Memorandum To: MPO Policy Board From: Jakob zumFelde, Transportation Planner Date: July 25, 2018 Reference: Updates regarding Long Range Transportation Plan Purpose: To update the MPO Policy Board on the status of multiple aspects of the LRTP process, and ask for MPO Policy Board to approve two aspects of the LRTP. Background: The MPO’s Long Range Transportation Plan must be updated every five years. The Updated Plan (LRTP 2045) must be approved by May of 2019. Summary: 1. A timeline for the remaining work on the LRTP is provided in Attachment A, along with a preliminary
estimate of funding available for the constrained LRTP.
2. VDOT central office and the modeling consultant have provided MPO staff with a transportation demand model that can be run for both the base year (2015) and future year (2045). Transportation analysis zone (TAZ) boundaries have been determined, and the numbered TAZs are shown in maps provided as Attachment B. Attachment C contains the 2015 and 2045 population and employment numbers for each TAZ used in the model. Attachment D shows the road and transit networks being used for the base year (2015) and as the 2045 “no build” networks. The changes between the base year and 2045 “no-build” include:
Addition of Hillsdale Drive Extended
Addition of Berkmar Drive Extended
Addition of Water Street Extended
Widening of US 29 north of Polo Grounds Road
Route 29 and Rio Road grade-separated intersection
Creation of a diverging diamond at I-64 exit 124

3. MPO staff have created project review criteria and scenario performance measures.
The project review process provides simplified information about the effect a project will have on the performance measures and will ensure that additional impacts of projects are assessed and considered, with a focus on positive or negative environmental and social impacts. A description of these criteria is provided as Attachment E.
The performance measures will allow for comparison of scenarios of projects. The measures will provide information about the extent that each scenario changes measurable aspects of the transportation network. An updated list of performance measures is provided as Attachment F. A map of the TAZs that have been identified as regional activity centers has also been provided, as multiple measures are related to activity centers.
4. MPO staff have created a list of projects that would be feasible candidates for inclusion in the LRTP.
This list is provided as Attachment G. Staff request input on these projects, and suggestions for additional projects that could be considered.

MPO staff are asking the MPO Policy Board for approval of the following:
The inputs (TAZ and network information) used for the transportation demand model for the base year (2015) and future year (2045), and the proposed use of the model to provide information about anticipated VMT, congestion, safety, and transit ridership.
