1. CONTRACTOR SHALL COORDINATE SERVICE DISRUPTIONS WITH DAVID GRAY,
DIRECTOR OF PUBLIC WORKS AT (901-476-9531 EXT. 127). ANY SERVICE
DISRUPTIONS MUST BE KEPT TO A MINIMUM.
2. CONTRACTOR TO PROVIDE A WORK PLAN SUBMITTAL DETAILING WATER
OUTAGES / SERVICE DISRUPTIONS TO THE OWNER AND ENGINEER FOR
APPROVAL. WORK PLAN TO BE UPDATED AS REQUESTED. WORK PLAN TO
SHOW PLANNED DATE AND DURATION OF WATER OUTAGES & SERVICE
DISRUPTIONS.
3. THE LOCATION OF EXISTING UNDERGROUND UTILITIES ARE SHOWN IN AN
APPROXIMATE WAY ONLY AND HAVE NOT BEEN INDEPENDENTLY VERIFIED BY
THE OWNER OR ITS REPRESENTATIVE. THE CONTRACTOR SHALL DETERMINE
THE EXACT LOCATION OF ALL EXISTING UTILITIES BEFORE COMMENCING WORK,
AND AGREES TO BE FULLY RESPONSIBLE FOR ANY AND ALL DAMAGES WHICH
MIGHT BE OCCASIONED BY THE CONTRACTOR'S FAILURE TO EXACTLY LOCATE
AND PRESERVE ANY AND ALL UNDERGROUND FACILITIES. THE CONTRACTOR
SHALL CALL THE TENNESSEE ONE SERVICE A MINIMUM OF 72 HOURS PRIOR TO
COMMENCING CONSTRUCTION AT 1-800-351-1111 FOR LOCATION OF
UNDERGROUND UTILITIES.
4. COST OF ALL FITTINGS, THRUST BLOCKS, AND APPURTENANT ITEMS NOT
SPECIFICALLY SHOWN ON THE CONSTRUCTION PLANS, BUT REQUIRED FOR THE
PROPER INSTALLATION OF THE NEW WATER LINES SHALL BE INCLUDED IN THE
COST OF THE NEW WATER LINES.
5. ALL FITTINGS AND ELBOWS, UNLESS SPECIFICALLY NOTED OTHERWISE, SHALL
BE MECHANICAL JOINT DUCTILE IRON.
6. CONTRACTOR SHOULD ANTICIPATE A MINIMUM 30 DAY WAITING PERIOD
BETWEEN PAY REQUEST SUBMITTAL AND PAYMENT BY THE TOWN.
7. ALL DRIVEWAYS, WALKWAYS AND CITY STREETS CUT TO INSTALL NEW WATER
LINES SHALL BE REPAIRED WITH MATERIAL OF A LIKE KIND AND THICKNESS. AT
CONTRACTOR'S OPTION ASPHALT AND CONCRETE DRIVEWAYS, WALKWAYS AND
CITY STREETS CAN BE DIRECTIONAL BORED RATHER THAN CUT FOR WATER LINE
INSTALLATION. ASPHALT AND CONCRETE DRIVEWAYS AND WALKWAYS ARE BID
PER EACH, AND NO ADDITIONAL COMPENSATION WILL BE PAID REGARDLESS OF
METHOD USED TO CROSS THEM. CITY STREET CROSSINGS ARE PAID PER
LINEAR FOOT.
8. LOCATION OF ALL WATER METERS, VALVES, AND FIRE HYDRANTS SHALL BE
FIELD VERIFIED BY THE CONTRACTOR WITH DAVID GRAY, DIRECTOR OF PUBLIC
WORKS.
9. CLEARING AND GRUBBING REQUIRED TO INSTALL WATER LINE TO BE INCLUDED
IN INSTALLED COST OF WATER LINE.
10. INSTALL WATER LINE A MINIMUM OF 3' BELOW EXISTING GRADE UNLESS
OTHERWISE NEEDED FOR CROSSING CULVERTS.
