New look for BLAST
In an effort to standardize
communication, the Coalition has created a NEW
LOOK for the BLAST.
• Providers NEED TO ENSURE
that the email address you have given to Coalition is
still accurate and working.
• Correct email address is
critical for Coalition business as your email is ALSO
connected through the PORTAL.
Provider Report Cards for Quarters 2 & 3
Provider Report Cards allow you to see what information the Coalition captures to support you.
This information will be used in the upcoming months to develop Individual Program Plans in order to determine improvement and growth in all areas of Center

Readiness programs.
All titles are finalized. Six titles will be added
to the list. Curriculum Titles will be available
on the DOE’s website. Link on BLAST…

Standards for Four Year Olds Who is required to have the Standards Training?
VPK Instructors with less than an Associate’s degree (CDA or CDA
equivalency such as FCCPC, ECPC) are required to have the training
by 7-1-14. For this requirement, either version of Standards for Four-
Year-Olds is acceptable (Instructor-led available since late 2011.

If a VPK program is on probation and has chosen the DOE-
Approved Staff Development Plan for VPK Providers on
Probation, then the VPK Directors, VPK Instructors, and VPK
Assistants must take the Standard for Four-Year-Olds.
(Currently, the rule relating to the staff development plan
indicates instructor-led, as that is what has been available.
Online version of Standards for Four-Year-Olds will be available
by 7-1-14. Final testing and review of course is occurring.
Questions and Responses
Question 1: What if a VPK teacher who is required to have the
Standards training doesn’t have the training by July 1?
Response: A program cannot contract for VPK services without
qualified VPK teacher(s), but the program can contract once the
teachers do have required training.
Question 2: If a teacher’s AA doesn’t meet the state requirements
for VPK, so they choose to use their CDA(FCCPC) to qualify to
teach VPK, are they then mandated to take the Standards for Four
Year Olds?
Response: If they meet the requirements for VPK Instructor
qualifications by having a CDA (FCCPC) then they are mandated
to take the Standards course.

Requirements
• White Out may not be used anywhere on Attendance Roster. If an error is made, Providers mark through the error, correct the entry, and then initial.
• When a child is not listed on the printed Attendance Roster, the provider must write in the child’s information; Proper name, Social Security Number, Parent Co=Pay, Care level, and Full Time or Part Time care from the School readiness Eligibility and Enrollment form provided by the parent/guardian.
• All documents, specifically, Sign-In and Sign-Out forms MUST be LEGIBLE by Coalition Fiscal team.
• Attach ALL Extraordinary Circumstance Absentee Documentation
• Utilize ONLY approved Attendance Roster Codes. OEL Attendance Codes as listed on the Roster Legend are NOT the Current Roster Codes.

School Readiness Reimbursement Requirements
• Leave the DAYS ATTENDED Column BLANK. Coalition staff must attend this section.
• If Coalition staff cannot determine what a MARK is, Provider will not b paid for that day.
• NO initials may be used by the parent to sign a child in or sign them out.
• NO titles such as “Papa” etc… may be used.
• Child's name must be legible.
• Only Coalition approved Sign In/Out sheets and Electronic Signature pages will be accepted.
• All Sign in/Out sheets must be completed in blue or black ink ONLY.
