established in 1994

Traffic Flow restrictions imposed daily around 01Z~07Z daily, average “8 min

interval for Beijing inbound regardless of altitude.”

There are 10~14 Beijing inbound from Japan during the timeframe, resulting

departure delays of around 30 min.

In summer, delay may increases up to “120 min interval regardless of altitude”

reportedly due to bad WX around Beijing or military activities.

Such restrictions sometimes are imposed at short notice.

China - ROK - Japan flow restrictions

Triggered by ICAO APAC Regional Sub Office

Established in 2014 by ANSPs of Japan, ROK and China as founding members

Focus primarily on harmonization of ATFM/CDM in the region

Work in collaboration with ICAO APAC ATFM Steering Group

Held two meetings so far (NARAHG/1 in Beijing and NARAHG/2 in Fukuoka).

North-Asia Regional ATFM Harmonization Group (NARAHG)

Conducted Post Operations Analysis of ATFM measures between Dalian ACC - Incheon ACC - Tokyo ACC, and will conduct similar analysis between Shanghai ACC - Fukuoka ACC / Incheon ACC.

Agreed to provide details on reasons for ATFM measures and look at improving notification lead time.

Agreed to share ATFM Daily Plan upon finalization of data requirement, initially by email, then to be uploaded onto the secured ICAO website progressively.

Noted relevant ATFM data should be further exchanged among ANSPs, Airports and Airspace Users, and agreed to invite relevant airline industry to NARAHG/3 to share their perspective on ATFM in this region.