11. AT THE END OF CONSTRUCTION WHEN THE NEW WATER LINES ARE TO BE FILLED
FOR FLUSHING AND PRESSURE TESTING, THE CONTRACTOR SHALL COORDINATE
WITH DAVID GRAY, DIRECTOR OF PUBLIC WORKS TO ENSURE THAT LOW
PRESSURE PROBLEMS DO NOT ARISE IN OTHER AREAS OF THE WATER SYSTEM
DURING THIS PROCESS.
12. ALL NEW WATER LINES ARE TO BE PRESSURE TESTED AND BACTERIAL SAMPLES
ARE TO BE TAKEN AND APPROVED BEFORE WATER SERVICE LINES ARE MOVED
TO NEW WATER LINE.
13. TRACER WIRE TO BE COPPERHEAD 1230B-SF COPPER CLAD STEEL CONDUCTOR
OR ENGINEER APPROVED EQUAL FOR OPEN TRENCH APPLICATIONS. TRACER
WIRE TO BE INSTALLED WITH NEW WATER LINE IN BOTH OPEN-TRENCH
INSTALLATIONS AND DIRECTIONAL BORE INSTALLATIONS. SPLICES AND
CONNECTIONS TO BE MADE AS PER MANUFACTURER'S INSTRUCTION.
14. TRACER BOXES AT LOCATIONS SHOWN TO BE COPPERHEAD INDUSTRIES -
SNAKEPIT MAGNETIZED TRACER BOXES, OR ENGINEER APPROVED EQUAL. ALL
BOXES TO BE ROADWAY BOX MODEL RB14*TP WITH APPROPRIATE APWA COLOR
CODED COVER. ALL TRACER BOXES TO BE INSTALLED GROUND FLUSH WITH
2'X2'X6", 3000 PSI CONCRETE PAD.
15. CONTRACTOR SHALL PROVIDE ADEQUATE TRAFFIC CONTROL AND APPROPRIATE
SIGNING AT ALL TIMES DURING THE INSTALLATION OF THE NEW WATER LINE.
SIGNAGE AND TRAFFIC CONTROL SHALL BE INSTALLED IN CONFORMANCE WITH
THE CURRENT EDITION OF THE MANUAL ON UNIFORM TRAFFIC CONTROL
DEVICES (MUTCD). CONSTRUCTION SIGNS MUST BE IN PLACE BEFORE
CONSTRUCTION BEGINS. COST OF TRAFFIC CONTROL AND SIGNING SHALL BE
INCLUDED IN THE COST OF OTHER ITEMS BID ON THIS PROJECT.
A. FIVE DAYS PRIOR TO BEGINNING OF CONSTRUCTION WORK, ERECT ALL
TRAFFIC CONTROL SIGNS AND CONTACT DAVID GRAY AND TENNESSEE
DEPARTMENT OF TRANSPORTATION
B. NO TRENCHES OR OTHER EXCAVATION WITHIN TEN FEET OF THE EXISTING
PAVEMENT EDGE SHALL BE LEFT OPEN AT NIGHT.
C. THE CONTRACTOR IS DIRECTED TO AND SHALL CONFORM TO PART 6 OF THE
"MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES FOR STREETS AND
HIGHWAYS" (MUTCD) FOR THE DESIGNATION OF CONSTRUCTION WARNING
SIGNS AND CHANNELIZATION DEVICES. CONTRACTOR SHALL PROVIDE,
ERECT AND MAINTAIN ALL WARNING SIGNS AND SAFETY DEVICES AS
REQUIRED FOR THE DURATION OF CONSTRUCTION.
D. THE CONTRACTOR SHALL MAINTAIN A MINIMUM 12' CLEAR TRAFFIC LANE AT
ALL TIMES.
E. CONTRACTOR SHALL COVER ANY EXISTING TRAFFIC SIGNS THAT MAY
CONFLICT WITH THE TEMPORARY CONSTRUCTION TRAFFIC CONTROL
SIGNING.
F. CONTRACTOR SHALL CONTACT ALL APPROPRIATE AGENCIES BEFORE
CLOSING ANY ROADWAY.
