Clinton Becomes President – 1992

• Ross Perot– Reform Party

• The “New Democrat”– Clinton vowed to move

away from traditional democrat policies

– Incorporate both liberal and conservative programs

Domestic Issues

• Health Care Reform– Hillary Clinton pushed for this

– Did not pass but other changes were made

• Children’s Health Insurance Program – CHIP– Provide insurance for children whose families

could not afford it

Temporary Assistance for the Needy Families - TANIF

• Provided assistance to families

• Medical services

• Day care – in and out of home

• Job training

• Housing subsidies

Family Medical Leave Act

• Allowed up to 12 weeks without pay for having a baby or family illness

AmeriCorps

• Program put in place by Clinton– Improving low income housing– Teaching children how to read

Brady Bill

• Gun Control law– Required

background checks and waiting periods for guns

Balanced Budget and Economic Boom

• Congress was controlled by the Republican– Clinton was successful in working with the

Congress to create a balanced budget– After a year the country had a budget surplus!

• About the time Clinton took office the economy began to rebound

• Unemployment fell– Causing – 1. Tax revenues to rise

2. Few people on public aid

Welfare Reform

• 1996 – placed limits on how long people could receive benefits

• Ended the federal guarantee of welfare

• Gave states “block grants”– Set amounts of federal money they

could spend on welfare and other social concerns

CRIME AND TERRORISM

• Crime– 1999 Columbine High School

– Copycat crimes

Terrorism

• 1993 – Bombs in the WTC

• 1995 – Oklahoma City Federal Office Building– Timothy McVeigh

– 2001 executed

• 2001 – WTC attack by al-Qaeda

Foreign Policy Changes• Cold War- tried to keep tensions low and

develop good relations with – Russia

• We did not like all that they were doing and they did not like all that we were doing

– China• Clinton pushed them to install more democratic

policies• Clinton was more concerned with increasing

trade with China– Supported a bill that passed which granted China

permanent trade rights

• Worked to end hostile governments in– Haiti

• Military group forced the elected president to step down

• US sent troops to force military leader out.

– Yugoslavia / Bosnia• Yugoslavia broke apart in 1991. • Bosnia was one of the new states. • Serb militia began “ethnic cleansing” in Bosnia• US helped to negotiate the Dayton Accords

– Peace between the two groups

– Kosovo and the Serbs• US gets involved again to help. . . .
