Energy-Transport working group (ENOVER/CONCERE)

Given the complex institutional context in Belgium (both regional and federal entitities are directly involved) and the various policy areas (such as economy, mobility, energy, environment, finances,...), an interdepartemental transversal government working group (Energy-Transport) was created.

Main mission of this Energy-Transport working group:

• to coordinate the transposition and implementation of the European Directive 2014/94 on the deployment of alternative fuels infrastructure, such as the development of a Belgian policy framework;

• to exchange information/studies and to share best practices among federal and regional entities;

• to analyse and discuss common challenges/questions/problems regarding alternative fuels and identify possible solutions;

• to discuss cross-border issues (Benelux, EU,...) on alternative fuels & to determine the Belgian position with regard to alternative fuel issues.

Key government departments involved

• Federal level: FPS Economy (DG Energy) & FPS Mobility and Transport

• Flemish Region: Departement Omgeving, MOW and EWI

• Walloon Region: DGO2 & DGO4

• Brussels-Capital Region: Brussels Environment and Brussels Mobility

⇒ The regions are mainly competent for most aspects of Directive 2014/94.

⇒ However, effective coordination and cooperation among the various authorities in Belgium (regional & federal) is required.

⇒ The federal administration helps ensure this coordination via the ENOVER-Transport working group.

Policy Incentives

• Registration and annual circulation tax exemptions for BEV/FCEV cars/vans (unlimited) and PHEV/CNG cars/vans (until 2020)

• Zero-emission premium for BEV and FCEV (individuals)

• Ecology + premium for CNG/LNG vehicles and refuellinginfrastructure (companies)