G. NOTHING IN THIS PLAN IS INTENDED TO SUPERSEDE OR RELIEVE THE
CONTRACTOR OF THE RESPONSIBILITY OF INSTALLING APPROPRIATE
TRAFFIC CONTROL DEVICES IN ACCORDANCE WITH THE CURRENT "MANUAL
ON UNIFORM TRAFFIC CONTROL DEVICES FOR STREETS AND HIGHWAYS"
(MUTCD).
17. FINAL PAYMENT WILL NOT BE MADE TO THE CONTRACTOR UNTIL ACCEPTANCE
OF ALL ROAD AND SHOULDER REPAIRS HAS BEEN RECEIVED IN WRITING FROM
DAVID GRAY, DIRECTOR OF PUBLIC WORKS AND THE TENNESSEE DEPARTMENT
OF TRANSPORTATION.
18. CONTRACTOR SHALL INSTALL APPROPRIATE EROSION CONTROL MEASURES TO
STABILIZE ROADSIDE DITCHES WHERE DIRECTED BY THE ENGINEER OR OWNER.
19. CONTRACTOR MUST MAINTAIN ROAD DITCHES AT ALL TIMES DURING
CONSTRUCTION TO INSURE THAT THE DITCHES ARE NOT BLOCKED BY
EXCAVATED MATERIAL OR CONSTRUCTION MATERIAL. MAINTAIN ROAD DITCHES
AT ALL TIMES TO ENSURE GOOD DRAINAGE WITHIN PROJECT AREA.
20. DIRECTIONAL BORES WHERE INDICATED ON THE PLANS AT STATE HIGHWAY
INTERSECTIONS WILL BE PAID PER FOOT OF CASING INSTALLED. NO ADDITIONAL
COMPENSATION FOR DIRECTIONAL BORES WILL BE PAID.
21. CONTRACTOR SHALL NOTIFY THE TDOT DISTRICT UTILITY INSPECTOR AT LEAST
THREE WORKING DAYS PRIOR TO THE PROPOSED DATE TO BEGIN WORK. THE

THIS SPECIFICATION ARE REFERENCED AS A BASIS OF PRESENTING

BACKFILL AND MULCH WITH SEED AT THE
END OF THE WORKING DAY.
THE FOLLOWING CONDITIONS APPLY TO ALL DISTURBANCE
WORK CONDUCTED UNDER TENNESSEE DEPARTMENT OF
ENVIRONMENTAL AND CONSERVATION CONSTRUCTION
GENERAL PERMIT.
CONSTRUCTION MANAGEMENT TECHNIQUES:
1. CLEARING AND GRUBBING MUST BE HELD TO THE MINIMUM
NECESSARY FOR GRADING AND EQUIPMENT OPERATION.
2. CONSTRUCTION MUST BE SEQUENCED TO MINIMIZE THE
EXPOSURE TIME OF CLEARED SURFACE AREA.
3. CONSTRUCTION MUST BE STAGED OR PHASED FOR LARGE
PROJECTS. AREAS OF ONE PHASE MUST BE STABILIZED
BEFORE ANOTHER PHASE CAN BE INITIATED.
STABILIZATION SHALL BE ACCOMPLISHED BY
TEMPORARILY OR PERMANENTLY PROTECTING THE
DISTURBED SOIL SURFACE FROM RAINFALL IMPACTS AND
RUNOFF.
4. EROSION AND SEDIMENT CONTROL MEASURES MUST BE IN
PLACE AND FUNCTIONAL BEFORE EARTH MOVING
OPERATIONS BEGIN, AND MUST BE CONSTRUCTED AND
MAINTAINED THROUGHOUT THE CONSTRUCTION PERIOD.
TEMPORARY MEASURES MAY BE REMOVED AT THE
BEGINNING OF THE WORK DAY, BUT MUST BE REPLACED
AT THE END OF THE WORK DAY.
5. ALL CONTROL MEASURES SHALL BE CHECKED AND
REPAIRED AS NECESSARY, EPSC INSPECTIONS SHALL BE
TWICE A WEEK AND AT LEAST 72 HOURS APART. A WEEK IS
FROM SUNDAY TO SATURDAY. THE PERMITEE SHALL
MAINTAIN RECORDS OF CHECKS AND REPAIRS.
