James Bond models a tourist vacation to Jamaica because he travels to Jamaica, stays in hotels, sees beautiful sights, enjoys idea of the romance of the Caribbean through his relationship with Honey Rider. At the end of his adventure, he will presumably return home. In performing or modeling a tourist vacation, Dr. No might be read as an extended advertisement for Jamaica or at the least as containing an advertisement to Jamaica. Thus, the genre of spy film is not separate from/can contain the basic narrative also of tourist film.
