• determined in part based on the size of the development,

• Numerical thresholds for different types of development are identified in Florida Statutes, and Florida Administrative Code,
- Shopping Center (40 acres or 400,000 sq. ft.), - Office (30 acres or 300,000 sq. ft.), - Residential, Depends on County population, Flagler County - 750 units) - Combination of different development to reach threshold

Development Order
• Development Order is an agreement between Developer, City and Review Agencies
• DO is a statement of developer’s entitlements
• Significant changes to DO (e.g. additional intensity/density, reduction of open space, additional lands) require “Notice of Proposed Change (NOPC)”
• NOPC Similar to DRI Approval Process