6. STABILIZATION MUST, AT A MINIMUM, BE INITIATED
WHENEVER ANY CLEARING, EXCAVATION OR OTHER
EARTH DISTURBED ACTIVITIES HAVE TEMPORARILY OR
PERMANENTLY CEASED AND WILL NOT RESUME FOR A
PERIOD EXCEEDING 14 CALENDAR DAYS.
7. STEEP SLOPES SHALL BE TEMPORARILY STABILIZED NOT
LATER THAN 7 DAYS AFTER CONSTRUCTION ACTIVITIES ON
THE SLOPE HAS TEMPORARILY OR PERMANENTLY CEASED.
8. A QUALIFIED INDIVIDUAL (TDEC LEVEL 1 QUALIFICATION)
SHALL BE DESIGNATED TO BE RESPONSIBLE FOR EROSION
AND SEDIMENT CONTROLS ON EACH PROJECT SITE.
VEGETATION CONTROL:
1. PRE-VEGETATIVE GROUND COVER SHALL NOT BE
DESTROYED, REMOVED OR DISTURBED MORE THAN 15
CALENDAR DAYS PRIOR TO GRADING OR EARTH MOVING.
2. PERMANENT SOIL STABILIZATION WITH PERENNIAL
VEGETATION SHALL BE APPLIED WITHIN 14 DAYS AFTER
FINAL GRADING.
STRUCTURAL CONTROL:
1. ALL SURFACE WATER FLOWING TOWARD THE
CONSTRUCTION AREAS SHALL BE DIVERTED BY USING
BERMS, CHANNELS, OR SEDIMENT TRAPS, AS NECESSARY.
2. EROSION AND SEDIMENT CONTROL MEASURES SHALL BE
DESIGNED ACCORDING TO THE SIZE AND SLOPE OF
DISTURBED OR DRAINAGE AREAS TO DETAIN RUNOFF AND
TRAP SEDIMENT.
3. DISCHARGES FROM SEDIMENT BASINS AND TRAPS MUST
BE THROUGH A PIPE OR LINED CHANNEL SO THAT THE
DISCHARGE DOES NOT CAUSE EROSION.
4. MUDDY WATER TO BE PUMPED FROM EXCAVATION AND
WORK AREAS MUST BE HELD IN SETTLING BASINS OR
TREATED BY FILTRATION PRIOR TO DISCHARGE INTO
SURFACE WATERS, WATER MUST BE DISCHARGED
THROUGH A PIPE OR LINED CHANNEL SO THAT THE
DISCHARGE DOES NOT CAUSE EROSION AND
SEDIMENTATION.
DISCHARGE QUALITY:
1. THERE SHALL BE NO DISTINCTLY VISIBLE FLOATING SCUM,
OIL OR OTHER MATTER CONTAINED IN THE STORM WATER
DISCHARGE.
2. THE STORM WATER DISCHARGE MUST NOT CAUSE AN
OBJECTIONABLE COLOR CONTRAST IN THE RECEIVING
STREAM.
3. THE STORM WATER DISCHARGE MUST RESULT IN NO
MATERIALS IN CONCENTRATION SUFFICIENT TO BE
HAZARDOUS OR OTHERWISE DETRIMENTAL TO HUMANS,
LIVESTOCK, WILDLIFE, PLANT LIFE, OR FISH AND AQUATIC
LIFE IN THE RECEIVING STREAM.
BUFFER ZONE:
1. A 30-FOOT NATURAL RIPARIAN BUFFER ZONE ADJACENT
TO ALL STREAMS AT THE CONSTRUCTION SITE SHALL BE
PRESERVED WITH AN EXCEPTION FOR STREAMS
DESIGNATED AS IMPAIRED OR EXCEPTIONAL TENNESSEE
WATERS.
2. FOR SITE AT OR ADJACENT TO A RECEIVING STREAM
DESIGNATED AS IMPAIRED OR EXCEPTIONAL TENNESSEE
WATER, A 60-FOOT NATURAL RIPARIAN BUFFER ZONE
