Overview The goal of the Ship Point Pop-Up Design Competition is to temporarily transform Ship Point Plaza into a magnetic, creative, and social ‘pop-up’ public space during the 2016 summer season.
Ship Point Plaza is located at the heart of Victoria’s Inner Harbour, roughly at the intersection of Wharf Street and Humboldt Street. Together with the adjacent surface parking lot, the Ship Point Plaza hosts some of Victoria’s largest events and festivals, including the Victoria International Buskers Festival, Dragon Boat Festival, Jazz Fest and Blues Bash.
Outside of these festival dates, the competition site is currently an underutilized flat paved plaza with breathtaking views of the surrounding harbour. In the long-term, the site has been identified to host a permanent, high-quality public space that will continue to host festivals and special events.
The City of Victoria invites qualified teams and individuals to submit design concepts to unleash the possibilities of this public space this summer, creating an inviting and memorable destination that draws people to connect with others, and take in the beauty of the harbour.
Purpose The purpose of the Ship Point Pop-Up Design Competition is to select a team to design, build and install a temporary or “pop-up” public space to make Ship Point Plaza a more vibrant, unique, memorable and welcoming space that will encourage people to socialize, explore and wander. This competition is an important initiative in creating a more inviting space at Ship Point, as described in the Harbour Vitality Principles and also as a way to support the completion of the David Foster Harbour Pathway. This competition will also provide the opportunity to showcase exemplary design within an iconic waterfront setting.
Eligibility• Anyone may enter this competition, however, criteria and submission requirements lend themselves to
expertise in architecture, landscape architecture, urban design, industrial design, contemporary art and other related fields.
• Design teams from outside of Canada are permitted to provide a submission. If selected, it is expected that international applicants will have the required Canadian tax documents and insurance requirements in place to complete additional design, development and installation.

• Teams based outside of Canada are encouraged to include a local representative that is able to manage the delivery, installation and removal of the project.
• All travel expenses must be covered within the project budget; no additional funds will be provided for travel expenses.
• Entries are encouraged by design teams that have a range of skill sets and expertise.
• Jurors and the organizations they represent are not eligible to enter the competition. City Councillors, officers, and employees of the City of Victoria are not eligible to enter the competition.
Awards • The winning design will be selected by a Jury and the winning team will receive a $5,000 (CND) award and
$35,000 (CND) toward the design refinement, structural engineer review, materials, fabrication, installation and removal.
Selecting the Winning DesignA qualified jury will be appointed to judge the submissions and select the winning entry based on a pre-established set of judging criteria. The application of this judging criterial to select the winner shall be wholly at the jury’s discretion. The jury may also consider other relevant factors at its discretion.
Judging CriteriaThe Jury will give consideration to the following aspects in evaluating submissions:
• Ability for the concept to encourage social interaction and enjoyment of the space.
• Distinctive and captivating design that improves the aesthetic of the Ship Point Plaza site and surrounding area.
• Ability for the concept to better define the Ship Point Plaza site as a public space and to complement various festivals and special events.
• Durability of design and use of sustainable materials.
• Ability for the installation to be relocated to accommodate special event programming as required.
• Feasibility of design and capacity of design team to deliver the project.

BudgetExcluding the $5,000 (CND) award, the total cost to the City of Victoria of the design, build and installation may not exceed the total project budget of $35,000 (CND). Entrants with a budget exceeding this amount assume full responsibility to cover additional costs. All entrants assume liability for all costs incurred in participating in the competition. The project budget is inclusive and is not eligible to cover any additional fees for travel or disbursements.

3. Design Concept Description• A maximum of 150 words that describe the design concept and its contribution to revitalize the
Ship Point Plaza site.
4. Design PanelsMaximum of four pages (Design Panels) in landscape format 11" x 17" at 300 DPI that include:
• A detailed drawing in plan view;
• 3D drawing that illustrates the scale and proposed materials and finishes;
• A perspective drawing;
• An illustrated construction sequence of the proposed installation; and,
5. Budget Form (see appendix)

Site ParametersThe installation must be situated within the designated site boundary. A site plan including this site boundary is available to applicants as an AutoCAD file and PDF.
Additional site parameters are:• Relationship with festivals: Design submissions should be designed so that they can be moved from
the plaza site as required to accommodate festival stages and scaffolding. Entrants are encouraged to consider how the installation could be integrated into special event plans.
• Access to power: There will be no permanent access to power on site.
• Height of Structure: The structure must comply with the B.C. Building Code standards for height. Taller structures may be required to include fall protection measures in design.
• Site Features: Existing benches may be removed from the site for the duration of the installation if required.
Roles and Responsibilities • The selected design team is expected to enter into a contract with the City of Victoria, in the form acceptable
to the City Solicitor, under which the selected team will oversee and carry out the design, installation and removal of the temporary public space installation in accordance with the instructions of the City’s project team. The contract is expected to also cover issues such as liability and insurance, ownership of the installation and duties and responsibilities of both parties.

• The contract team must agree to keep the City indemnified against any and all claims, actions or demands that may be brought, made or arise in respect of anything done or omitted to be done by the contractor team or its’ employees who shall be and remain at all times and for all purposes, the servants or employees of the contract team or their sub-contractor(s), save and except to the extent that such claims action or demands arise from or relate to the negligence, wrongful act or omission of the City, or any of its officers or employees.
• The contracted team will, and each of its subcontractors will be expected to, obtain and maintain the following insurance and to comply with City insurance provisions:
• Commercial General Liability with $2,000,000 per occurrence and in aggregate limits.
• Provision naming the Corporation of the City of Victoria as an additional insured, with a Cross Liability clause.
• Depending on the complexity of the selected design, the contracted team may also be required to obtain and maintain a Professional Errors and Omissions practice policy in the amount of $500,000 per claim.
• Any large structural elements introduced to the space must be approved by a structural engineer.
• It is the winning team’s responsibility, not the City of Victoria, to obtain materials and to carry out fabrication, construction, installation and de-installation of the winning design.
• The selected design concept may need to be constructed off-site in order to avoid any conflict with other special events and festivals that may occur on the site prior to the installation.
• It is the responsibility of each team entering into the competition to ensure the feasibility of completing the implementation of the proposed design by July 28, 2016.
• If at any time the City determines, in its sole judgment, that the selected team is unlikely to be able to fulfill its obligations to complete the installation of its design by July 28, 2016, or the City and the selected team are unable to agree on the final terms of the contract, the City may terminate the arrangement with the winning entrant and may enter into discussions with another team or a third-party selected by the City to complete the design or a different design.
• The selected installation will become the property of the City of Victoria and the City of Victoria reserves the right to relocate the installation to another location at the completion of this competition.
• Neither the City nor the Jury is obliged to accept any proposal, and may reject all proposals. Until a written contract in a form satisfactory to the City is executed by both the City and the winning team, no legal rights or responsibility shall be created between the winning team and the City.
