whether Council is able to provide any assistance to alleviate the issues being experienced.

Council resolved to provide in-kind support to the Queensland Opal Miners Association in the form of assisted plant operator training opportunities as part of any negotiated indigenous land use agreement that they may enter into with the relevant native title party.

Councillor Paulsen raised concern in relation to the speed of traffic entering town both on the eastern and western entrances. Council will purchase two solar powered LED radar traffic signs to be located at eastern and western entrance to Quilpie and write to the local police service requesting assistance of vehicle traffic speeds control through town.

As usual, a number of other administrative matters were also discussed, including reviews of a number of policies.

The full minutes and agendas of Council meetings are available on Council’s website at www.quilpie.qld.gov.au. Minutes are generally available on the Tuesday or Wednesday following a Friday meeting.

I am happy to meet with anyone that would like further information on any meeting outcomes. Members of hte community are also reminded that all Councillors are happy to speak with you on any issue.

Regards

Dave B
